I'd like to take this opportunity to update you on the status of our Memorandum of Understanding (MOU), more commonly referred to as the bargaining contract,

CSLEA negotiated with the State on your behalf.  While the tentative agreement was reached and ratified by membership in a timely manner, the process of formulating the MOU into legislation and putting it before state legislators in both the Assembly and Senate is a time consuming process that is not in our hands.  State lawmakers recessed in July and just returned to the Capitol August 1st. 
 
Last week our MOU was heard in the Assembly Budget Committee where it passed. The bill is eligible to be heard on the Assembly Floor today.  Once it is moved from the Assembly, it will be sent to the Senate to be heard in a Senate Budget Committee and then the full Senate.  The bill can then be sent to the Governor for his signature.  We suspect this might all take place sometime next week. 
 
This procedure is the reason why your  paychecks have not reflected the General Salary Increases and Special Salary Adjustments that were agreed upon.  CSLEA has been assured that the General Salary Increase and Special Salary Adjustments due on July 1 will be paid retroactively once the contract is ratified by the legislature and signed by the Governor. 


Other items such as physical fitness and longevity pay will take effect the pay period following ratification as specified by terms of the contractual language. CSLEA will provide additional information on the completion of the ratification process as it becomes available.   I want to personally thank you for your patience and please don't hesitate to contact us, should you have any questions or concerns   Thank you.

Helping Our Brother In Time Of Need

  
Dear California Fraternal Order of Police Members,


The California Fraternal Order of Police (CA FOP) Foundation has set up a fund to assist San Diego Police Officer Wade Irwin, 32, and his family, during their extreme time of need.  As you may be aware, FOP Member Irwin and his partner were shot during a traffic stop on July 28, 2016.  Officer Irwin has a long road to recovery and we would like to do all that we can to help him, his wife and his small child. Donating to this fund is the way to ensure that 100% of the money collected will go to Officer Irwin  and his family to help them through this difficult time.

CORONADO - When the California Statewide Law Enforcement Association (CSLEA) sends its membership services field representatives to the beach, it's not about rest and relaxation.   They're working to meet seasonal lifeguards to bring them up to speed on everything CSLEA.

CSLEA & CHP-PSDA Meet With New Dispatchers



 


RIVERSIDE -On July 21, 2016, California Statewide Law Enforcement Association (CSLEA) Member Services Representative Shelley Bishop and CHP-Public Safety Dispatchers Association (CHP-PSDA) Secretary-Treasurer Steve Fulton met with 12 new CHP dispatchers to welcome them to CSLEA and CHP-PSDA.  The meeting was held at the Ben Clark Training Center.

SACRAMENTO- From Sacramento to San Bernardino, California Statewide Law Enforcement Association (CSLEA) member services representatives met with new CSLEA members as they began their new jobs as California Fish and Wildlife wardens, state  hospital police officers and examiners at the Department of Motor Vehicles (DMV).

DOJ Special Agents Seize 40 Firearms From Chula Vista Home



 


CHULA VISTA -  On August 3, 2016, California Department of Justice (DOJ) special agents and Chula Vista police seized more than 40 firearms from a Chula Vista resident who is forbidden by law from owning or possessing firearms.

DOJ Special Agents Investigate Suspected Illegal Activity In Sacramento Warehouse

 
SACRAMENTO - When California Department of Justice (DOJ) special agents served a search warrant at a warehouse in South Sacramento on July 28, 2016, they discovered dozens of illegal gambling devices and an indoor marijuana grow operation.



They began investigating what was taking place at the warehouse in February after local law enforcement alerted them to a suspected gambling operation and the possibility of other illegal activity.

DOJ Special Agents Arrest Recycling Fraud Suspect


Suspect took 70-mile detour to avoid California border checkpoint 
 
BLYTHE - On July 19, 2016, special agents with the California Department of Justice Recycling Fraud Team arrested a Los Angeles truck driver in Blythe on charges of felony recycling fraud, attempted grand theft, and conspiracy.



Julio Bolanos, 40, of Los Angeles, is accused of illegally transporting approximately 7,000 pounds of used bottles and cans worth an estimated $11,000 in potential California Redemption Value (CRV) from Arizona to California with the intent to cash them in at a recycling center.

Kansas Attorney Arrested in Sacramento Embezzlement Case

Kevin Manz allegedly embezzled more than $1 Million from charitable organizations
 
SACRAMENTO -  On July 21, 2016 a criminal complaint was filed against Kevin Manz, 59, involving felony charges of grand theft for embezzling money from multiple charitable organizations in the Sacramento area. According to the criminal complaint, Manz illegally directed funds from Cathedral Pioneer Church Homes Inc., Cathedral Pioneer Church Homes Foundation, and the Pioneer Foundation to personal bank and business accounts and used the funds for personal expenses such as jewelry and cars.

