Greetings!

The City Council and the POA Board are swapping meeting dates going forward. Beginning in May, the Council will meet the THIRD Tuesday of each month (May 17th) at 5:00 PM, and the POA Board will meet the second Tuesday of each month (May 10th) at 7:00 PM.
  
  If you want to meet and hear the candidates for the PEC Board, go to PEC Headquarters in Johnson City this Thursday, April 21st, at 5:30 PM. Candidates will be introduced and available to take questions. PEC is the electricity provider for Meadowlakes, and each household will be able to vote in both races (one vote per household), even though our District 1 representative, Meadowlakes resident Cristi Clement, is NOT up for re-election this time. Only one candidate was approved for District 4 - Jim Powers. Candidates for District 5 are James Oakley (incumbent) and Carlos Palasciano. Winners serve a 3-year term.
  Beginning with the May PEC bills, PEC will identify city franchise fees as a separate line item. Many cities charge PEC a fee for the right to use city streets, right of ways, etc. In the past, the fees were just part of the total and not identified separately on individual bills.
   If you use a professional yard service, it is supposed to collect and take away for disposal any limbs, grass, etc. that result. If you do some trimming yourself, the City/POA chipper crew will collect and chip brush trimmings on Thursday of each week, but the sticks and limbs must be greater than 1 inch in diameter but less than 4 inches in diameter - and no more than 4 feet in length. Call the City (830-693-2951) to let them know you need this service and leave the sticks/limbs on your lawn (NOT IN THE STREET) beside the curb by Wednesday evening.
   For drainage reasons, it is important that all gutters be clear at all times!
For larger quantities, sticks that are less than 1 inch in diameter can be wrapped tightly with string or wire in a bundle not exceeding 4 feet in length and 50 pounds in weight for pickup by Republic Services on the bulk trash day. Trimmings from banana and palm trees, vines, rose bushes, pampas grass, oleander and other fibrous plants must be bundled as above for pickup by Republic Services.

Street parking is prohibited without a temporary permit from the City except that a vehicle may be parked on the streets for not more than 3 days in a seven day period. This does not apply to the "No Parking Zone" areas.

Resident's vehicles must be parked in a garage or on driveway when at residence.
 

Trailer parking on street is limited to daylight hours (7AM to 30 minutes after sunset) Trailer, RV, boat, or boat/trailer may not be parked on any property or street  for any portion of the day for more than 3 days within any 7 day period, unless stored in an enclosed garage. 

Trailers used to provide Meadowlakes services are exempt from the 3 day restriction as long as all time spent in Meadowlakes are in direct and required support to provide services.

Parking of vehicles on unimproved lots is prohibited at all times.

Vehicles must park with right wheels next to curb only, and park so as not to impede flow of traffic.

The Highland Lakes Service League 22nd Annual "For ladies Only" Charity Golf Tournament will be held on Saturday, April 23rd at the Hidden Falls Golf Course.   
The theme of this year's 4-person scramble is "Rock'n Roll" and there is still time to get your  team together and join in the fun. EVERYONE IS INVITED Friday night, April 22nd to the Kickoff Party, which will be held at the Meadowlakes Restaurant from 5:30PM to 8:00PM. The price is $20 per ticket.  Your ticket price provides one beverage (wine, beer, margarita on the rocks, well drinks) and a hearty appetizer buffet. The party includes silent auctions, raffles, obstacle putting contest ($5) and crazy chipping contest ($5) and lots of fun for a good cause. Tickets can be purchased at the restaurant or pro shop (cash or check only) ahead of time or at the door on Friday night. Come join the fun and support local charities.

Meadowlakes Webworm Control Coop
 
The Coop's Board of Directors gathered on April 11th for the first meeting of 2016. The Board met to debrief the results of last year's operations as well as solidify plans for 2016. The meeting was attended with all Directors in attendance plus a representative for Americas Best Pest Control.
Summary of Last Year - During the week of June 23rd The Coop conducted one general spray of Meadowlakes pecan trees. The spray was in response to an aggressive outbreak of webworms which started in the general vicinity of the intersections of Meadowlakes Drive with Mahan and Columbine streets and proceeded in a westerly direction. In all 1369 trees were sprayed (201 of which were hand sprayed) over a 4 day period. Spraying 1369 trees is 83 percent of the total number of pecan trees in Meadowlakes. Results of the spray were excellent. The outbreak was stopped "cold" and no new "webs" were observed for the remainder of the year.
Billing and Spray Plans for 2016 - The Board finalized plans for forward billing of potential sprays that may be needed in 2016. Given the mild winter recently experienced and the unusually wet weather conditions experienced so far this year, the Board adopted a plan to bill each property for funds needed to cover the potential of 2 sprays. Member carryover credits from 2015 will be applied as usual to offset the amount of new monies owed. Members should expect to see billing letters about May 1st and If not received within a few days thereafter, please let us know by email or by contacting Jack Tibbitts (830) 798-1628 or John Aaron (830) 613-9715.
Directors - All current Directors agreed to continue service for an additional term, providing volunteer service of support to the Coop Board activities as well as "worker service" during actual spray operations. The current directors are: John Aaron-President; Bob Brown-Vice President; Larry Latshaw- Secretary; Jim Tolles- Director at Large, and Jack Tibbitts-Treasurer.
Annual Report & Member Meetings -Experience with the last 2 Annual Meeting suggest that spray program operations have matured to a level of being routine, generally being issue free with little Member interest in attending an Annual Member Meeting. For example, in 2014 there were no Members in attendance followed by 2015 where only 2 Coop members attended with no issues being raised at the meeting. Based on this experience, the Board adopted a new procedure for calling Annual Meetings. Instead, the Coop will prepare a written report near the beginning of each year which will contain: A summary of activities of the prior year; an EOY financial report; any related financial and business items of note including any changes to the Board of Directors.
 
The Report Package will be delivered electronically via emailing each Member at the Member's email address of record. A brief report will be published in the City's weekly newsletter. If needed, Members may request a meeting be held, and if a fair sized number of such requests are made, the Coop will schedule an Annual Meeting of Members. Meeting requests must be made in writing (letters delivered to City Hall) or preferably by emailing request to the Coop using webworm_coop@nctv.com as the email address.
 
The Board believes that conducting business in this manner will result in a wider and much improved way of keeping the Coop Members informed on the plans, progress and activities of the Coop. This year's report will be emailed out in the next two days to all Members email addresses on record. For those who do not use email, a copy of the report may be obtained by contacting the undersigned.
 
In addition to called meetings, an individual Member may also contact the Coop any time to obtain information or identify issues that need to be addressed.
 
And finally, we appreciate the many Coop Members who have supplied email addresses. Currently we have email addresses covering about 250 Member properties, leaving about 150 properties not yet covered.  For those who have not provided an address you may do so by emailing Webworm_Coop@nctv.com or by including your email address on the billing form you return to the Coop. The Coop will take all reasonable care to protect your address from general exposure or for any use other than for conduct of Coop business.
