NEW CHABOT PRINCIPAL APPOINTED

| NATIONAL MERIT SCHOLARSHIP FINALISTS |
The National Merit Scholarship Program is an academic competition open to all high school students in the United States meeting published requirements. Outstanding students are screened from more than one million entrants and over 20,000 high schools nationwide. Students must achieve national semifinalist status by qualifying as the highest-scoring program entrants in each state. National Merit Scholarship Semifinalists represent less than one percent of high school students.
Students continuing as Finalists must meet very high academic standards comprised of college preparatory coursework, SAT I scores, and an endorsement and recommendation of their high school principal. Finalists are required to submit a detailed application including an essay about their activities, interests, plans and goals, academic record, and a written recommendation. Merit Scholarship winners were judged on the strongest combination of academic skills and achievements, extracurricular accomplishments, and potential for success in rigorous college studies. Approximately half of the finalist group is selected as Merit Scholarship winners, sharing about $33 million in scholarships for undergraduate study.
The following Castro Valley High School students were recognized as National Merit Scholarship Finalists:

Over the past year, the district has worked with Total School Solutions (TSS) to conduct a Facilities Study. TSS has presented reports on both elementary and secondary schools during this time. The reports have identified approximately $75 million in facility needs. The increased growth projected in the demographer's recent report could potentially increase the cost of the needed facilities.
In this report, Vern Weber from TSS and Dr. Candi Clark, Assistant Superintendent for Business Services, reviewed the cost of modernization versus reconstruction of schools so that the board would have an understanding of the options.
The presentation also included a discussion regarding the need for a bond election to finance the projects since state funding is not available. June 2016 is the first date for a bond election. After the discussion, the board requested a Board Study Session early in the 2015-2016 school year to identify and prioritize facilities needs in order to plan for a bond election.

PARVIN AHMADI NAMED SUPERINTENDENT
|
|
The Board of Education named Parvin Ahmadi as superintendent to replace Jim Negri, who is retiring June 30. Mrs. Ahmadi has served as the superintendent of the Pleasanton Unified School District for the past five years. CVUSD Board of Education President John Barbieri stated that, "The Castro Valley Board of Education is proud that after a long and extensive search, which included approximately twenty highly qualified candidates of both current superintendents and assistant superintendents, we narrowed them down to six. Candidates were interviewed in depth as to their strengths, commitment to education, high student achievement for all students, an understanding of a kindergarten to adult education system, the ability to articulate a clear vision, and work effectively with well-educated and dedicated teachers, administrators, classified employees, parents, and community members. From the final two candidates, we found a new superintendent who meets and surpasses the above said qualifications."

REDWOOD HIGH SCHOOL PRESENTATION
|
Erica Ehmann, Principal of Redwood High School, presented an overview of the programs located at Redwood High School:
- Redwood High School;
- Intensive Intervention;
- Roy Johnson Adult Transition;
- CEC - Counseling Enriched;
- Independent Study;
- Castro Valley Virtual Academy; and
- Home Hospital.

REDWOOD HIGH SCHOOL RECOGNITIONS

PUBLIC HEARING ON THE LOCAL CONTROL ACCOUNTABILITY PLAN (LCAP)
|

Mary Boyle, Assistant Superintendent for Educational Services, presented an overview of the Local Control Accountability Plan (LCAP), which is required under the Local Control Funding Formula (LCFF). The LCAP focuses on four major goals:
- Goal #1: Instruction & Learning
- Goal #2: Williams Act
- Goal #3: Empowering Parents
- Goal #4: Engaging Students
Each goal includes a series of objectives and action steps as well as the budget to implement the goals. After the presentation, the board held a Public Hearing for input on the LCAP. The LCAP will be presented for adoption at the board meeting on June 11 and then sent to the Alameda County Office of Education for final approval. PUBLIC HEARING ON THE 2015-2016 PRELIMINARY BUDGET
|
|
Dr. Candi Clark, Assistant Superintendent for Business Services, presented an overview of the Preliminary 2015-2016 Budget, which was based on the Governor's May Budget Revision. The Preliminary Budget includes an increase in state funding, both one time and ongoing funding. The district is projected to receive $87 million in revenue in 2015-2016 with expenditures projected at $84 million. The cost of negotiations with both CVTA and CSEA have not been included and neither has the cost of the CSEA reclassification study. However, the district is projected to have revenues greater than expenditures for the first time in a number of years.
After the presentation, the board held a Public Hearing for input on the 2015-2016 Preliminary Budget, which will be presented for adoption at the board meeting on June 11. Dr. Clark also distributed and explained two additional budget documents, 2015-2016 Preliminary Adopted Budget Projection, and Balance in Excess of Minimum Reserve Requirements (Education Code Section 42127(a)(2)(B).

HIGH SCHOOL GRADUATION REQUIREMENTS
|

Mary Boyle, Assistant Superintendent for Educational Services, initialed a discussion regarding the district's high school graduation requirements, which began with a review of the requirements for mathematics. Currently, a student must complete 20 units of mathematics in order to graduate; however, the SBAC, the Common Core State Standards (CCSS) assessments, test the equivalent of Algebra 2, a third year math course, in the 11th grade.
As staff began discussing the mathematics , it began to look at order subject areas requirements and the requirements for the alternative high school. Mrs. Boyle distributed a sheet showing the requirement of surrounding districts. This discussion will be brought back to the board for further discussion in the fall. If any changes are made, they will be phased in. |

At the meeting, the board took the following actions:
- Approved the 2015-2016 Calendar of Regular Board Meetings.
- Adopted resolution to excuse the absence of Trustee Banther from the May 14 board meeting and adopted the board meeting minutes of May 14.
- Approved the Consent Agenda which included:
- Approved the purchase order report, budget adjustments, personnel report, and mandate cost agreement.
- Adopted:
- Resolutions for the authorization to Award the Bid for the Removal and Replacement of the Roofs at Castro Valley High School, Wing 800 and the District Office, Authorizing Intra- Fund Transfers, Authorizing Approval of Year-End Budget Transfers, and Authorizing Temporary Transfer of Funds.
- Board minutes from the May 16 and May 17 meetings.
The board also heard reports from Student Board Member Spencer Dong; Alicia Gholami, CVTA President; the superintendent; and board members.
