Insect damage-
Do you see a shiny, sticky substance on the foliage of your plants?
You have aphids. This is the residue of aphids you are seeing on your plants. Aphids are really pretty easy to control with easy to use and very effective insecticides.

Do you have patches of grass that you can't water enough to get green?
Save your water! You have lawn insects that are eating the grass roots off, so no matter how much you water the grass can't absorb it. There are three that are big problems in our area, white grubs, billbugs, and lawn moths.
Is something chewing notches in the leaves of your roses, lilac, and everything else?
You probably have black vine beetle. Their larvae is equally as bad, eating the roots off your plants. These beetles feed at night, so you rarely see them.
