Legislative Effort Under Way - Butler Continues As Policy Committee Head
Clay Butler, The Butler Firm, was re-appointed Policy Committee chair heading the effort at the Texas Legislature. While the Board will continue to make major decisions on legislative policy, Clay will call upon an Action Team named by the Board to address issues that with time constraints when gaining responses from all Board members is impossible or clearly impractical, and a subset of that team will handle some decisions that must be made "on the fly."

ERCOT Releases Several Important Reports With Information Vital To Renewables
Austin, TX (January 10, 2013)
As electric demand continues to grow in much of Texas, the Electric Reliability Council of Texas (ERCOT), grid operator for most of the state, expects Texas transmission providers to complete improvement projects totaling $8.9 billion by the end of 2017.
The recently released Electric System Constraints and Needs Report identifies existing and potential constraints that could create reliability concerns or increase power costs for consumers in the next five years. The
describes the projects planned to address these issues, along with other steps transmission providers are taking to help relieve congestion on transmission facilities.
ERCOT also has released a Long-Term System Assessment, which provides an assessment of system needs over the next 10 to 20 years. This report, which is updated every two years, evaluates several possible scenarios that could affect future transmission needs at key locations within the ERCOT grid.
"As we see the gap between available generation and peak electric demand become tighter over time, it becomes increasingly important to deliver new power resources to the grid as quickly, reliably and cost-effectively as possible," said ERCOT CEO Trip Doggett. New ERCOT Report Shows That Texas Wind And Solar Are Highly Competitive With Natural Gas
An interesting fact seemed to go unnoticed in all the press around the Electric Reliability Council of Texas's (ERCOT) Long Term System Assessment, a biennial report submitted to the Texas Legislature on "the need for increased transmission and generation capacity throughout the state of Texas." ERCOT found that if you use updated wind and solar power characteristics like cost and actual output to reflect real world conditions, rather than the previously used 2006 assumed characteristics, wind and solar are more competitive than natural gas over the next 20 years. This might seem a bit strange since we've been told for years by renewable energy skeptics that wind and solar power can't compete with low natural gas prices. Let me back up a second and explain what's going on here, and what it means for both the energy crunch and Texas' ongoing drought.

American Farm Bureau Supports Federal Renewable Fuel Standard

Delegates for the American Farm Bureau Federation (AFBF) last week voted overwhelmingly to support continuation of the Renewable Fuels Standard (RFS), despite the fact that membership in the organization includes a substantial percentage of livestock producers.
"The livestock guys still have concerns about high feed costs, and I'm one of them, I'm a beef producer," said AFBF president Bob Stallman. "On the other hand, we have this renewable fuels infrastructure that's in place, a very large industry that employs lots of people and provides a market for a lot of products, so we need to be very careful not to have policies trying to dismantle that." Austin Council Approves Incentives For 10 Solar Projects By Businesses, Non-profits

The Austin City Council today approved incentives for 10 solar projects including six projects by non-profits who are utilizing a new solar leasing arrangement that improves the economics of investing in solar by non-profit organizations.

Austin Energy Sets Record For Solar Installations In 2012
Austin, TX (January 15, 2013
Austin Energy issued the highest number of rebates for residential solar installations ever in fiscal year 2012 with 463 - breaking the previous high of 328 by 40%. The new record was achieved despite Austin Energy lowering the rebate in June to $2 per watt - the lowest ever - as the price of solar continues to fall and the popularity of solar in Austin continues to grow.

Construction Begins For OCI Solar Power's Alamo I - First Phase Of A 400 MW Project

OCI Solar Power's newest solar development project, Alamo I, is now currently under construction in San Antonio, Texas. The project is located at 14984 South Blue Wing Road, San Antonio, Texas 78221. At 41 MW, Alamo I represents the first phase of a 400 MW solar power project delivering clean, renewable energy to CPS Energy, the municipal utility for the city, under a 25-year power purchase agreement.

SMU Geothermal Lab Hosts State's Premier Geothermal Conference Again This Spring
 The nationally heralded SMU Geothermal Lab hosts Geothermal Energy and Waste Heat to Power: Utilizing Oil and Gas Plays in March. It is the Lab's 6th such conference.
"We are excited to have Jon Wellinghoff, Chairman of the Federal Energy Regulatory Commission, as the keynote speaker," said Maria Richards, the Geothermal Lab's Coordinator and organizer of the conference.
The conference will focus on ways to use existing heat exchanging technology for generating on-site electricity from oil and gas field well fluids in addition to surface equipment waste heat. Attendees will learn about producing emission-free renewable energy while extending the life of an oil or gas field.
The pre-conference workshop A Primer on Geothermal Energy Resources and Waste Heat Technologies will provide a great introduction for those new to the geothermal and waste-heat communities.

Lone Star Clean Fuels Alliance Reports On Impacts Of Fiscal Cliff Bill Passage
On January 2, 2013, President Obama signed Public Law 112-240, the American Taxpayer Relief Act of 2012. In addition to averting tax rate increases and postponing government spending reductions, this legislation extends several tax credits and other incentive programs related to Clean Cities portfolio items. Updated information on these incentives is available on the Alternative Fuels Data Center (AFDC) Federal Laws and Incentives page (http://www.afdc.energy.gov/laws/fed_summary). The changes are also summarized below.

Programs By Investor Owned Utilities Make Largest Distributed PV Impact In 2012
Austin, TX
Since 2009, seven of the nine investor owned utilities in Texas have funded and completed over 1,300 residential and commercial solar PV projects. These projects have resulted in the installation of over 15 MW of installed PV capacity. Oncor, AEP-TNC, AEP-TCC, TNMP, Entergy, SWEPCO and El Paso Electric have all encouraged the expansion of distributed renewable solar energy in Texas, created new jobs for experienced installation experts, and have made solar PV systems more accessible to their customers. Combined these programs have made the largest single contribution to the growth of distributed PV in Texas. Funding for the programs is a part of the utilities commitment to reduce energy consumption, energy demand, and carbon emissions.

Two New Wind Contracts Increase Austin Energy's Renewable Portfolio
Austin, TX (January 14, 2013)
Austin Energy is kicking off the New Year with two new coastal wind farms totaling 293.9 MW, bringing the community-owned utility one step closer to achieving its 35% renewable energy supply goal by 2020. The Los Vientos II Windpower Project built and owned by Duke Energy Renewables adds an additional 201.6 MW of wind power to Austin Energy's generation portfolio and the Whitetail Wind Energy facility built and owned by Exelon Wind adds 92.3 MW of wind power.
Austin Energy will be purchasing all of the wind power produced at these facilities for the next 25 years. Together these two wind farms bring Austin Energy's total wind portfolio to 851 MW - and Austin Energy's total renewable energy supply up to 27%.
"We are pleased to partner with Duke and Exelon for these two new wind contracts," said Austin Energy General Manager Larry Weis. "Wind is currently one of the cheapest and cleanest forms of generation we can invest in and we were able to significantly increase our renewable portfolio without jeopardizing our affordability goals."
