Board Meeting Highlights is normally published after each board meeting to provide the community with highlights of the meeting; however, this issue covers two Regular Board Meetings, October 9th an October 22nd, and a Special Board Meeting/Study Session on October 16th.  The board packets are available online for October 9th, October 16th and October 22nd.  

 

The next Regular Board Meeting will be November 13, 2014.  There is only one Regular Board Meeting in November and December.  The dates of the 2014-2015 board meetings are available here

Independent Elementary School
Student & Volunteer Recognitions
Independent Elementary School Principal Jim Kentris introduced teachers Nikki Cox and Lisa Breault who made a presentation on English Language Arts.  The presentation highlighted the students creativity in interactive mystery stories, acting out vocabulary words and demonstrating effective reading and listening.
  
Sofia Boragno was recognized as an Outstanding Student For being a diligent worker and excellent citizen who exhibits good character.  Read the full recognition here.
  
Regina Maloof was recognized as an Outstanding Volunteer for her outstanding contributions to the students and teachers of Independent Elementary School. Read the full recognition here
 
Special Education Staffing
In response to comments at previous meetings, Mary Boyle, Assistant Superintendent for Educational Services, reviewed the district's process for staffing special education classrooms with both teachers and Instructional Assistants (IAs).  Dr. Sherri Beetz, Assistant Superintendent for Human Resources, explained that there is a state-wide shortage of special education teachers and that the district currently has 18 IA vacancies being filled by substitutes, but is in the process of interviewing.  Assistant Superintendent Boyle will provide an update on staffing special education classes at the board meeting on November 13, 2014.
 
Sufficiency of Textbooks & Instructional Materials
After a Public Hearing, the board passed Resolution 24-14/15 assuring that student had textbooks and instructional materials as required by law.  Read the resolution here.
 
CAHSEE Results
Mary Boyle, Assistant Superintendent of Educational Services reviewed the 2013-2014 California High School Exit Exam (CAHSEE) results, which showed that 94% of the 10th graders passed the mathematics portion of the test compared to the state average of 85%,  In English-Language Arts, 91% of the students passed CAHSEE compared to the state average of 83%,  See district, county and state results here.  See the PowerPoint presentation here. 
 
Local Control Accountability Plan (LCAP)
Superintendent Jim Negri reviewed the reporting requirements for the 2014-2015 LCAP and the new template for the 2015-2016 LCAP, as well as the process the district will use this year.  The Alameda County Office of Education has established a LCAP webpage with a great deal of information about the LCAP including copies of all the LCAPs in the county
 
Board Policies (BPs), Administrative Regulations (ARs) and Board Bylaws (BBs)
Superintendent Jim Negri discussed the revisions and updates that the Board Policy Subcommittee (Trustees Janice Friesen and John Barbieri) reviewed and revised.  The board adopted BPs and BBs in the 0000, 1000, 2000 and 9000 Series on a First Reading and waived the Second Reading. The board then approved BPs in the 0000 Series on a First Reading with a Second Reading at the October 22nd meeting.  Board Policies, Administrative Regulations and Board Bylaws are posted on the district webpage.

Facilities Tour and Workshop
On October 16, the board toured four school sites to view work completed over the summer.  The board visited Palomares Elementary School (amphitheater, parking lot, shed), Vannoy Elementary School (field), Jensen Ranch Elementary School (field) and Alma Preschool (additional classroom, removal of play structure).  After the tour, the board discussed how it plans to approach the items in the Facilities Report.

Throughout the discussion, the board and staff noted that without a state or local bond for school construction, there is no funding available for any of the major work in the Facilities Report.  The board agreed that it needed to select a starting point to begin planning since many of the projects are inter-connected.  The board agreed to start the planning process by keeping Alma Preschool at its current location, which will impact plans for Roy Johnson High School, Adult & Career Education and the District Office.  This decision regarding Alma Preschool is not a final decision, but the starting point for discussions and planning.

The board then discussed the feasibility of completing repair work versus a complete renovation of a school.  The board directed staff to select a site with significant repair work and do a cost-benefit analysis of repair versus renovation.  Staff will report back at a January meeting.  Staff was also directed to continue to looking for options for a district office site which would open up options for other programs. 

As noted above, all major work will depend on a bond.  The earliest date for a district bond election is June 2016.  Review the Facilities Report here

Positive Behavior Interventions & Supports
Student & Volunteer Recognitions
Principal Denise Hohn and staff presented an overview of the Positive Behavior Interventions & Supports (PBIS) program that is being implemented at Castro Valley Elementary School this year.  There are seven Core Principles in PBIS.  See the PowerPoint presentation here.
 
Miah Filson was recognized as an Outstanding Student for her academic excellence, outstanding citizenship and exhibiting good character.  Read the full recognition here.
 
Amy Furber was recognized as an Outstanding Volunteer for her outstanding contributions to the students and teachers of Castro Valley Elementary School. .  Read the full recognition here.    

Castro Valley Sanitary District Annual Report
Castro Valley Sanitary District General Manager Roland Williams and Solid Waste Specialist Michelle Wu presented CV SAN's Annual Report to the board.  The highlighted the partnerships that CV SAN has with the District.

  • CVSan's Zero Waste Goal - 2029
  • an Overview of CVSan School Programs for 2014/15

Re-appointment of Personnel Commissioner
Castro Valley Unified School District is a Merit District, which provides classified employees with specific employment rights.  There is a three-person Personnel Commission.  Each Commissioner serves a three-year term of office and may be re-appointed.  The term of Commissioner Christopher Low expires this year and he has indicated that he is interested in being re-appointed.  The Board of Education announced its intention to re-appoint Commissioner Low at the meeting of September 25.  After a Public Hearing on the appointment, the board nominated Commissioner Low for re-appointment.  His nomination will be submitted to State Superintendent of Public Instruction (SSPI) Torlakson for the final appointment.
