Next week, I will be travelling to San Diego to pay my heartfelt respects to a man I greatly admired and enjoyed working with, former CSLEA Board Director Richard Brown. Richard passed away on November 7, 2015 as a result of a cancer-related infection. Richard fought a courageous battle with cancer for several years.
As CSLEA Unit-B vice president and president of our affiliate, the Association of Motor Carrier Operation Specialists (AMCOS), Richard served our entire membership. He never missed a board meeting and was devoted to seeing that our members were treated fairly, no matter what their job classifications.
Richard started his career with the CHP in March 1983 as a cadet at the academy and as an officer until July 1985. He worked as a commercial vehicle inspection specialist from July 1985 until February 1991 when he promoted to Motor Carrier Specialist I. He worked as a motor carrier specialist until his retirement in December 2011. He served the State of California for nearly 29 years. Richard was also a veteran of the United States Navy and served as a reservist. Richard is survived by his wife Ellen, his daughter Charmine and his son Richard A. Brown Jr. His memorial is scheduled for Monday, November 16, 2015 at 11:00 a.m. at Greenwood Memorial Park, 4300 Imperial Avenue, San Diego.
May Richard rest in peace and his family know that our thoughts and prayers are with them during this time of extreme sadness.

CSLEA Legal Wins Court of Appeal Decision in Favor of DOJ Special Agent Supervisor
LOS ANGELES -On October 13, 2015, the California Court of Appeal Second District affirmed the prior rulings of the Los Angeles Superior Court, the State Personnel Board (SPB) and the CalPERS Board, holding that the California Department of Justice (DOJ) cannot condition reinstatement of a Peace Officer on POST requirements once CalPERS reinstates that individual to full duty.

CEO of Prosthetic Limb Company Arrested for Insurance fraud
Allegedly forged documents to collect payment after patient dies
LOS ANGELES - On October 23, 2015, Peter Lira, 53, chief executive officer of Am-Pro Prosthetics & Orthotics in Whittier, was arrested on three felony counts of insurance fraud for allegedly billing Anthem Blue Cross for a $170,000 prosthetic arm knowing the patient had died and the prosthetic arm was no longer needed.

LOS ANGELES - On October 30, 2015, a Los Angeles area doctor was convicted of three counts of second-degree murder for prescribing massive quantities of addictive and dangerous drugs to patients with no legitimate need, three of whom died in 2009 of overdoses.

ABC Suspends Liquor License at San Jose Restaurant
Suspension follows homicide outside premises
SAN JOSE - On October 27, 2015, California Department of Alcoholic Beverage Control (ABC) agents posted a notice of indefinite suspension at Lu Restaurant in San Jose. The indefinite suspension means, effective immediately, alcohol sales are prohibited at the restaurant.

Target Cosmetic Contact Lenses Sold Without Prescriptions
LOS ANGELES - On October 23, 2015, the owners and operators of 10 Southern California businesses were charged in federal court with illegally selling cosmetic contact lenses without prescriptions. The charges are the result of an investigation in which products purchased were contaminated with dangerous pathogens that can cause eye injury, blindness and loss of the eye.

DMV Clerk and Five Others Charged in Identity Theft Scheme

SANTA ANA - California Department of Motor Vehicles (DMV) investigators are part of a three-year and on-going investigation that has led to the indictment of a DMV clerk and five other people on federal identity theft charges. Those indicted are accused of using legitimate birth certificates and Social Security numbers obtained from Puerto Rico to create new identities that were sold to people willing to pay thousands of dollars for fraudulent identity documents.

SACRAMENTO- California Statewide Law Enforcement Association (CSLEA) President and California Fraternal Order of Police (FOP) Trustee Alan Barcelona joins a growing list of law enforcement association leaders calling on members to boycott Director Quentin Tarantino's films, includingThe Hateful Eight, which is scheduled to be released later this year. In addition to the new release, Barcelona is supporting a boycott on all rentals and electronic ways in which people watch any Tarantino movie.
