OFCCP's Section 503 Self-Identification Form for Federal Contractors Approved

On Jaurary 22, 2014, the Office of Management and Budget (OMB) has approved the Voluntary Self-Identification of Disability form required by the new regulations implementing Section 503 of the Rehabilitation Act (Section 503).

Federal contractors, including healthcare providers the Office of Federal Contract Compliance Programs (OFCCP) considers contractors based on their TRICARE participation, will be required to use this form to request job applicants and employees to voluntarily self-identify as an individual with a disability as required by 41 CFR 60-741.42 of the new regulations.

Employers should begin using this form after March 24, 2014. Affirmative Action Plans (AAPs) written after this date must include the new requirements. Example: A contractor with a plan that commences each year on April 1st must comply with the new requirements on April 1, 2014.

FAQ

Q. The Final Rule's effective date falls in the middle of my company's AAP year. Do we have to have a new AAP in place by the time the Final Rule becomes effective?

A. No. Contractors with an AAP in place on the Final Rule's effective date may maintain that AAP until the end of their AAP year and delay their compliance with the AAP requirements of Subpart C of the Final Rule until the start of their next AAP cycle. Contractors are nevertheless encouraged to begin updating their employment practices and IT systems to come into compliance with the revised requirements of Subpart C of the Final Rule as soon as possible. In addition, contractors are reminded that they must comply with the other requirements of the Final Rule, in subparts A, B, D and E, by the effective date.

from Black American Leaders

Black History Month, or National African American History Month, is an annual celebration of achievements by black Americans and a time for recognizing the central role of African Americans in U.S. history. The event grew out of "Negro History Week," the brainchild of noted historian Carter G. Woodson and other prominent African Americans. Since 1976, every U.S. president has officially designated the month of February as Black History Month. Other countries around the world, including Canada and the United Kingdom, also devote a month to celebrating black history.
