According to the TMUTCD all stop signs on public streets must be a minimum of 30"x30". This is regardless of the speed limit on the public street.
A 36"x 36" stop sign is required for any multi-lane approach. If the stop sign is used to regulate a road approaching a multilane roadway that is 45 mph or higher, the stop sign must be 36" x 36" or larger.
24" Stop signs are approved for use on private roads only.
This would be privately owned complexes or parking lots.
