Greetings! 

 

As the 2012-2013 school year comes to an end, we should reflect on our personal and professional accomplishments. This year has been one of many changes and opportunities for growth. It was great to receive the news that no PSA Counselors would be RIF'd for 2013-2014. This reaffirmed the importance of our work and emphasized how valuable your support is to the students and schools that you serve.

 

It was also exciting to learn that our Interim Executive Director and former Pupil Services Director, Debra Duardo, was recognized as the recipient of the 2013 UCLA Joseph A. Nunn Social Welfare Alumnus of the Year.  We should be very proud of our achievements and the difference that we make on a daily basis. (To read more about Debra, click here.)

 

I look forward to what the 2013-2014 school year brings.   Working together, we will continue to promote and strengthen the mission of Pupil Services.

EDUCATIONAL SERVICE CENTERS 

 

ESC South

 

For years, Pupil Services and Attendance Counselors have worked with Operation School Bell (OSB) to ensure that students in need receive new clothing, shoes, backpacks, and school supplies. The ESC-South District office team includes Dionne Ash, Pupil Services Administrator, Cecilia Alexander, SARB Chair, Velma Davis, SARB Chair and Graciela Ortiz, PSA Counselor who advocated for two events of OSB on Wheels in order to service as many students possible in the ESC-South area.  Due to the efforts and continued collaboration, we were able to host OSB on Wheels at Theresa Hughes Elementary School on October 18, 2012 and on March 12, 2013 at Meyler Elementary School. 

 

Events such as Operation School Bell on Wheels require much effort and preparation from the Pupil Services and Attendance Counselors at the host schools. Elba Patino-Villanueva, PSA Counselor at Theresa Hughes Elementary School and Debra Villescas, PSA Counselor at Meyler Elementary School ensured that their schools were welcoming to all students who attended the event. They also had parent volunteers ready to assist the Pupil Services staff as well as the OSB Staff. 

 

Providing students with essential items such as new school supplies and uniforms, has proven to enhance students' self-esteem, thus promoting their learning and improving regular school attendance.  This is another example of how Pupil Services not only addresses attendance but every child as a whole.  Events such as OSB on Wheels help break down the barriers that impede our students from attending school daily.

ESC West

The Grad Van visited University High School on April 11th to participate in their Bi-annual Attendance and Dropout Prevention Meeting and College Knowledge Night.  Tanya Mercado, Pupil Services and Attendance Counselor at University High school, organizes meetings for parents each semester.  Students from all over LAUSD attend University High School, making parent engagement an on-going challenge for the school.  In an effort to increase parent participation at her meetings, Ms. Mercado plans them to coincide with other school events, including Parent Conference Night during the Fall Semester and College Knowledge Night during the Spring Semester.  Ms. Mercado's goal is to create a welcoming and inviting experience for parents by providing refreshments and collaborating with other School staff and Central Office staff (Yvette Zavala and Steve Blustajn) with Uni students greeting parents at the door as they arrive.  

 

Ms. Mercado also provides Community Service Hours for students who participate and/or attend the meeting.  On April 11th, over 90 parents and  students heard presentations from various disciplines. Garyn Valdemar, SARB Chairperson spoke to families about LAUSD's Performance Meter goals, compulsory attendance laws and consequences, as well as the negative impact of poor school attendance on academic achievement and graduation rates.  In addition, Mr. Kessler, Academic Counselor, informed parents about graduation requirements and Ms. Bacal, PSW spoke about Dropout Prevention and support services available to students.  Following the meeting, families were encouraged to attend College Knowledge Night, as well as to visit the Grad Van.

 

ESC East

Veronica Navarro, ESC East PSA Counselor from Wilson Senior High, participated on a panel discussion with Earl Perkins on the subject of positive behavior support and alternatives to suspension which aired on KLCS on April 17, 2013.  Other panel members included Jose Huerta (Principal of Garfield Senior High), Arlene Fortier (Principal of 54th Street Elementary), and a parent from an LAUSD school in the ESC South area. 

 

Each panel member shared the best practices at his/her school site and how his/her position was important in the implementation of a positive behavior support plan.  Veronica had the opportunity to discuss her role as a team member at Wilson HS and highlight the work which PSA Counselors do at their schools. She explained the importance of changing school culture around discipline and preventative measures at the school site.  She described how Wilson SH holds Beginning of the Year assemblies for all grade levels to introduce all staff members, teach behavior expectations, and to discuss school policy regarding conflict mediation.  Veronica also stated that it was imperative to engage family members as collaborative partners in order to resolve issues or situations that might constitute a suspension. Veronica works with all school personnel to implement strategies focused on suspension reduction and behavior modification through positive collaborative efforts.   

ESC North

ESC North thanks our excellent PSA Counselors who took on the role of Field Instructors and Preceptors this year. With the guidance and support of the Field Instructors and Preceptors, the fabulous PSA Interns in ESC North provided significant contributions to LAUSD students.  Our ESC North PSA Interns have provided individual, group and family therapy interventions at elementary, middle and high schools. They have also provided Anti-Bullying classroom presentations to elementary students. They have assisted our PSA Counselors with school-wide attendance incentive programs and have helped secure donations from businesses.  

