On June 17, 2016, Governor John Bel Edwards signed House Bill 737, clarifying the 6% withholding requirement. Payments that would otherwise not be subject to withholding requirements pursuant to state and federal regulations (pension benefits, nontaxable portion of per diem, etc) are not subject to 6% Louisiana withholding. The withholding requirement applies to expenditures occurring after January 1, 2016.
OHIO (H 390)
On June 28, 2016, Governor John Kasich signed House Bill 390, amending the current production incentive program as follows:
Increases the state's annual cap to $40 million per fiscal year (July 1 - June 30) beginning July 1, 2016;
Eliminates the $5 million per project cap;
Modifies the incentive that may be earned to equal 30% of all labor and spend;
Stipulates that the refundable tax credit is also eligible for a one-time transfer to one or more other persons;
Institutes a job training program which will reimburse 50% of the salaries paid to film and multimedia resident trainees employed in the production; and,
States that the amendments apply to tax credit certificates issued on or after July 1, 2016.
RHODE ISLAND (H 7454)
On June 24, 2016, Governor Gina M. Raimondo signed House Bill 7454, extending the sunset date from July 1, 2019 to July 1, 2021.
