CVEF Mini-Grants Awarded
Castro Valley Educational Foundation (CVEF) President Jennifer Wyllie-Pletcher showed the CVEF video before turning the presentation over to CVEF Mini-Grant Chair Matthew Kaser. Assisted by Steve Ontiveros, Jennifer Kline and Jennifer Wylie-Pletcher, Mr. Kaser announced the recipients of the mini-grants that totaled $21,963.05. CVEF has now awarded more that $900,000 in mini-grants over the years. See the list of this year's recipients here.

Update on the District Equity Plan
Assistant Superintendent for Educational Services Mary Boyle provided an update on the District's Equity Plan first adopted in 2007 to close the achievement gap. See the PowerPoint presentation here. There has been a district team working to update the plan and align it with the Local Control Accountability Plan (LCAP) and Single Plan for Student Achievement (SPSA).

Update on the Governor's Proposed Budget
Assistant Superintendent for Business Services Dr. Candi Clark briefly reviewed the key aspects of Governor Brown's Proposed 2015-2016 Budget for K-12 Education, which includes the following:
- an increase in Proposition 98 funding for both the current year and next year;
- an increase in funding for Local Control Funding Formula (LCFF);
- funding for both Adult Education and Career Technical Education in 2015-2016;
- funding for mandated costs, which the Governor suggests be used to implement the Common Core State Standards; and
- elimination of the deferrals (i.e., money owed to school districts, but not paid by the state).
How the funding is finally distributed will be determined by the legislative process over the next five months and when the budget is signed in June. The funding could be allocated as one-time funding or ongoing funding. LCFF funding is determined by a formula based on the number of students in each grade level and the number of students in three categories (English Learners, Socio-econmically Disadvantaged and Foster Youth).
Details of the Governor's Proposed 2015-2016 Budget will evolve in the coming weeks and months. The Legislative Analyst Office (LAO) has provided an overview of the budget.

Assistant Superintendent for Educational Services Mary Boyle and Superintendent Jim Negri provided an update on the changes to the Local Control Accountability Plan (LCAP). Principals and district administrators spent an entire day reviewing what has been accomplished to date with the 2014-2015 LCAP and began developing the 2015-2016 LCAP, which has a new format. They explained that there will be multiple opportunities for stakeholders (e.g., students, staff, parents, community) to provide input in the development of the 2015-2016 LCAP through surveys, forums and focus groups. The superintendent announced that the LCAP Steering Committee, which must be at least 51% parents, is being formed. The superintendent will be soliciting members in the next month to review the current plan and develop next year's plan. For more information on the LCAP, sign up for the LCAP newsletter.

Re-financing District Bonds
Due to current market rates, the board authorized the refunding of one series of general obligation bonds from the voter authorization of 1998 and two series from the voter authorization of 2005. The refunding of the bonds will generate approximately $8.5 million in savings over the life of the bonds.
After authorizing Morgan Stanley & Co. LLC to underwrite the refunding of the bonds, the board approved KNN Public Finance for financial advisory services for the refunding of the bonds.

Public Comment at Board Meetings
The board adopted revisions to Board Bylaw 9323, Meeting Conduct, which
- moved "Public Comment" from 9:30 p.m. to earlier in the agenda (i.e., prior to the Consent Agenda); and
- limited public comment to 30 minutes per agenda item.

Other Board Actions
At the meeting, the board took the following actions:
- approved the guidelines for Science Olympiad to operate as a non-school sponsored organization at Creekside Middle School;
- Held a Public Hearing and adopted a resolution increasing School Facilities Fees;
- Held a Public Hearing and adopted a resolution for a Variable Term Credential Waiver;
- Adopted revisions to BP 5030, Student Wellness, and BP 5125.1, Release of Directory Information; and
- approved the Consent Agenda, which included the following:
- approval of the Purchase Order Report, the Position Control Report, the Personnel Report, an Overnight Field Trip, a Medi-Cal Claiming Agreement, and a Partnership with CSUEB;
- acceptance of the Williams Uniform Complaint Quarterly Report, Quarterly Investment Report and Donations; and
- adoption of Resolutions for African-American History Month, and Disposal of Obsolete and/or Surplus Property.
The board also heard reports from Student Board Member Spencer Dong, CVTA President Alicia Gholami, Carey Sanchez Para representing CSEA President Arlene Cristobal, and reports from Superintendent Jim Negri and board members.