 

The interns implemented an "Attendance

Encouragement Group" for 3rd, 4th, and 5th graders who had 4-7 absences. The goal of the group was to maintain 96% attendance so that they meet the District goal. They also assisted with daily reminders to parents to maintain excellent attendance as well as prepared cases for the School Attendance Review Board.  

 

We extend our gratitude and appreciation to our PSA Interns for their dedicated service to LAUSD students in ESC North.  

 

 

 

ISIC

Sally Stevens, PSA Counselor at Roybal Learning Center took 50 students to the "I Stand for Peace" Summit at USC, sponsored by Mark Ridley Thomas' Office on Friday, April 12.  This organization empowers young people to take a stand against bullying and violence. It was an amazing opportunity for the students and works toward the school goal of creating and maintaining a safer environment at Roybal.  Sally is also sending out a "Safety" survey created in collaboration with school police. Students have reported that they are not coming to school due to the violence within the community.  This field trip served as an intervention to address that concern.  

  

Horace Brown, PSA Counselor at Dorsey High School, coordinated multiple spring attendance incentives. On Saturday, April 6th, 40 lucky young ladies from Dorsey HS were invited to the Hyatt Regency in Culver City to receive and model new prom dresses, shoes, accessories and make-up. The event, sponsored by the LA Clippers and coordinated by Chris Paul, provided over 500 prom outfits to high school seniors.  The young ladies were allowed to bring a friend, many of whom also received new outfits. The students modeled their new ensembles to their peers and enjoyed lunch. Dorsey's prom is scheduled for May 10th. 

 

Horace also received 30 donated tickets to the movie premier '42'. These tickets were raffled off to students with perfect attendance.  The movie, about Jackie Robinson, played at the Rave Theater at the Crenshaw Mall on Sunday, April 14th.  The famous ball player's grandniece attends Dorsey.  She and her mother (Jackie Robinson's niece) were honored at the event as well as a recent Dodger game.

 

LAUSD Foster Care received hundreds of donated Nike flip-flop sandals.  PSA Horace Brown acquired 200 sandals to use for attendance incentives. This is a labor of love, as Mr. Brown assembled each flip-flop by hand with a special tool prior to distributing them to winners. Finally, an Attendance Motivation meeting was held Monday, April 15th. Parents of students with 10 or more absences were invited to hear about the importance of attendance and were provided with strategies and resources to reduce absences.

CITY PARTNERSHIP

 

Erica Salcido, CDD PSA Counselor, met Daniel Lopez and his girlfriend Maria Ariana Ordaz in Fall 2012. Both entered the Youth Opportunity Watts site as a referral from Riley High School which is located directly across the street. Erica learned that the couple had relocated to Watts from Lancaster, California to live with Maria's family. Neither student had graduated from high school nor did they disclose they both had had trouble with the law and were on probation. Maria Ariana had just enrolled at Riley HS and was 7 months pregnant. 

 

While reviewing Maria Ariana's information, PSA learned she was undocumented which meant that she did not qualify for the Workforce Investment Act   (WIA) services provided on site. However, Daniel qualified for the WIA services, which included a paid internship and job training.  He was also a good candidate for adult school, since his school records showed he had passed both CAHSEE tests, but was credit deficient. Erica referred Daniel to a local adult, on-site alternative education school and to Youth WorkSource center. In November 2012, Daniel and Maria welcomed their baby boy Benjamin.

 

Daniel and Maria Ariana continue to attend school. Maria should be graduating in June 2013 and Daniel is projected to graduate by the next school year. The couple has moved into their own place and purchased a car. While Daniel continues to work part-time and finish school, Maria Ariana plans to enroll in college next school year. Although Maria is undocumented, she qualifies for state aid under the California Dream Application, which Erica plans to assist with the application process. 

 

Both Daniel and Maria Ariana have overcome many obstacles and continue to move towards their goal of graduating and becoming better parents for their child, Benjamin.

ATTENDANCE IMPROVEMENT PROGRAM (AIP)
  

Attendance Improvement Counselors and VISTA members continue to work hard to maintain and increase the percent of students attending at 96% or higher. We are happy to announce that as of March 29th, 56.59% of our Kindergarten students in program schools are attending at or above the 96% goal, compared to only 46.33% of Kindergarten students in these schools at the end of last school year. We are also excited to share that 58.65% of our Grade 9 students are attending at or above the goal attendance rate, compared to 46.87% of ninth graders in these schools at the end of last year!

 

Sixty-eight of AIP schools are currently meeting or exceeding their year-end attendance goal of increasing by 5% the percentage of students at or above 96% attendance compared to the year prior.  Four of our schools are currently exceeding the Superintendent's Goal of 71% of students attending at a rate of 96% or higher! 

