LGBT Resources for Federal Contractors
  
The Office of Federal Contract Compliance Programs (OFCCP) continues to conduct outreach to contractors and other stakeholders following the publication of the Final Rule implementing Executive Order 13672. During previous outreach meetings, several contractors asked for assistance locating community and other resources to assist them with understanding how to treat employees and job applicants without regard to their sexual orientation and gender identity. To meet this stated need, the OFCCP has created a non-exhaustive directory of organizations and other entities that offer resources and guidance to employers around issues related to creating an inclusive workplace for lesbian, gay, bisexual, and transgender (LGBT) employees.

The directory includes information from both the public and private sectors and will be updated periodically. While guidance developed by federal agencies for public sector use may not have direct applicability to private sector employers, some employers may still find it informative.

Q. Does the Final Rule require contractors to ask applicants and employees to voluntarily self-identify their sexual orientation or gender identity? Does the Final Rule permit contractors to invite such voluntary disclosure if they choose to do so?

A. The Final Rule does not require contractors to collect any information about applicants' or employees' sexual orientation or gender identity. At the same time, the Final Rule does not prohibit contractors from asking applicants and employees to voluntarily provide this information, although doing so may be prohibited by state or local law. Contractors may not use any information gathered to discriminate against an applicant or employee based on sexual orientation or gender identity.
BLACK HISTORY MONTH
 
Each year beginning on February 1st, an entire month of events is planned nationwide honoring the history and contributions of African Americans. The theme for 2015 is "A Century of Black Life, History and Culture."

Black History Month began in 1926 as part of an initiative by writer and educator Dr. Carter G. Woodson who launched Negro History Week in 1926.Woodson proclaimed that Negro History Week should always occur in the second week of February -between the birthdays of Frederick Douglass and Abraham Lincoln. Since 1976, every American president has proclaimed February as Black History Month. Today, other countries such as Canada and the United Kingdom also devote an entire month to celebrating black history.
