A Certificate of Free Sale is evidence that goods, such as food items or cosmetics, are legally sold or distributed in the open market, without restriction, and approved by the regulatory authorities in the country of origin. 

 

For products not regulated by the FDA or the U.S. Department of Agriculture, the World Trade Center Harrisburg can issue a Certificate of Free Sale.

Update on Cuba Regulations

On January 16, 2015, new regulations became effective to authorize the export without a license of certain categories of goods to the Cuban private sector. The new regulations also allow for license-free export of certain telecommunications products and equipment to both the private sector and government-owned companies. And, travel restrictions have been relaxed to permit travel in connection with these newly authorized activities.

The following categories of items which can now be sold into Cuba without a license, may be of particular interest:
  • Building materials, equipment and tools for use by the private sector
  • Tools and equipment for private sector agricultural activities;
  • Tools, equipment, supplies and instruments that may be used by private sector "entrepreneurs;"
  • Telecommunications infrastructure equipment
  • Consumer communications devices.
While the new regulations are not overly complicated, U.S. exporters and persons traveling from the United States to Cuba in connection with export activities must be careful to comply with their terms. Violations still carry serious penalties.

New Search Tool for Consolidated Screening

The Department of Commerce has created a new tool to help companies search the federal government's Consolidated Screening List (CSL). The Consolidated Screening List consists of nine (9) different "screening lists" from the U.S. Departments of Commerce, State, and the Treasury.  The lists contain names of individuals and companies with whom a U.S. company may not be allowed to conduct business, due to violations of U.S. export regulations, sanctions, or other restrictions.

 

Before doing business with any foreign entity, U.S. companies must check the CSL to ensure the company or individual was not flagged on any of the agency lists. Check out the new CSL search site here.

The State's Global Access Program grant reimburses up to $3500 of eligible expenses associated with an international business development trip. This program is funded in part through a grant award from the U.S. Small Business Administration.

 

Qualifying activities include: 

* Overseas Trade Mission Participation

* Overseas Trade Show Participation

* Foreign Market Sales Trip

* Subscription to US Department of Commerce services

  funded activity. 

 

Grant applications need to be submitted to our office at least 3 weeks prior to the activity for which funding is requested.  Check here for more details.

The Penn State Coach James Franklin Keynotes the Manufacturers' Association's 109th Annual Event
April 22, 2015

The Manufacturers' Association hosts its 109th Annual Event April 22, at The Pullo Center on the York campus of Penn State University. An evening including dinner, an awards program for leading manufacturers in the region, and a keynote speech from PSU Head Football Coach James Franklin will be highlights of the evening - expected to draw nearly 700 guests. US Commercial Service Presents
TRADE WINDS - AFRICA
September 14-21, 2015

The 2015 Trade Winds program offers U.S. companies the opportunity to explore eight markets in Sub-Saharan Africa. Hosted in South Africa, the Trade Mission will feature an Africa focused business forum, consisting of regional and industry specific conference sessions as well as pre-arranged consultations with U.S. Senior Government Diplomats representing commercial markets from 19 different countries throughout the region.

Business & Cultural Trip to Austria and Germany
October 16-24, 2015

The York County Economic Alliance is facilitating a trip to Germany and Austria as part of a business and cultural tour October 16-24, 2015.  The visit will include tours of Innsbruck, Austria; Salzburg, Austria; Mittenwald and Garmisch Partenkirchen; Neuschwanstein Castle; Munich, Germany and Merano, Italy.