 

As the end of the year approaches, Attendance Improvement Counselors are implementing various strategies to help maintain and increase the number of students attending at a Proficient or Advanced rate.  They are encouraging students to attend school up to the last instructional day by creating fun and exciting activities.  To find out more information, click on the link below.

DIPLOMA PROJECT
Partnership with City Year
 
The Diploma Project was honored to participate with our collaborative partner, City Year for a day of service. Diploma Project staff Marquis Jones, Dikeba Gross, and Paulette Graham worked closely with Andrew Glazier, of City Year, in coordinating a day of beatification services at local high school Belmont to honor Martin Luther King Day.
  
Students and staff from Fremont and Dorsey High School joined the City Year team and hundreds of community volunteers on January 21, 2013, for A Day of Service at Belmont High School. Students were engaged in beautification service projects that included painting educational related murals, inspirational quotes and college logos.  All students received credit towards their service learning requirement as volunteers for this event.

 

Service learning encourages students to use their skills,  thoughts, and contribution to the community, while performing the service. This partnership helped empower our students to earn course credit and utilized their skills to honor an important figure in Civil Rights History.  In addition, City Year is working closely with identified Diploma Project students at Leichty Middle School and Belmont High School.  The Diploma Project would like to acknowledge City Year Deputy Director, Andrew Glazier, for his continued support to the Diploma Project.

HOMELESS EDUCATION PROGRAM
 
Reflecting back, we are grateful for all the individuals and community partners who have helped to make this one of the Homeless Education Program's most successful years.

 

We would like to acknowledge the Washington High School alumni who helped cover the cost of tuxedo rentals and prom fees for five homeless students at Duke Ellington High School. We are happy to say that they are graduating this spring.

 

Please read about a student project organized by four local private high school students (shown in picture below) that resulted in a generous donation.  The students organized a hygiene kit drive, which benefitted the Homeless Education Program.  Click here to read more.

FOSTER CARE AND NELGECTED OR DELINQUENT YOUTH PROGRAM
 

May is National Foster Care Month. Each year, National Foster Care Month provides an opportunity to highlight the needs of over 500,000 youth in our nation's foster care system.This is also a time to honor the families, social workers, educators, volunteers and others, who have unselfishly devoted their time and energy to foster youth.

 

During the month of May, the Foster Care Unit will Foster Care-May provide to LAUSD's Board Members, district officials and School-site Advocates, Blue Ribbons which signifies support for foster youth. We will also be acknowledging and celebrating the achievements of 25 foster youth who will be attending 4-year universities in the Fall. Pinz (the world class bowling and entertainment center) and Jerry's 

Famous Deli of Studio City are generously sponsoring the event.

 

In June, the Foster Care Uniwill present and host an information booth at the Kinship Conference, sponsored by DCFS.

 

We thank all individuals, community partners and organizations for their support. 

 

FOREIGN STUDENT ADMISSIONS

The Foreign Students Admissions Office (FSAO) processes requests for I-20 forms for students who are interested in applying for an F-1 or J-1 student Visa to study in the LAUSD. The FSAO continues to 
receive inquiries from agencies interested in having students attend the LAUSD for the 2013-14 school year.  These students pay full tuition ($15,204.31) to attend LAUSD High Schools. While individual schools do not have the authority to admit foreign students, they are asked to sign an Administrative Recommendation form indicating their approval for enrollment. The FSOA will notify schools by providing the authorization to enroll form.

 

International students are not only directly contributing to the LAUSD general fund but they can prove a great asset to any school.  If you get any questions they can be directed to studyinla@lausd.net or you can visit our website at: http://studyinla.lausd.net.  Bulletin 5417 Foreign Student Admission is currently being updated.  Pupil Services will be releasing the revised bulletin prior to the beginning of the 2013-14 school year.

PERMITS AND STUDENT TRANSFERS
  

The Office of Permits & Student Transfers has been busy processing on-line Inter-district (district to district) out-going permit applications since February 1st with the help of non-school based PSA Counselors throughout the district.  Thank you to everyone that has been helping with permits duties!  

 

As of April 18, 2013, we have received a total of 3,433 applications and approximately 300 appeals. 

 

The on-line application period for out-going permits closes on April 30th, 2013 with the exception of parent employment requests.  Parents can apply for an out-going Parent Employment Permit or an INCOMING permit year round.

The Intra-district (school to school) permit bulletin is currently being updated and will be released prior to the beginning of the 2013-14 school year.   Applications can be accessed at a school or district office.

Attendance Works   

 

Attendance Works and the Campaign for Grade-Level Reading have joined a partnership working to recognize September as Attendance Awareness Month.  A toolkit was recently released to help schools and communities start planning for September's activities.

 

The Count Us In! Toolkit offers talking points on the importance of good attendance, template proclamations and press releases, ideas for engaging students and parents, and advice for tracking data to identify and intervene with chronically absent kids. 

 

AMERICAN GRADUATE GRANT
The American Graduate Grant is an initiative that is committed to bringing awareness to the dropout crisis.  Pupil Services is a recipient of this grant in the Southern California area.
