MAYOR'S CORNER
Greetings!

We had a full house for the City Council meeting Tuesday evening. Usually we have an audience of maybe 8 to 10 residents, but this time the Council was being updated about the status of the golf course.  

 

The City of Meadowlakes is able to treat our wastewater so that it is safe to use to irrigate the golf course. Other golf courses have to pay thousands and thousands of dollars for water, so this approach benefits all of us. Our home values are much higher because of the presence of this beautiful facility, and it is important that it be well maintained.

 

Last fall, our golf pro, Jeff Wilson, and head groundskeeper, Jamie Kizer, began a project to identify the areas of the rough where golf balls rarely land. The plan was to save money on gas, etc., by not mowing those areas as often. Then the spring rains kept them from mowing those areas even when the grass and weeds began to get taller than planned, but everything is shipshape now. The project has caught the eye of a golf magazine, so you may see a reporter here very soon for a potential story focusing on the Meadowlakes golf course. We'll let you know if that happens.  

 

In a few weeks, the Council will begin working on the budget for the fiscal year that will begin October 1, 2015 (FY 2016). These workshops are public, and the dates and times will be posted.

Tree Survey - The survey has now been completed and results are incorporated into the billing database. The billing letters will be mailed to property owners next week. Thanks to those residents who provided assistance with the survey.

 

Annual Meeting - Coop Members and property owners are invited to attend a special public meeting for the purpose of briefing plans for the 2015 spray season, covering such topics as: fee billing, results of the tree survey, general spray operations info, and answers to questions from members and the public. The meeting is scheduled for Monday, April 20, 9:00 AM at City Municipal Building.

 

The agenda for the meeting was emailed to coop members on record. If I missed you, email me at webworm_coop@nctv.com and I will provide a copy. For additional information or questions about the program, feel free to contact me.

HLSL GOLF TOURNAMENT
 

The 21st annual Highland Lakes Service League "Wild " Flower for Ladies Only Golf Tournament will be held on Saturday, April 25 , 2015 at the Hidden Falls Golf Club. We are still looking for teams. Information and registration forms are in the Pro Shop or contact Carolyn Richmond at (830) 201-2111.

 

Join the fun! You are invited to the Highland Lakes Service League Kickoff Party at the Hidden Falls Restaurant on Friday April 24, 2015 from 5:30pm to 8pm. Tickets are $20 per person and include a hearty appetizer buffet, all non-alcoholic drinks and one alcoholic beverage. The silent auction will be open with some items designated "Friday only". For $5 each you can participate in a charity obstacle putting and crazy chipping contest. Prizes will be awarded. All monies for the putting and chipping contests and silent auction goes to grants to local charities and scholarships.

SNAKE AWARENESS

The season is here when snakes like to start moving around and being seen.  We would like to remind residents to be on the look out for snakes when you are out and about.  Snakes can be hiding in flower beds, on porches, under decks, in meter and utility boxes, and even in mailboxes.  So please be careful and be aware!

POA STREET REPAIRS AND MAINTENANCE
 

Work crews will begin work this week on needed repairs on Meadowlakes Drive. This is the first of several repairs that will occur this spring and summer. Please be attentive to the workers. We will try to make the repairs with as little inconvenience as possible, but regrettably most of the structural weaknesses in our roads and thus most of the work need to be done on Meadowlakes Drive - our busiest roadway. Please, be careful.

 

This week's work is to seal the cracks on Meadowlakes Drive from the Clubhouse to the cart crossing near the Meadowlakes entrance. That portion of roadway was rebuilt in 1999, and the road base and roadway remain in good shape. However, cracks in the asphalt have started to allow water into the road base and it has started to deteriorate. The cracks need to be sealed to stop water penetration. The sealing should take about 3-4 days.

 

On April 13th, work crews started stabilizing the road base under Meadowlakes Drive from the Clubhouse to the lake. The road base in this part of Meadowlakes Drive has multiple structural problems that have developed over the years as you can see from repeated patching, cracking, and depressions. Our plan is to remove the existing asphalt in areas of weakness and remix the road base with cement to stabilize each area. By the end of each workday, the crews will resurface each part of the stabilized road base so that traffic will not be impeded. This work will take several weeks for completion. After the structural repairs are completed and the road base re-stabilized, we will begin applying a new asphalt cap over the existing roadway.

 

The largest repair will be at the entrance to Meadowlakes. Last year, the entry to Meadowlakes was reworked through the security gate. This year, we will rework the exit side and the roadway from the cart path to the security building and down the east side of "N" Street to the medical offices. Meadowlakes owns the east side of "N" Street from the gated area to Johnson Street. Dates for these repairs are not yet specific - we need two weeks of weather without forecast of rain to complete the repairs. As soon as we have a planning date to start the entrance repairs, we will publish in the newsletter.

 

If you drive on Meadowlakes Drive, you know this part of our roadway past the entrance and into the orchard bears about 70 percent of the traffic in our community. This year's inconvenience is needed to assure that our busiest roadway will serve our community for years to come.   

 

WATERING RESTRICTIONS REMINDER

This is a reminder that the City of Meadowlakes is still under watering restrictions! 

Appendix A - Watering Schedule, No More Than Twice Per Week

Irrigate outdoors using an in-ground irrigation system or hose-end sprinkler no more than TWICE per week and only during scheduled days and times as indicated below:

Residential:
ODD number addresses:  Wednesdays & Saturdays
EVEN number addresses:  Thursdays & Sundays

Commercial (including large landscapes such as POA common areas) Tuesdays & Fridays

Watering Hours:
Midnight to 10 a.m. and 7 p.m. to midnight

 

BRUSH/LIMB PICKUP SERVICE

City chipper crews will collect and chip brush trimmings every Thursday of each week. You MUST call the Public Works Department at (830) 693-2951 by 4 p.m. on Wednesday to get on the brush pickup list. 

City Chipper Guidelines:
Our crews will only collect brush and limbs at least one (1) inch in diameter and no larger than 4 inches in diameter. Brush trimmings less than one (1) inch in diameter should be bundled as below for pickup by Allied.

Trimmings from banana and palm trees, vines, rose bushes, pampas grass, oleander and other fibrous plants must be bundled as below for pickup by Allied. Such items cannot be chipped due to their fibrous nature.

Residents and property owners who contract or hire a third party to trim shrubs and trees shall require the contractor to dispose of all trimmings. This includes waste generated from lawn maintenance such as leaves and grass clippings.  Neither Allied Waste nor the city will be responsible for pickup.

Charges:  There is no charge for the first 15 minutes of chipping.  After 15 minutes, you will be charged $20 for each additional 15 minute intervals with a minimum $20 charge.

Please note that brush, leaves or trash cannot be temporarily or permanently stored or deposited on any public or other private property including the streets.

Allied Waste Guidelines:
Small brush trimmings, twigs, sticks (anything less than one inch in diameter) shall be bundled tightly with string or wire in a bundle, not exceeding 4 feet in length and 50 pounds in weight for each bundle for bulk pickup by Allied Waste.

The next Allied Waste bulk pickup day is Friday, March 28th then every other Friday thereafter.

*Neither Allied Waste nor the city will be responsible for brush pickup that is greater than incidental prunings and clippings. Incidental pruning and clippings is defined as minor trimmings from a normal household/lot cleanup as would be appropriate for a residential family home owner to do in a usual home garden operation.
