Greetings!

The aging water pipes on Broadmoor sprung a leak on Monday. It took a while for our staff to find the nearest cut-off location and then to fix the problem. In the meantime, water had to be cut off without notice to those in the vicinity. Once again, it is obvious that the City needs an excellent and expeditious way to let those who are affected know what is going on. If you are reading this, then the City has your e-mail address...but you are in the minority. We'll be working on a better way to get the word out, but it will help if the City has your current e-mail address, and both your home and cell phone numbers. More and more people are eliminating the home phone in favor of their cell phone.
 
I attended the Marble Falls City Council meeting Tuesday evening. The item that has the most impact on Meadowlakes residents was when a traffic light will be in place at Avenue N and 1431. They now think that will happen by the first week in September. They voted to ask the State Highway Dept. to study traffic on US 281 at 7th Street, with a goal of possibly eliminating the light at 7th Street. They also held the first of two required hearings to approve reducing the speed limit on Hwy 71 near the Baylor Scott & White Hospital - from the current 75 mph to just 60 mph. That change will probably be approved within a month or so.
 
Like us, the Marble Falls Council approved their staff's recommendation to keep the same "Effective Tax Rate" for their next fiscal year, but theirs at $0.6485 per $100 valuation is more than double our rate. Of that amount, Marble Falls will be collecting $0.4157 for their "Interest & Sinking Fund" and $0.3236 is for "Maintenance & Operations". They were pleased to be able to devote just 64% to debt service, down from this year's 68% - and 75% in FY 2013. By comparison, the Meadowlakes split is very close to 50/50 - which is the goal for all cities. Our total will be $0.3186 per $100 valuation, with $0.1598 for "I&S" and $0.1588 for "M&O".
 
As a reminder, each home or lot owner is responsible for keeping their own street gutters clear of weeds and trash. Right now, it looks like it may not rain again anytime soon, but when it finally does, the gutters need to be clear! We also are responsible for making sure there are no limbs hanging over our streets that are within 14' of the street surface. Actually, I shoot for a 16' clearance since the garbage trucks seem to get taller all the time. This rule is really important for the school busses that will soon be making their rounds in the neighborhood.

City Council OK's Preliminary Tax Rate
 
The Meadowlakes City Council met in special session on July 27, 2016 to establish a preliminary ad valorem tax rate for 2016. City officials are proposing a tax rate of $0.3186 per $100 valuation, approximately .6% less than last year's tax rate. Based on the proposed tax rate, the average home in Meadowlakes would pay approximately the same in property taxes to the City as was paid last year. The average appraised value of a home in Meadowlakes increased in value from $244,438 to $246,189, which amounts to a .7% increase in appraised value. The average homeowner, in Meadowlakes, pays roughly $784 a year in property taxes to the City, approximately $702,300 in property taxes are anticipated to be generated in fiscal year 2017. Of property tax income generated income about 51% will be used to retire bonded debt and 49% will be utilized to fund the general operations of the City.
 
City Manager, Johnnie Thompson, also presented the proposed budget for fiscal year 2017. He advised that the proposed budget does not reflect any increases in utility rates or fees. The proposed budget reflects a combined total income in excess of $3.028 million dollars and is approximately 4.6% greater than fiscal year 2016. Operational expenses are proposed to be around $2.5 million with the proposed budget reflecting $500,000 in debt retirement. This compares to about $2.8 million in operational expenses and $501,000 in debt retirement which was budgeted for fiscal year 2016.
 
The proposed fiscal year 2017 budget can be viewed during normal working hours at City Hall, located at 177 Broadmoor, or downloaded from the City's website.
 
It is anticipated that the City will conduct a public hearing on the proposed budget on September 20th, 2016 during its regularly scheduled Council meeting.
Agenda of Monthly POA Meeting - August 9th
 
The Board of Directors of the POA will hold their August monthly meeting at 7:00 PM on August 9th at the City Hall. The business issues to be discussed during the meeting are:
  1. Establishment of Recreation Committee.
  2. Personal Recognition Brick Program and Veteran's Day Ceremony.
  3. Status of Fiscal Year 2016-17 Budget.
  4. Revision to Update Association Bylaws.
  5. Board of Directors Election.
The Board invites and urges Meadowlakes property owners and residents to attend its monthly meetings (2nd Tuesday of each month at 7:00 PM) and workshops (Monday 8 days prior to each monthly meeting at 5:30 PM).
Friendly Reminder to parents

Adolescents are programmed to dislike curfew because they think it's about control or trust. A curfew is a reflection of your concern for your child's safety and well being. By law, in Texas, teen drivers under 18 years of age cannot drive between midnight and 5 a.m., except in special circumstances. These special circumstances are if the teen needs to go to work, if he needs to go to or to participate in a school event or in an activity related to school, or if there is a medical emergency. During these Summer months, the City of Meadowlakes has encountered more incidents with minors being out past curfew. We ask our residents to please be aware of our City Ordinance as listed below.

Sec. 20-62. - Special restrictions and curfew hours for minors.
Minor means any person under 18 years of age. b) City curfew generally. Minors while physically within the corporate limits of the city shall be required to adhere to special restrictions during defined hours. The requirement and restrictions are set forth in this section and shall be referred to as the city curfew for minors. City curfew restrictions apply to any person under 18 years of age

Curfew-related offenses.
(1)
A minor commits an offense if the minor occupies or remains in any public or unauthorized private place located within the city while doing so at any time during curfew hours.
(2)
A parent, guardian or authorized person of a minor commits an offense if the parent, guardian or authorized person permits, or by insufficient control allows, the minor to remain in any public or unauthorized private place located within the city while doing so at any time during curfew hours.
 
Curfew hours means anytime between the hours of 11:00 p.m. to 6:00 a.m. Monday through Sunday.
