DCR - CMR Information

Please submit written testimony, deadline is December 6, 2013!

 

11/29/13 Update.  The public hearing process for the proposed CMR has concluded.  GOAL would like to thank everyone that took the time to attend one of the five hearings and/or submit written testimony.  At this time we would like to encourage everyone to submit written testimony in opposition to the CMR, here is a great breakdown of the CMR submitted by the Worcester County League of Sportsmen.

If passed these regulations would make it illegal to possess or use firearms, would make it illegal to possess or use bows and arrows and would make it illegal to hunt or trap on many DCR lands, for the full list of properties affected please click here and scroll down to page 27.

If passed, this CMR will drastically reduce where we can legally possess/carry firearms in the Commonwealth - it will have no effect on criminals, nor will it reduce crime.

  

A couple of bullet points for your testimony: 

  • 12.11 (10), which pertains to restriction of the second amendment right to carry firearms on DCR land - please request the complete elimination of this section.  Note: violent crime in the Commonwealth committed by licensed gun owners is virtually non-existent. Given that a MA resident has to pass background checks, take mandatory training and follow the law to the letter, why would the DCR wish to disarm any citizen that has gone through so much trouble to be legally licensed?
  • 12.11 (3), which pertains to additional restrictions of hunting on DCR lands, as compared to the current in-force regulations would include new restrictions at Harold Parker State Forest, Lowell Dracut State forest, and Willowdale State Forest.  Please eliminate all new restrictions in this section.  Note: Hunting is an important part of maintaining ecological balance. With numerous reports of coyote attacks on humans and pets, as well as an explosion in Lyme disease propagated by deer ticks, there is ample reason to retain hunting in as many public lands as possible.
  • The areas affected are vast and vague all at the same time.  If passed into law this CMR would place an undue burden upon licensed gun owners.  These are public lands paid for by our tax dollars, as mentioned above, we have to jump through all sorts of hoops to be able to lawfully carry, making that illegal will only endanger the law abiding.
  • Criminals will be undeterred by the CMR if passed.

"Gun Control" Legislation May Be In Play Soon

State House News Service - Massachusetts House speaker anticipates 'hot and heavy' discussion of minimum wage bill:  "DeLeo said he is "anxiously awaiting" a report from his task force on gun violence and said on Tuesday he planned to meet with ministers from Boston on the issue. The Committee on Public Safety and Homeland Security is also awaiting that task force report before moving ahead with gun legislation. An aide to DeLeo has declined to provide information about the task force's work."

Massachusetts House Speaker Announces Gun Control Task Force

On Wednesday, March 13, 2013 Massachusetts Speaker of the House Robert DeLeo announced the members of his gun law task force. The Speaker stated earlier in the year that he wanted to put together a panel to review the states gun laws and come up with any suggestions.

Several weeks ago the Speaker had announced that Northeastern University Associate Dean Jack McDevitt would chair the task force. The latest announcement finalized the task force with the following individuals:

  • General Robert Cerasoli, Former Massachusetts and Louisiana Inspector.
  • Paul Dakin, Revere School Superintendent.
  • David Hemenway, Harvard Professor of Health Policy.
  • John Herman, Associate Chief of the Psychiatry Department at Massachusetts General Hospital.
  • Natick Chief of Police James Hicks, who is also the president of the Massachusetts Chiefs of Police Association.
  • Marylou Sudders Boston College Associate Professor, Chairs the Health and Mental Health program at Boston College's Graduate School of Social Work.
  • Raffi Yessayan, the former chief of the gang unit in the Suffolk County District Attorney's office.

Cost $10 per ticket 3/$20 or 10/$50. There is no limit to the amount of tickets you may purchase. Drawing will be held at noon on 12/27/2013 Winning tickets will be put back in the barrel for a chance to be drawn again.

 

Odds of winning are based on the number of entries. You need not be present to win. All federal and state gun laws apply. All guns are to be claimed within 60 days in Worcester, MA. Firearms may be shipped to another FFL at winner's expense. Please note that we can not send ticket stubs as it is a violation of federal law.

Deer Hunters-No Online Game Check During Shotgun Season

 

The Division of Fisheries and Wildlife reminds deer hunters that during the shotgun deer season, all harvested deer must be checked at a physical check station. Online checking through MassFishHunt will NOT be available during this time frame. Reporting deer at check stations during this time period allows DFW biologists to collect valuable data needed for deer management.  Map and list of deer check stations

  • Leominster Sportsmen's Association - Winter Rifle Matches - December 1st through the end of March, Sunday mornings 9-11 am, Offhand (standing up) from our woodstove-heated range house.  It's any rifle, any caliber, any sights, 20 shots in 20 minutes at 100 yards. Costs $5 - half goes to prizes for the various skill levels. You can use 22's, service rifles, muskets or fine target rifles, scoped or iron sights. Kids shoot for free at 50 yards.  Our crackshot riflemen will be glad to give you pointers to improve your skills so you won't miss that deer next time.  What a great way to cope with the ammo shortage - use any rifle you've got ammo for,  learn & practice to make every shot count!  Visit them online here.

  • Nipmuc Rod & Gun for the Club - is a 2013 Toys for Tots collection center, bring your unwrapped gifts and help a kid have a better Christmas!  
  • The Tewksbury Rod & Gun Club's SCTP trap shooting program This competitive shotgun program is for youth shooters, no experience necessary, in grades 5 thru 12.   • Wrentham Sportsmen's Association - December 1 - Black Power Rifle (any) - $20.00 entry fee. 1:00 pm start.

Final Thought: Takeaways from Sandy Hook
In the past we have often disagreed with Boston Globe contributor James Alan Fox.  This time however we are in complete agreement in his assessment of the Sandy Hook report.  His conclusion summed it up very nicely:
 
"When tragedy strikes, we invariably look to assign blame, and consider all those who may have played a role. And when the perpetrator is dead, we often look for other places to release our collective anger. In this case, Adam Lanza is the culprit, not his mother, not video games, not drugs, not bullying, not lax gun laws. While we might look for strategies that will help dispirited and lonely souls among us, there is, unfortunately, not much that can do in our free society to prevent this rare but uniquely frightening crime."
