Finance Committee Recommendations Reflect TIAC Priorities
TIAC priorities included in recommendations
Following Charlotte Bell's appearance at the Finance Committee during pre-budget consultations, the committee included a number of TIAC's priorities in its list of recommendations, including:

Committee Recommendations (read the whole report here):
  • Recommendation 9 The federal government, in the immediate term, address the negative impacts of the Temporary Foreign Worker Program on certain sectors, including livestock and fish processing.
  • Recommendation 10 The federal government conduct a full review of the Temporary Foreign Worker Program. This review should study the possibility of providing a path to citizenship for those who desire to become Canadian citizens.
  • Recommendation 51 The federal government expand its efforts to attract international tourism by increasing the marketing budget of the Canadian Tourism Commission.
  • Recommendation 52 The federal government provide the Canadian Air Transport Security Authority with the additional funding it needs to provide screening services at Canadian airports that are comparable to those at international airports.
Recommendations 9, 10 and 51 have recently been addressed by the federal government and TIAC looks forward to continued consultations on these matters.

ATAC and Tourism HR Canada Partnership
Industry Partnership Announcement
On March 30th, Tourism HR Canada and the Aboriginal Tourism Association of Canada announced a new strategic partnership to address the labour and skills shortage faced by the tourism industry. The partnership will focus on addressing the labour needs of the tourism industry, and increasing workforce participation by Aboriginal people in the sector.

With a growing Aboriginal youth population, and the tourism industry's reliance on youth employment, this partnership will provide, "significant opportunity to further attract, train and retain future business leaders". To read more about this partnership, please see the press release here.

Further Information Available on the TFW Program Changes
TIAC Press Release
Following the recent announcement of the removal of 10% caps on low wage Temporary Foreign Worker Program (TFWs) for seasonal tourism occupations with a work period of 6 months or less, TIAC would like to offer further clarification on some aspects of the program.

What has changed for the TFW program?

Tourism TFWs (hired for periods of 6 month or less, in low wage, seasonal positions) are exempt from program caps and WILL NOT be included in cap limit calculations of 20% (and 10% once the cap is reduced on July 1, 2016).
  • The $1,000 fee per worker and the LMIA requirements still apply.
  • Businesses can apply for as many 180-day positions as they want but the applications must be made in one bulk application. To be clear, only ONE application can be submitted under this exemption but that application can cover multiple temporary foreign workers.
  • The department suggests that to avoid confusion, businesses apply for their 6 month TFWs in a separate application than their application for longer term TFWs.
  • Applications should be made by December 31st 2016.
