Greetings!

The water situation this past week made it clear that our residents need a way to be reached when an emergency occurs. The City already has your e-mail, if you are reading this, so you did get the "boil water" notice via e-mail. Unfortunately, the majority of our residents have not provided their e-mail address to the City, so they did not get that e-mail notice! You can sign up for emergency warnings by voice, text or e-mail, thanks to the "WarnCentralTexas" program. You can also choose to be alerted if your home is in the direct path of severe weather, or if there is a need for evacuation. More details about how to sign up are in this newsletter. Basically, you go to: www.WarnCentralTexas.org (I just did) or call 866-939-0911. This service is free and is sponsored by the Capital Area Council of Governments.
The lower speed limits are now in effect for U.S. 281 south of the Lake Marble Falls bridge. They were approved Oct. 6, 2015, but they could not be enforced until TxDOT put up new speed limit signs, which apparently were in short supply. Nine months later (on July 14), the Marble Falls Police Department announced that those signs are now in place and enforcement is underway, though there is a grace period until 7 a.m. on Aug. 15. You'll just get a warning if you are at least not exceeding the prior speed limits.
        
The new ordinance keeps the 35-mph speed limit all the way from north of RR 1431 to just south of Gateway Central on U.S. 281, where it increases to 45 mph until a point just south of Max Starke Dam Road near the Huber Mining Corp. entryway. At that point, the speed limit - formerly 70 mph - becomes 55 mph. The changes apply to both north and southbound traffic.
 
At the City Council's regular meeting yesterday evening, Johnny Campbell, Executive Director of the Marble Falls Area EMS, Inc. (and a Meadowlakes resident), presented a report on its activities. Since October 1, 2015, Meadowlakes has accounted for 187 of the ambulance calls - just over 5% of the 3,640 total calls to date. For comparison, in 2007 (the year I retired here), there were 105 Meadowlakes calls.   On average, it takes just 7 minutes from the time the call comes in until the ambulance(s) are at your door. Council voted unanimously to continue the contract another three years, with slight increases in the annual city contribution. The EMS is also funded by fees charged to individuals who use the EMS services.

Lawn Care and Depositing of Yard Clipping and Leaves
 
We would like to remind residents of a few things related to lawn care. In the past, we have had many occurrences where residents and/or lawn care providers blow lawn trimmings and/or leaves into the streets, as well as dumping leaves and lawn trimmings on vacant lots. This practice causes unsightly curb appeal as well as damaging the City's equipment used in mowing the vacant lots. We would like to remind you of the following:
  • Depositing of lawn clippings, shrubbery trimmings, yard residue, or other litter on the streets, gutter or on vacant lots is prohibited. Please make certain that you or your lawn care service remembers to blow or sweep up any debris in the street.
  • If you use a lawn care service they are responsible for disposal of all lawn care clippings, leaves and/or trimmings.
  • No out of City generated clippings, leaves and/or trimmings can be disposed within the City.
  • Both the resident and the lawn care service provider are subject to a citation for violation of these restrictions.
  • Ordinance 130.02 states "Depositing or accumulation of trash and litter is prohibited" and further states that "A person commits an offense if such person intentionally, knowingly or recklessly deposits trash (as defined in 130.02A), including leaves, on any street, gutter, other lot, private or public property"

Nomination for Officers of the POA Board
 
Each year either two or three (depending on the year) of the positions on the POA Board of Directors expire, and it is the responsibility of the Association members to re-elect existing Board members or to nominate and elect new members to the board. This year, the terms of two members will expire: Mr. Joe Summers, President of the Board, and Mr. Len Fate, Director of Entry Gate Security. Association members must decide during the Association Annual Meeting on October 10, 2016, the officers to occupy the two expiring positions. The terms of the two expiring positions are for three years starting immediately after the Association's Annual Meeting.
 
A Nominating Committee to identify property owners or residents has been established. The members of the Nominating Committee are Mrs. Patti Wray, email glwray1@verizon.net; Mr. Blair Feller, email blair.feller@gmail.com; and Mr. Wayne Thelen, email at wcthelen@hotmail.com. These committee members have all been actively involved in our community for many years.
 
The Board asks that Association members to consider serving on the Board of Directors to assure that a solid cross-section of our community is represented.
 
Property owners or residents who are interested in being considered for one of the two Board positions are asked to contact one of the three members of the Nominating Committee at their respective emails by July 27th.
 
As you may know, at the Meadowlakes Property Owners Association (POA) Meeting on February 16th, the Board voted to start a program that allows members of the Association to honor one or more family members who currently serve or have served in the United States Armed Forces by placing a Memorial Brick in designated sections of the Park.
 
The initial order was well received and 132 bricks have arrived and been installed at the Park and we have enough initialorders on hand to make another order. If you wish to participate and have not yet ordered a brick, please do so by July 20, 2016, our next order date.
 
The 8"x 8" x 2 1/4"  Bricks will still have the Honoree Name, Branch of Service, Motto and Duration served.
 
Actual cost of each brick is still $29.50 each, payable in advance. Shipping is free in quantities of 10 or more and the POA will bear the associated installation cost. The program will continue to run periodically until we no longer have orders to fill.
 
Should you wish to participate, see Debbie Holley at the POA office, 177 Broadmoor, with the necessary information and $29.50 cash or check for each Brick you wish to be placed in the park. Please insure we have the correct spelling and data when you order.
