Tribute to James C. Ball, CPEA CPSA
 
The EHS auditing world has lost a staunch advocate.

 

One of the founding fathers of BEAC, Jim Ball, passed away in Houston on July 7, 2013 after a courageous battle with cancer. Jim was one of the original 25 charter members of BEAC when it was formed in 1997 as a joint venture between the Auditing Roundtable (AR) and The Institute of Internal Auditors (IIA). Jim was first appointed to the BEAC Board in 2000 by AR and served until 2003, serving as the Board Chair in 2002. In 2007, Jim was appointed to the Board by IIA, and served on the Board until 2012. 

 

Jim also served on the BEAC Examination Committee and was involved in the development of the first BEAC exams. He remained a member of this committee through all the years - either as committee chair, Board liaison, or committee member. Of all the BEAC committees, the Examination committee may be the most demanding. Jim and other members of this committee have spent countless hours developing examination questions and grading essay exam questions.

 

Jim was involved in every major BEAC accomplishment: Exam development, auditor certification qualification criteria, CPEA accreditation, and the Professional Auditing Standards for environmental, health and safety auditors. He was the lead author of the BEAC Auditing Standards that were first published in 1998 and subsequently revised in 2008. He was the catalyst for the development of Responsible Care® Certification Program and the new Process Safety Certification Program launched in 2012. Without Jim's vision, leadership, and persistence, many of these accomplishments would have not been achieved.

 

In his honor, BEAC has established the James C Ball Lifetime Achievement Award.  The first honoree will be James C Ball, and the award will be presented posthumously at the Auditing Roundtable annual meeting in New Orleans.  BEAC has established a nomination program for subsequent awards, to be monitored by the BEAC Strategic Advisory Board.

 

Jim is survived by his wife, Gretchen, sons Brent and Matt,  and his four grandchildren. Memorial gifts may be made to the MD Anderson Cancer Center, in memory of James C. Ball for Sarcoma Research, at www.mdanderson.org/gifts.

BEAC Board changes 

We congratulate Gene O'Neill, BEAC Board member and Treasurer since February 2009, on his new position as Chief Financial Officer at the North American Veterinary Community. Unfortunately for BEAC, this also meant that Gene has resigned from the BEAC Board of Directors and as Treasurer.  

 

BEAC welcomes new IIA appointee Stanley Rubins to the BEAC Board. Stan is serving as Assistant General Counsel for The Institute of Internal Auditors, Global Headquarters.

 

Committee Corner

 

BEAC is seeking volunteers to serve on BEAC committees.  If you are interested, send an email to wacha@beac.org.  

 

Certification Committee

The Certification Committee is responsible for reviewing certification qualification criteria; they are currently updating for the Environmental Compliance Auditor and Health & Safety Compliance Auditor qualification definitions.   Certification Committee volunteers also review all completed applications and make recommendations to the BEAC Board. 

 

Ethics Committee

The Ethics Committee has been discussing a possible change to the Continuing Professional Development requirements which would require a certain level of Ethics training, similar to a requirement of the ABIH.  Current discussion has centered on the types of Ethics courses currently available and their relevancy for EHS Auditors.

  

The Ethics Committee has also been revising the Disciplinary Procedures.   

 

Exam Committee

The Exam Committee is finalizing the new Process Safety Auditor  examination questions and Study Guide.  BETA testing of the new exam is expected to begin in September. 

  

Training& Education Committee

The T&E Committee has received an application from ROC One, LLC for BEAC recognition of a Responsible Care® Lead Auditor training course.

Marketing / External Affairs Committee 
The Marketing Committee is responsible for getting out the message about EHS auditing and BEAC certification, and establishing liaisons with stakeholder groups.    
 

Advocacy

 
  • BEAC participated in the Intersociety Forum, hosted by the American Society of Safety Engineers during a one-day meeting in Chicago, and a luncheon during the ASSE conference in Las Vegas.  The forum is comprised of chief staff and volunteer officers from various EHS organizations.  
  • BEAC is sponsoring Lincoln Romain to participate on the Auditing Roundtable Special Interest Group on Conflict Minerals.

Auditor spotlight

Scott Patterson, MSc, CSP, CPEA
will be presenting a paper on "Archaeological Safety Considerations on Construction Sites" at SAFE 2013, the 5th International Conference on Safety and Security Engineering, an event organized by the Wessex Institute of Technology (UK) and held in Rome, Italy, Sept. 16-19.

 

The purpose of the conference is to provide a forum for the presentation and discussion of the most recent academic and industrial developments in theoretical and practical aspects of safety and security engineering.

 

Scott is a Technical Services Manager at Alexander & Schmidt.

Benchmarking Surveys

John Nagy and Wendy Acha will be delivering another benchmarking session October 1, 2013 at the Auditing Roundtable conference in New Orleans.

At the September 2011 Auditing Roundtable conference in Baltimore, Maryland, BEAC sponsored and collaborated on a benchmarking survey presentation, utilizing audience-response voting devices.  The primary topics were EHS Auditor Competency, Audit Quality, and Standards.  John Nagy of AECOM and Wendy Acha from BEAC developed the questions and moderated the session.  You can view the 2011 presentation

The session was well-received by the attendees, and The Auditing Roundtable invested in the audience response device technology for future sessions. 

A similar session was presented during the January 2012 Auditing Roundtable conference in Phoenix, AZ, again by John Nagy and Wendy Acha.  The two primary topics were Integrated Audits and Technology in Audit Programs.  You can view the 2012 presentation

Auditing Roundtable Training

The Auditing Roundtable provides a variety of training options for EHSS auditors.
 
 
Training courses provide participants with the fundamental principles, skills, procedures, techniques and regulatory knowledge necessary to conduct EHS audits properly and in conformance with BEAC auditing Standards. 

 

Although these courses were not specifically designed as exam prep courses, individuals desiring to obtain BEAC auditor certification will benefit significantly from them....and certified auditors can gain training hours to meet the BEAC Continuing Professional Development requirement.

 

Four training courses are currently offered:

  • Health and Safety Compliance Auditor
  • Process Safety Auditor

Code of Ethics / Disciplinary Actions

A distinguishing mark of a profession is acceptance by its members of responsibility to the interests of those it serves. BEAC applicants and CPEAs must adhere to and maintain high Standards of Conduct to effectively discharge this responsibility.

 

The BEAC Ethics Committee is responsible for overseeing and implementing the BEAC Code of Ethics, addressing issues of professional responsibility, and serving as the panel or tribunal that conducts due process hearings as required by the BEAC Bylaws.

Available on the BEAC website are the Disciplinary Procedures, flowchart of the process, and Ethics Complaint Form.

 

BEAC will also pursue cases of individuals falsely claiming to hold BEAC certification in which there is clear evidence of the unauthorized use.

BEAC is an independent non-profit corporation, created in 1997 as a joint venture between The Auditing Roundtable and The Institute of Internal Auditors to issue professional auditor certifications relating to environmental, health & safety, security, sustainability, social responsibility (EHS), and other scientific fields. 

 

BEAC applicants must meet a variety of qualification criteria. Once approved, they are awarded the professional designation of Certified Professional Environmental Auditor (CPEA) or Certified Process Safety Auditor (CPSA).

 

The CPEA designation is accredited by the Council of Engineering & Scientific Specialty Boards (CESB).

BEAC has a table top display (see photo) available for use at local meetings or regional professional conferences.

 

BEAC will also provide information brochures, and will pay for shipping to and from any U.S. event.  PowerPoint presentations are also available.
