Greetings!

  This past Saturday evening (Oct. 10th), as Sugar and I walked back toward home on Olympia Fields, we spotted a geyser as we rounded a curve approaching Augusta Drive. The pickup driver who was focusing on NOT running into a fire hydrant as he backed over the curb to hook up to a trailer did NOT see the raised water meter box...until too late. I was amazed at how much water was flowing freely down Olympia Fields, taking a left on Columbine, and then a right on Deer Lick as it continued to flow all the way to the lake. Our water department always has an employee "on call" to handle any emergencies on the weekends, and Scott Bridges arrived soon (though it seemed like a long time to all of the neighbors driving up in cars or golf carts, or on foot to see where that water was coming from). To complete the repairs, it was necessary for the water in that area to be turned off for about an hour, but water was back on in time for the Saturday night baths to proceed. It would be good if the City can figure out a way to advise those who will be affected BEFORE the water (or power) is turned off, but in an extreme emergency situation like this, the focus is on getting the leak stopped ASA

 I attended the PEC Board meeting on Monday, Oct. 12th, because they notified me that they would be discussing franchise fees that the PEC pays to various cities. Most cities (like Meadowlakes) receive a 2% fee. A few others charge 4% to 4.5%. Beginning with our April PEC bills, the applicable fee will be shown as a separate line item. The total fee that PEC paid the City of Meadowlakes for fiscal year 2015 was $38,961.

 Capital Credits were also on the PEC Board agenda. Since PEC is a co-operative, it should have been paying capital credits to its members (purchasers of power). In 2007, when a lawsuit resulted in a major restructuring of PEC, those capital credits were calculated and PEC began repaying customers by spreading the total amount over several years - with repayments beginning in 2007 and now scheduled to be completed by 2020. Each year, PEC now credits our December bills with the capital credit amount for the prior year plus one or more of the years beginning with 1960. For example, in 2007, they applied the credits from 1960-1976 plus credits due for 2006. This December, your bill should show a credit for 1985 and for 2014. Their total payout this year will be $8,285,182 - but by the time it is divided among all PEC users, it will just cover a portion of your monthly bill. NOTE: If electric service for a customer is terminated for any reason (death, relocation, etc.), the customer can apply for a refund of up to 50% of the total balance due.

MILITARY MEMORIAL ASSISTANCE

We are clearing the ground near the entrance to Meadowlakes to create a landscaped setting to include a memorial to honor military members who have served our Country and sustained our freedom. The setting will include evergreen plants and stone xeriscaping with a central memorial area with the memorial and shaded seating. The intent is to provide a worthy place for remembrance, reflection, and reverence.
 
We would appreciate the help of present or former military members in developing the wording for the memorial. Our plan is to have a substantial hill country granite or limestone monolith near the center of the island incorporating the wording.

Fall Author Program at the Marble Falls Public Library
               
 Join the Marble Falls Public Library in welcoming author David Gaines at the "Lunch with an Author" program Friday, October 30th at 11:30 A.M. David will talk about his non-fiction book "In Dylan Town", which tells of his own admiration of the words and music of Bob Dylan. The book explores how being a fan can create community and spark creativity.
David has taught American literature, music, and film, in Harlem, The University of Texas, and is currently teaching at Southwestern University in Georgetown. The program is free, but donations are welcome. Reservations are required and seating is limited.
