House Bill 2088 and Senate Bill 2790 propose to extend the sunset date of the film production incentive program from December 31, 2018 to December 31, 2023.
  
Hawaii (H 2610)hi2610
House Bill 2610 proposes to amend the film production incentive program as follows:
  • Requires a production to hire at least 60% of the cast and crew from the county in which qualified production costs are incurred (this does not apply to screenwriter, producer, director, and on-camera, mic, or voice-over talent); and,
  • Orders the production to verify the county of residency of local hires.

Senate Bill 2826 proposes to repeal the sunset date of the film production incentive program.
  
Massachusetts (H 3978)ma3978
House Bill 3978 proposes to amend the film production incentive program as follows:
  • Reduces the credit that is earned on payroll from 25% to 20%;
  • Retains the credit that is earned on production spend at 25%;
  • Creates a per project cap of $7 million;
  • Changes the credit to a nonrefundable credit; and,
  • Changes apply to productions that apply for the sales tax exemption on or after July 1, 2016.

Senate Bill 2074 proposes to extend the sunset date of the film production incentive program from June 30, 2016 to June 30, 2020.

Senate Bill 6519 proposes to eliminate the film production incentive program effective immediately.
  
Oregon (S 1578)Or122 
 
Senate Bill 1578 propose to amend the OPIF film production incentive program as follows:
  • Creates a per project cap of $5.5 million;
  • Increases the annual funding cap from $10 million to $14 million per fiscal year (July 1 - June 30);
  • Establishes that a single film may not be reimbursed for more than 50% of the total moneys received by the OPIF fund during the biennium in which Oregon expenses are incurred;
  • Allows video game production and "postproduction only" services to qualify for the incentive; and,
  • Changes are effective for fiscal years beginning on or after July 1, 2016.
