Board Meeting Highlights is normally published after each board meeting to provide the community with highlights of the meeting. This issue cover the board meeting of November 13, 2014, the only meeting is November. The complete board packet is available online.
The next Regular Board Meeting will be December 11, 2014. There is only one Regular Board Meeting in December, which is also the Annual Organizational Meeting where the board elects its officers and appoints members to committees and as liaisons. The dates of the 2014-2015 board meetings are available here.

Stanton Elementary School
Student & Volunteer Recognitions
Principal Jennifer Tomita introduced the Guided Language Acquisition Design (GLAD) lead teachers Aimee Johnson, Jane Brady and Denise Aquino. The team presented on the concepts and methodology of the GLAD approach to teaching and instruction and shared the work of students.
Aleesia Vigil was recognized as an outstanding student f or academic excellence, outstanding citizenship and exhibiting good character. Read the full recognition here.
Lisa Haidinyak was recognized as an outstanding volunteer for her contributions to the Music for Minors II program and her countless hours of positive, enthusiastic, volunteering. Read the full recognition here.

Annual Personnel Commission Report
As a Merit District, the Castro Valley Unified School District has a three-person Personnel Commission (Toni Wilkerson, Christopher Low and Steve Ontiveros). Commissioner Low presented the Commission's Annual Report to the board and highlighted the new hires and retirees for 2013/2014 and an overall increase in the number of applicants and exams administered. Special Education Update
As a follow-up to her presentation at the October 9th board meeting, Mary Boyle, Assistant Superintendent for Educational Services, provided an update on the Special Education program including staffing additions and other changes that have been made in the past month.

Repeal SB 858 and Restructure Proposition 13
The board adopted a resolution urging the Legislature to repeal Senate Bill (SB) 858. With the passage of Proposition 2 on November 4th, SB 858 takes effect. Under certain economic conditions, SB 858 would cap the district reserve funds at 6%, twice the legal requirement of 3%, but represents less than 10 days of payroll. Through prudent fiscal planning, the board has been able to minimize budget reductions during the past five years due to a sufficient reserve fund that SB 858 would eliminate. Developer Fees
The board held a Public Hearing and then adopted a resolution on the Accounting of Development Fees for the 2013-2014 Fiscal Year. Development fees are assessed on new construction to support facilities in the district. The district currently collects residential developer fees at $2.97 per square foot for assessable space for residential construction and $0.47 per square foot for any commercial or industrial development.

Board Policies (BPs), Administrative Regulations (ARs) and Board Bylaws (BBs)
Superintendent Jim Negri discussed the revisions and updates that the Board Policy Subcommittee (Trustees Janice Friesen and John Barbieri) reviewed and revised. The board adopted BPs and BBs in the 5000 and 6000 Series, and one Board Bylaw (BB). Board Policies, Administrative Regulations and Board Bylaws are posted on the district webpage.

Update on Alameda County Meetings
Superintendent Jim Negri reviewed three recent Alameda County meetings that have potential impact on district schools. He reviewed
- The Castro Valley Municipal Advisory Council (MAC) meeting that discussed sidewalks on Anita Avenue, bike lanes on Somerset Avenue, and traffic on Redwood Road around Proctor Elementary School.
- Supervisor Nate Miley's Walk/Bike Castro Valley Town Hall Meeting that discussed and took input on walking, biking and traffic in Castro Valley.
- The Department of Public Works meeting regarding the renovation of Santa Maria Avenue between Lorena Avenue and Wilson Avenue.
Staff attended all three meetings, provided input and will continue to monitor the issues under discussion.

- Approved the Personnel Report;
- Accepted Donations to the District;
- Adopted Resolution 27-14/15, Disposal of Obsolete and/or Surplus Property;
- Received the Williams Uniform Complaint Procedures Quarterly Report;
- Adopted Resolution 28-14/15, Declaring December 2, the Special Education Day;
- Adopted Board Bylaw 9250 on a First Reading and Waive the Second Reading;
- Approved the 2014-2015 Program Improvement/Supplemental Educational Services Contracts;
- Adopted the Minutes of the Regular Board Meeting of October 9, 2014;
- Adopted the Minutes of the Special Board Meeting of October 16, 2014;
- Adopted the Minutes of the Regular Board Meeting of October 22, 2014; and
- Approved Stipulated Expulsion Order Case #01-14/15.
