Trustees Howard and Theodore Sworn In

Newly elected board members, Gary Howard and Dorothy "Dot" Theodore, were sworn in as members of the Castro Valley Board of Education by Superintendent Jim Negri at the start of the meeting.  Mr. Howard was originally appointed to the board in August 2013 to fill the position vacated by Trustee George Granger.  Both Mr. Howard and Mrs. Theodore were elected to four-year terms on November 4, 2014.

Annual Organizational Meeting:
Election of Officers & Appointment of Representatives
At the Annual Organizational Meeting, the Board of Education elected Trustee John Barbieri as the President and Trustee Jo A. S. Loss as the Vice-President/Clerk, and appointed Superintendent Jim Negri as Secretary.
 
The board also assigned trustees to represent the board on district committees and with community organizations.  See the list of appointments here.
 
The board re-adopted the 2014-2015 Board Meeting Calendar with the January 15, 2015, meeting moved to January 14, 2015, due to a conflict with the Alameda County School Boards Association meeting.  See the calendar of meetings here .
 
Environmental Excellence Award
The Castro Valley Unified School District received an Environmental Excellence Award for achieving significant savings with its district-wide energy-efficient behavior.  Since forming a strategic alliance with Cenergistic three years ago, the district has saved $691,788 in energy costs. Read the press release here.

2013-2014 Annual Audit Report
The Education Code requires that an annual audit of the district's financial records be conducted by an independent auditor.  Xiupin Guillaume of Vavrinek, Trine, Day & Co. presented the audit findings, which included the following:
  • The audit disclosed no instances of noncompliance in the areas that are required to be reported under Governmental Auditing Standards;
  • No compliance exceptions were noted in the administration of federal programs in accordance with the standards; and 
  • No significant weaknesses in internal accounting and administrative controls used in administering federal financial assistance programs were noted.

First Interim Budget Report 2014-2015
Assistant Superintendent Candi Clark presented the First Interim Budget Report 2014-2015.  The district legally presents its budget in December (First Interim Budget), March (Second Interim Budget) and June (Final Budget).  Dr. Clark reviewed the key aspects of the budget and the board certified that it can meet its financial obligations for the current and two subsequent years.  The full report is available here.
 
Public Comment at Board Meetings
At the request of the board, Superintendent Jim Negri presented proposed changes to Board Bylaw (BB 9323) to move the Public Comment section of the agenda earlier in the meeting (i.e., prior to the Consent Agenda rather than at 9:30 p.m.).  As a result of comments by board members on the proposed changes (e.g., the amount of time for comments), BB 9323 will be further revised and presented for adoption at the January 14, 2015, board meeting.

Use of Common Core Funds
In 2013, Governor Brown included $1.25 billion in funding to implement the Common Core State Standards (CCSS), which amounted to $1.8 million for the Castro Valley Unified School District.  The funds can be spent over two years, 2013-2014 and 2014-2015, otherwise they would be returned to the state. 
 
The district designated the funds for the following uses:
  • Teacher leader Stipends ($40,000)
  • Teacher Hourly Pay ($20,000)
  • Technology:  Chromebooks ($514,000)
  • Professional Development including two optional professional development days ($593,000)
  • Curriculum Materials and Supplies ($580,000)
  • Indirect Costs ( $103,000)

Assistant Superintendent Mary Boyle reviewed the rationale for designating the funds, how they have been spent to date and how they will be spent by the end of the year.


Approval & Adoption of  Board Policies
The board approved Board Policies (BPs) in the 0000, 4000 and 6000 Series on a First Reading and will consider adoption of these policies at the board meeting on January 14, 2015.  The board also adopted Board Policies in the 0000, 5000, and 6000 Series on a First Reading and waived the Second Reading since there were only minor changes to existing policies and/or the policies are mandated by new laws.

Other Agenda Items
At the meeting, the board heard reports from
  • Student Board Member Spencer Dong regarding activities throughout the district schools;
  • CTVA President Alicia Gholami regarding CVTA issues with the district; and
  • CSEA President Arlene Cristobal regarding CSEA issues with the district. 

On the Consent Agenda, the board approved

  • The Purchase Order Report;
  • The Position Control Report;
  • The Personnel Report that included the appointment of Doris Delatorre as the Interim Assistant Principal at Canyon Middle School;
  • Budget adjustments;
  • A resolution approving the Designated Employee Signatures List; and
  • A resolution authorizing investment on monies in the Local Agency Investment Fund (LAIF).
