Legislation to Increase Minimum Wage Dies in Assembly Committee
Legislation to increase California's minimum wage died in the State Assembly just one day after a poll conducted by the California Wellness Foundation found that 68 percent of Californians support it. Senate Bill 3 (Leno) would have increased the minimum wage to $13 an hour over the next two years. Despite the fate of the bill, the poll indicated that proponents of the measure had gained considerable ground in recent months.

Lobbyists Pile on Greenhouse-Gas Reduction Bill
Perhaps no end-of-session fight is as fierce as that over Senate Bill 350, the legislation by Senate President Pro Tem Kevin de León and backed by Gov. Jerry Brown meant to slash motor vehicle fuel consumption, double buildings' energy efficiency and increase the use of renewable electricity.

The October 1, 2015 Visa MasterCard mandated requirement that most businesses that accept credit cards be ready to accept the new EMV chip cards is rapidly approaching. EMV chip cards are replacing the magnetic strip cards which are much more susceptible to fraud and counterfeiting. Adopting EMV technology provides your business and customers additional protection against fraud.
If you are a Digital Financial Group customer, there is nothing you need to do. Your DFG representative will be around to install your EMV compliant chip reader prior to the October 1, 2015 deadline. ASCCA Chapter 48 meets generally the third Wednesday of every month. The next meeting is scheduled for 9/16/15.
Meetings are held at the Embassy Suites at 900 E. Birch St in Brea. Meetings start at 6:30 pm, with dinner at 7:00 pm, and end at 9:00 pm. Members pay only $20 to attend a meeting that has excellent food, comfortable surroundings and always a great keynote speaker. Guests are always welcome and the cost of the dinner is waived for a prospective shop owner who may be looking for a proactive group like ASCCA Chapter 48.

The meeting will provide an opportunity for OEM policy-makers and independent service professionals to share insights into each other's world. Agenda items include vehicle cybersecurity designs that won't impede the repair process and the problems and benefits of getting the industry to adopt the soon to be published new version of the SAE J2534 standard. Each of NASTF's six committees also will make significant announcements about their 2015 projects during the meeting. Advance registration is not required for AAPEX attendees, however, seating is very limited for the free NASTF meeting. "Join the conversation," says Skip Potter, executive director of NASTF. "NASTF is where OEMs and techs connect and we need everyone's ideas to ensure access by independent technicians to OEM service information."

Engage Your Customers on the Issue of Telematics
The ASCCA Public Relations committee is encouraging all ASCCA members to begin engaging their customers in a consumer education campaign on Telematics. A flyer has been developed by the Committee for you to use in your shops. Consider displaying these flyers and even attaching them to your customer invoices. The intent is to engage your customer in a dialogue with you so you can inform them of what Telematics is and the potential risk it presents to their right for privacy. You can take this opportunity to inform your customer that through your association you are advocating on their behalf in an attempt to protect consumer privacy.

Automotive Aftermarket Units in a Joint Letter to OEHHA
ASCCA previously reported on association plan to attend a meeting on July 22 with the Office of Environmental Hazard Assessment (OEHHA) regarding Prop 65, Clear and Reasonable Warning Regulations. The meeting was a result of ASCCA providing comments regarding the Service Station and Vehicle, Repair Facilities Warnings (Environmental Exposures) signage requirement. OEHHA is proposing creating "safe harbor" regulations which would allow an auto repair shops to post a sign (created by the regulations) that will provide environmental exposure warnings and comply with Prop 65. ASCCA and the California Automotive Business Coalition (CalABC) expressed concerns that the proposed signs (in the regulations) were primarily designed for gas stations and not for automotive repair dealers.
