Message from the Deputy Commissioner

 
     Greetings Purchasing Partners:

 

We are now in our third month of FY2014 and are pleased to report that we are proud of the purchasing community's accomplishments during the previous fiscal year. During this period, we have achieved an increase of more than $115.7 million or 16.5 percent in spend for our statewide contracts. As we move into FY2014, we are optimistic that we will continue to see growth in our statewide contracts' spend. We encourage you to take advantage of the cost savings and benefits that come with all our statewide contracts.

 

This year, we are focused on ensuring that we continue to build our relationship with you. We also want to provide you with information that will help you make meaningful decisions regarding your purchasing activities. As such, we will now be publishing our Georgia Purchaser newsletter on a quarterly basis.  This issue highlights the benefits and value of using several statewide contracts including, the Easy Indefinite Quantity Contracting (ezIQC�), the Pre-Sort Mail and the Facility Maintenance contracts.

 

Training continues to be an essential area of focus for us and so we have included information to assist you in exploring your training options or to guide you as you continue on your path to certification. Also included are changes made to the Georgia Procurement Manual and new initiatives by the Process Improvement team, including the ability for APOs/CUPOs to submit updated organizational information via the Georgia Procurement Registry.

We welcome our new marketing outreach specialist, Julian Andrea Bailey, who has been instrumental in the publishing of this newsletter. Julian comes to us with more than 10 years of experience in marketing and communication. GPM Policy Changes

The Georgia Department of Administrative Services, State Purchasing Division, has updated the Georgia Procurement Manual to detail all policy changes that were effective July 1, 2013. These changes can now be viewed on the State Purchasing web site in version GPM-V5-September 2013 of the manual. Click here to access the current version!

Having accurate spend data is very critical to the State Purchasing Division but it must also be a focus by every state entity. Over the past two years, State Purchasing has found that millions of dollars in statewide procurement spend was not categorized accurately by state entities. Inaccurate spend data presents a number of problems: State Purchasing cannot accurately determine which statewide contracts are needed by state entities; state entities cannot accurately anticipate their purchasing needs, to include which agency contracts are needed; and procurement savings can be overlooked statewide. Read more ...
  
The ezIQC� - A Solution for Job Order Contracting!

The Department of Administrative Services, State Purchasing Division's, ezIQC� statewide contract (SWC90818) was launched in 2009. Currently, there are eight qualified suppliers serving 12 regions to include the Georgia Atlantic Contractors, Sorenson Gross Construction, Centennial Contractors, Lesco Restorations, Prime Contractors, F. H. Paschen, Johnson-Laux Construction, and J. J. Morley Enterprises.  Read more ...

Pre-Sort Mail Statewide Contract 
Reports $1M in Savings 

  

Trying to squeeze the budget for more savings? Don't pay full price for postage ... utilize our Pre-Sort Mail Statewide Contract today!

  

During FY2013 the state's pre-sort mail vendor, Dependable Mail Services (DMS), reports saving state entities over $1 million from retail mail rates. Instead of paying $0.47 cents for each letter, additional cost for mail machines, ink and other accessories, the same piece of mail can be processed as low as $0.384 inside Atlanta and $0.405 in surrounding areas. Regardless of the location, there is no charge for daily pick-up and delivery by DMS. Postage to be applied by DMS will be reflected in a monthly invoice showing the contracted pre-sort rates for each type of mail. There are no hidden service charges!  Read more ...
