FCMAT Reports:
Special Education & Child Nutrition 

Suzy Williams, Director of Special Services, reported on the Report of the Fiscal Crisis and Management Assistance Team (FCMAT) for the Special Education Program.  Ms. Williams reviewed the specific details regarding each area of the review and the plan the department has to implement the recommendations.  The areas for review included the following: Response to Intervention (RtI); Staffing and Caseloads; Instructional Assistants/Paraeducator allocations; Related Services; Organizational Structure and Communication; Nonpublic Schools and Agencies; Due Process/Mediation and Litigation; Fiscal - Contributions; Fiscal - Deficit Spending; Special Education Local Plan Area (SELPA) Allocation Plan and Local Plan; and Workability and Transition Partnership Program.


 

Dr. Candi Clark, Assistant Superintendent of Business Services, reported on the Report of the Fiscal Crisis and Management Assistance Team (FCMAT) for the Child Nutrition Program.  Dr. Clark presented an overview regarding each area of the review and the plan the department has to implement the recommendations.  The areas for review included the following: Staffing and Meals per Labor Hour; Staff Morale; Enrollment, Free and Reduced Eligibility and Participation; Menus and Meal Program; Competitive Food Sales; Wellness Policy; Budget; Food Safety Program; Facilities; Cash Handling; and Food/Supplies Purchasing.

California Assessment of Student Performance and Progress (CAASPP)

Gerald McMullin, Coordinator of Assessment, Accountability and Instructional Technology provided an overview of the California Assessment of Student Performance and Progress (CAASPP) and how results will be presented and organized.  CAASPP replaces California's previous Standardized Testing and Reporting (STAR) assessment system. Sample reports will be mailed the parents in August to understand the new format for the test results.  There are Four Levels for the new tests; exceeds the standard, met the standard, nearly met the standard, and has not met the standard.  The new tests will provide new results that may result in a big dip in the testing results.  Testing for the 2014-2015 school year will provide a baseline for the district. English Language Development

Andrew Gordon, Curriculum Coordinator for the district presented the English Language Development (ELD) Program.  In the 2014-2015 school year, there were as many as 946 EL students in the district, which is equivalent to 10.1% of the district's total school population.  Out of the total 40 languages spoken in the district, the top two primary languages spoken by the majority of EL students are Spanish and Mandarin.  In 2014-2015; 205 of these EL students were classified as beginning and early intermediate; 285 EL students were classified as intermediate; and 439 EL students were classified as early advanced and advanced.

Next Generation Science Standards

Math and Science Teacher on Special Assignment, LaQuietta Hill presented the Next Generation Science Standards for the district. A new set of internationally benchmarked science standards were created through a collaborative state-led process managed by Achieve, who also led the development of the Common Core State Standards (CCSS). The Next Generation Science Standards (NGSS) were published in April 2013, and were based on "A Framework for K-12 Science Education (2011)" by the National Research Council (NRC) of The National Academy of Sciences using the most current research on science and science learning and written by 18 internationally known experts in science practice, science education, and educational policy.  NGSS is not common core, but common core supports NGSS.  The district will use common core as support of the program.  The framework of NGSS outlines three dimensions of high quality science education that through integration provide the context for science content:  Dimension 1 - Practices, Dimension 2 - Crosscutting Concepts, and Dimension 3 - Disciplinary Core Ideas. New Director of Human Resources

The district hired a new Director of Human Resources, Melissa Theide . Ms. Theide stated she is very excited to join Castro Valley Unified.  Ms. Theide will start July 1, 2015.

Board Actions

At the meeting, the board took the following actions:

  • Approved the board minutes from the Regular Board meeting of June 11, 2015.
  • Adopted Resolutions:
    • Excuse the Absence of Trustee Gary Howard and John Barbieri on June 11, 2015.
  • Approved the Consent Agenda which included:
    • Approved the purchase order report, personnel report, budget adjustments, student teaching agreement with San Jose State University, Consolidated Application Spring 2015 Data Collection, Castro Valley Adult and Career Education List of Proposed Apportionment Courses for 2015-2016 California State Preschool Program Self Evaluation 2014-2015 Annual Report, Title I Schoolwide Program Application for Marshall Elementary School, Authorization for SELPA Director to Sign the 2015-2018 Standard Agreement between Mid-Alameda County SELPA and the California Department of Rehabilitation, 2015-2017 Local Educational Agency Plan Addendum, Amended Out-of-State Conference Requests for District Staff, and the Upcoming District-Sponsored Overnight Trips; and
    • Accepted donations to the district; and
    • Adopted:
      • Resolutions for the Regarding Temporary Expansion of Signatory Limits, Delegating Authority to the Superintendent and/or Designee to Solicit and Accept Bids for Summer Facility Improvement Projects at Various Sites,  Amendment to the Designated Employee Signatures List, and the Disposal of Obsolete and/or Surplus Property, Approve California State Preschool Program Contract; and
      • Revised 2015-2016 Course of Study Outlines for Canyon Middle School.

The board also heard reports from the superintendent and board members.
