Board Meeting of September 11, 2014
Jenny Lin Foundation Recognizes the District
Mei-Lian Lin, mother of Jenny Lin, as Lynne Foy-Couche, coordinator of student volunteers, presented the Board of Education a certificate of appreciation on the 20th anniversary of the Jenny Lin Foundation.  The certificate reads ADD THE LANGUAGE.

Update on Adult Education Consortium 
Susie Passeggi, Director of Castro Valley Adult and Career Education, reviewed the status of the Adult Education-Community College Consortium under AB 86.  Under Governor Brown's budget, funding for adult education programs in K-12 district will be transferred to the Community Colleges.  Castro Valley Unified School District, under the leadership of Susie Passeggi, is working with a consortium of seven K-12 districts and the Chabot-Las Positas Community College District to develop a partnership under AB 86.  Without an agreement or a change in the Governor's budget proposal, Adult and Career Education will lose its funding for 2015-2016.  Read the summary report here. 

Unaudited Actuals
Dr. Candi Clark, Assistant Superintendent for Business Services, presented the 142-page 2013-2104 Unaudited Actuals, which detailed district revenues and expenditures for the past year.  Overall, the district ended the 2013-2014 year with a combined revenue total of $74,650,787.  The district had general fund combined expenditures of $75,154,612. Of the amount spent, approximately 81.69% or $61,394,045 was for salaries and benefits.  

Update on the Facilities Report
The board discussed how it would like to proceed with the Facilities Report that was presented at the May 22, 2014, meeting.  The board agreed to use the Board Study Session scheduled for October 16th to visit school sites and discuss how it would like to address the components of the Facilities Report.  Review the Facilities Report here.

Consent Agenda Action
Among the items on the Consent Agenda, the board adopted the following resolutions:
  • Declaring the Second Week of October as Disability History Week;
  • Declaring October as Character Education Month; and
  • Proclaining October 19-25, 2014, a America's Safe Schools Week.

Board Meeting of September 25, 2014
Proctor Elementary School
Lisa Garcia, Principal of Proctor Elementary School, introduced a video demonstrating how the school was implementing the District Equity Plan.  She then introduced Alex McMurray, Maura Chermack, Debbie Parkes, and who discussed the various programs at Proctor that demonstrate how they are embracing diversity.  Next, parent Elizabeth Peterson reviewed the role of the PTA and announced that the Proctor PTA donated $23,000 to the school last year.  Trustee Jo Loss noted that the 60th anniversary of the Proctor PTA is coming up.
 
The board recognized Proctor Elementary student Rebecca Johnson for demonstrating strong organizational skills, enthusiasm, creativity, hard work and maturity.    
 
The board recognized parent volunteer Jeanne-Marie French for her outstanding contributions to the students and teachers of Proctor Elementary.

2014 Summer School Program
Mary Boyle, Assistant Superintendent for Educational Services, reviewed the 2014 Summer School Program which included the following programs:
  • Academic intervention classes for K-5students at Chabot and Marshall;
  • English learner (EL) classes for K-5  students using Imagine Learning at Chabot;
  • "Getting Organized" for incoming 6th grade students at Creekside and Canyon;
  • Academic intervention classes for high school students for credit recovery in core classes at Castro Valley High School;
  • First Five PreKindergarten Jump Start program for students entering kindergarten in the fall and who had no prior preschool and/or licensed childcare experience at Marshall;
  • PreK-12 Extended School Year (ESY) for eligible special education students at Alma Preschool, Chabot, Marshall, Canyon, and Castro Valley High School;
  • Seneca Special Education Local Plan Area (SELPA) program for grades 912 on the Redwood High School campus; and
  • Enrichment classes for students in grades preK-5 at Independent School through Castro Valley Adult and Career Education.

2014-2015 District Initiatives
Mary Boyle, Assistant Superintendent for Educational Services, reviewed the 2014-2015 District Initiatives and the alignment to the Local Control Accountability Plan (LCAP) Goals.   

Re-appointment of Personnel Commissioner
Castro Valley Unified School District is a Merit District, which provides classified employees with specific employment rights.  There is a three-person Personnel Commission.  Each Commissioner serves a three-year term of office and may be re-appointed.  The term of Commissioner Christopher Low expires this year and he has indicated that he is interested in being re-appointed.  The Board of Education announced its intent to re-appoint Commissioner Low.  There will be a Public Hearing at the October 22nd board meeting regarding his re-appointment.  The final appointment is made the the State Superintendent of Public Instruction.

Consent Agenda Action
The board approved the following items on the Consent Agenda:
  • Approved the Purchase Order Report, Personnel Report, New and Closed Position Report and Budget Adjustments;
  • Adopted the following resolutions:
    • Califiornia Energy Commission Bright Schools Program;
    • Amendment to the Designated Employee Signatures List;
    • Notice of Completion of the Renovation of the Athletic Field at Vannoy Elementary School; and
    • Recognizing the Month of October as National Principals Month;
  • Approved the Revised Local Educational Agency Plan (LEAP) Addendum; and
  • Accepted the Quarterly Investment Report.

Reports and Other Actions
Other items on the agenda included the following:
  • a report of school activities by Student Board Member Spencer Dong;
  • a report from CVTA President Alicia Gholami on CVTA concerns;
  • a report from CSEA President Arlene Cristobal on CSEA concerns;
  • a report of the Professional Development Day held on September 8, 2014; and
  • under Public Comments, comments regarding staffing in the Special Education program.