ABC Agents Target Under-Age Drinking at Kenny Chesney Concert

 
Thirty-eight 17-20 year-olds cited for possession of alcohol



CHULA VISTA-  On August 4, 2016 California  Alcoholic Beverage Control agents teamed up with the Chula Vista Police Department to conduct an enforcement operation at the Sleep Train Amphitheatre during the Kenny Chesney concert. During the concert, agents and officers detained 38 people under the age of 21 for being in possession of alcohol.   
 
ABC Agents Curb Under-age Drinking at Mid-State Fair

   
PASO ROBLES- The Mid-State Fair in Paso Robles is an annual event filled with rides, fun, food and alcohol.  The 12-day run is something California Alcoholic Beverage Control (ABC) agents and San Luis Obispo County Sheriff's deputies, not only monitor, they actively deploy an underage decoy to be sure alcohol is not being sold to those under-21. 
 
Nurse Practitioner in Shasta County Charged with Prescription Fraud

 
A case investigated by DCA Investigator and CSLEA Member Helen Tennyson



REDDING - A nurse practitioner was arrested and arraigned on felony charges related to issuing fraudulent and forged prescriptions, practicing medicine without a license, and identity theft.  Naomi LeGate (aka Katy LeGate), of Mt. Shasta,  was employed at a medical office in Redding when she allegedly committed the crimes.

Fresno Convalescent Hospital Owner Arrested for Stealing Money from the Elderly

 
FRESNO-  An investigation by the California Department of Public Health and the Fresno County Sherriff's Office has lead to the arrest of Michael Fellen, 65, of Madera, on felony charges of stealing from the elderly.



Fellen, owner of Sunnyside Convalescent Hospital, was arrested on July 21, 2016.  Back in March,  deputies began to assist the California Department of Public Health regarding an investigation into possible elder financial abuse.

DOJ Criminalist Melanie Velasco Speaks at UCR's "Evenings with the Experts"

 
RIVERSIDE - Those interested in the role that crime labs, and those who work in them, play in solving crimes, finding suspects, and identifying  victims got a chance to hear from California Department of Justice (DOJ) Criminalist Melanie Velasco  on Thursday, July 20, 2016.  Velasco, a member of the California Statewide Law Enforcement Association (CSLEA)  and the Association of Criminalists-DOJ (AC-DOJ), was the featured speaker at the University of California Riverside Extension's "Evening with the Experts."

Grim Sleeper Serial Killer Sentenced to Death

 
Department of Justice Criminalists had a Big Role in his Capture


LOS ANGELES - On August 10, 2016, Lonnie Franklin Jr., 63, AKA the Grim Sleeper, the man who preyed on vulnerable young women for two decades, killing nine and a teenage girl, was sentenced to death.  The sentence was handed down after more than 15 family members of victims addressed the court and talked about the anguish of losing their loved ones.  Los Angeles County Superior Court Judge Kathleen Kennedy pronounced the sentence which was recommended by a jury following a six month trial.

Marin County Doctor Sentenced to Prison in Painkiller Case



OAKLAND- On July 19, 2016, a federal judge sentenced Dr. Michael Roger Chiarottino, 68, of San Rafael, to three years in prison and five years of supervised release for prescribing painkillers for cash.  Chiarottino pleaded guilty to one count of distributing oxycodone, outside the usual course of professional practice and without a legitimate medical purpose.

Van Nuys Man Sentenced For Insurance Scam



Posed as insurance agent, defrauded commercial truck drivers leaving them with uninsured losses


LOS ANGELES - On July 18, 2016 Cristian Raul Videla, 34, of Van Nuys, was convicted on one felony count of grand theft and sentenced to five years' probation, 120 hours of community service, and ordered to pay full restitution to his five victims.

CSLB Investigation Leads to Foster City Man's Arrest



Suspected unlicensed contractor defrauds family out of $110,000



SAN FRANCISCO - Following an extensive investigation by California Statewide Law Enforcement (CSLEA) Member Bob Twomey, Foster City resident Patrick Otsuki, 57, was arrested for defrauding a San Francisco family out of $110,000 by falsely holding himself out as a licensed contractor.

CSLEA Scholarship Review Committee Working to Award Eight $1,000 Scholarships
 
SACRAMENTO -  The California Statewide Law Enforcement Association  (CSLEA) Foundation Scholarship Committee is hard at work, reviewing approximately 41 applications for the 2016/17 CSLEA Consumer Protection and Public Safety scholarships which are scheduled to be awarded by August 30, 2016.


"Our goal is to award eight $1,000 scholarships," said CSLEA President Alan Barcelona.  "Thanks to the very generous, tax deductible donations made to our non-profit CSLEA Foundation, and the dedication of the Scholarship Committee members, we are able to offer this help with the cost of higher education."


CSLEA will contact, by phone, those who will be awarded scholarships and announce their names, with photos, on the CSLEA and CSLEA Foundation websites.
