Revised auditor reports POSTED TO AHACPA WEBSITE 

With the recent release by the AICPA of official report examples for Government Auditing Standards and Circular A-133, AHACPA has posted revisions to its report templates.  Unfortunately, HUD report examples were not included in the
AICPA release.  However, AHACPA has adjusted our reports to be used for the Guide to conform to the reporting of A-133.  Although these are not the final reports, we believe they are closer to the reports previously available.  We have also included one marked version for each type of report to show the changes included.

CHANGES TO CHAPTER 2 OF THE HUD AUDIT GUIDE  

In a previous newsletter we reported that HUD released a revised Chapter 2 to the HUD Audit Guide. This release removed the requirement to issue the non-major and Fair Housing reports. This chapter also implements several changes to the reporting of findings and corrective action plans. Many practitioners have inquired regarding implementation of these requirements.  In short, do they need to implement the changes  for the findings and corrective action plan in order to eliminate the non-major and fair housing reports?  HUD OIG has not indicated any requirement to implement the findings and questioned cost requirements in order to eliminate the reports.  AHACPA recommends eliminating the non-major and fair housing reports.  These reports are not being updated for clarity. Accordingly, we have elected to not post these on our website.

 

Since the REAC website will not be updated for these changes by the March 31, 2013 deadline, we recommend that CPAs report all internal control findings in the internal control report section of the for-profit template.  Likewise all compliance findings, whether generated from the Yellowbook report or the major program report, will be reported under compliance in the current template.  Not-for-profit entities remain unaffected. We anticipate additional guidance to be issued by REAC before year end.

 

If the non-major and fair housing reports are eliminated, we recommend that the auditor select "No" from the dropdown menu and then add the following in the comment field: "This report is not longer required and is not included in the hard copy of the audit."
REAC REMINDS ALL USERS TO GET IDs AND PASSWORDS RESET BEFORE MARCH   

By March 31, 2013, over 35,000 HUD Business Partners - in our Multi-Family, Public Housing Authorities and Lender program areas - will submit annual financial statements through HUD's Secure Systems over the internet.

 

To help facilitate this year's filing, the Office of Public and Indian Housing Real Estate Assessment Center's Technical Assistance Center (TAC) is reaching out to insure that all filers have ACTIVE User IDs and CURRENT Passwords.   HUD

requiring reactivation) after 90 days without logging on.

 

For many of HUD's electronic filers, this year's annual submission will be the first time since last year that they logged onto and used Secure Systems.  That means a significant number of filers will need to have their User IDs reactivated by the TAC, or have their passwords reset, before they can submit this year's financial statements. 

 

To allow the best customer service possible, all users with a 12/31 fiscal year end date are encouraged to submit their electronic filings as soon as possible.  Passwords can be reset in one of three ways;

  1. When prompted by the system;
  2. Under System Login, Password Reset at http://www.hud.gov/offices/reac/online/reasyst.cfm, from the side bar menu after logging into Secure Systems; or
  3. By contacting the TAC by phone or email.

USER ID'S CAN ONLY BE REACTIVATED BY CONTACTING THE TAC BY PHONE OR EMAIL.

 

When contacting the TAC for User ID reactivation, users will be asked to verify Secure System information, which includes:

  • User ID
  • Mother's Maiden Name
  • Last 4 Digits of Your Social Security Number
