Board Member Nominating Process Under Way - Culminates At Texas Renewables 2012
Board of Directors Nominations
The TREIA Nominating Committee, chaired this year by Andrew McCalla, Meridian Solar, Inc., is in the process of generating its slate of nominees for the 2013 Board of Directors. The Committee must advise the membership of its nominees no later than November 20.
Nominations may be submitted by the Voting Representative of TREIA member companies, organizations, or agencies through November 19. Members also have the opportunity to place names in nominations at the Annual Member/Business Meeting on December 10, 5:30 p.m., preceding the Welcome Reception for Texas Renewables 2012. The Nominating Committee will officially place its slate in nomination then as well.
The Nominating Committee slate, any nominations received by mail/e-mail, and from the floor will be officially placed in nomination at the Annual Member/Business Meeting.

ERCOT 2013 Avoided Cost Of Energy And Capacity Numbers Announced
Katie Rich, Director, Infrastructure Policy Section,Public Utility Commission of Texas, has announced the ERCOT avoided cost of energy and capacity numbers for 2013.
Her statement reads:
"Pursuant to §25.181(d)(3), by November 1 of each year ERCOT shall calculate the avoided cost of energy for the ERCOT region by determining the load-weighted average of the competitive load zone settlement point prices for the peak periods covering the two previous winter and summer peaks. ERCOT's calculation results in an avoided cost of energy of $0.104 per kWh for the 2013 program year. Here are the results on a MWh basis:

"Pursuant to P.U.C. SUBST. R. 25.181(d)(2), Commission staff shall post a notice of a revised avoided cost of capacity by November 15 of each year, effective for the next program year. Based on the EIA data (http://www.eia.gov/forecasts/aeo/assumptions/pdf/electricity.pdf), using the base overnight cost of the advanced combustion turbine, the avoided cost of capacity is $80 per kW-year for all electric utilities"

PU Commissioners Once Again Reject Mandatory Implementation Of Non-Wind Target
The Sierra Club, eleven other non-profit environmental and citizen groups, and one company filed a petition on September 12, 2012 at the Public Utility Commission of Texas titled Petition for the Sierra Club et al. to Amend §25.173 to Increase the Renewable Portfolio Standard for Non-Wind Resources to 3,000 MW by 2025 and to Ensure Effective Implementation of the Standard. It called upon the Commission to initiate a rulemaking proceeding to bump the existing 500 MW Non-Wind Target to 3,000 MW and to implement it as mandatory via the proposed amendments.
The petition was placed on the agenda of the Commission's Open Meeting of October 24 for "Discussion and Possible Action." Addressing the petition in its memorandum to the Commissioners on October 24, the PUC Legal Staff recommended rejection of the petition and the request for a rulemaking proceeding.
At its Open Meeting on October 25, the Commissioners adopted the Staff recommendation, without discussion, denying the petition and rejecting the request to initiate a rule-making procedure.

PUC Adopts Rules Change Raising System-wide Offer Cap To $9,000 In 2015
On October 31, 2012 the PUC filed its "Order Adopting Amendments to Substantive Rule §25.505(g), Relating to Resource Adequacy in the Electric Reliability Council of Texas (ERCOT) Power Region." The filing is under PUC Project 40268, one of several dockets relating to resource adequacy.
Said Bob Webb, who is monitoring PUC activity on behalf of TREIA, "the order offers a good point by point listing of comments and reply comments filed by various parties together with the Commission's explanation of it reason for accepting or rejecting those comments. In many ways this represents a concise statement of developments since the Brattle Group Report was originally filed by ERCOT in early June."

Construction Begins At Pflugerville Development - Clean Energy A Target
Pflugerville, TX (Oct. 24, 2012
The Pflugerville Community Development Corporation (PCDC) today announced that construction will begin this month on a 120,000-square-foot light industrial building at the 160-acre, master-planned, mixed-use development located at the southwest corner of SH 130 and Pecan Street in Pflugerville. The PCDC also announced the official name of the development, 130 Commerce Center , which was previously casually referred to as the Pflugerville renewabl e energy park. ...
"Clean energy is a primary economic development target for Pflugerville, but we are attracting a diverse mix of bio-sciences, manufacturing, technology, warehouse and distribution, services providers, professional office tenants and retailers who are interested in locating at the 130 Commerce Center,"

E.ON Climate & Renewables Secures Financing For Magic Valley Wind Farm
Chicago, IL October 30, 2012
E.ON Climate & Renewables (EC&R) North America announced today it has secured institutional equity financing of approximately $167.7 million and a commitment to fund expected capital contributions of approximately $55.9 million from a group of investors that includes JPM Capital Corporation (J.P. Morgan) and Wells Fargo Wind Holdings LLC (Wells Fargo) in exchange for a partial interest in EC&R's recently completed Magic Valley Wind Farm. J.P. Morgan acted as lead investor in the financing.

George W. Bush Center Purchases 100% Wind Energy From Green Mountain
Dallas, TX (October 26, 2012)
is proud to announce that the George W. Bush Presidential Center, which will house the George W. Bush Institute and the George W. Bush Presidential Library and Museum, has purchased 100 percent wind energy to power its campus.
Choosing renewable energy from Green Mountain will help the center reach its goal to become a LEEDŽ Platinum certified building. The center is scheduled to open Spring 2013.
Green Mountain will provide over 4,700 megawatt-hours (MWh) of wind renewable energy certificates (RECs) to cover the center's projected electricity consumption for two years. The renewable energy choice will avoid over 5.2 million pounds of carbon dioxide (CO2), which is like taking 6,000 cars off the road for a month.

TXSES, PEC Partner For Hill Country Solar Tour - PEC Announces Solar Programs
Johnson City, TX (10/6/2012)
Pedernales Electric Cooperative proudly welcomed more than 150 Co-op members and guests attending the Oct. 6 Hill Country Solar Tour. The event, held in partnership with the Texas Solar Energy Society, was the second tour for PEC, and it featured residential and commercial solar installations in Oak Hill, Dripping Springs and Blanco. There also were educational exhibits and presentations from industry experts.
The tour kicked off at the Co-op's Oak Hill Office, where PEC's Chief Executive Officer RB Sloan announced the Co-op had just finalized agreements for two new distributed generation pilot programs. The Co-op will partner with NRG SolarLife and CommunitySun to bring additional solar resources and opportunities to members.
