School Choice Victory!
| Thanks to our State Representative Tim Kelly and his Republican colleagues in the Michigan House for preserving school choice options for Detroit residents! Inside the bill for a $617 million bailout of the insolvent Detroit school district last week, House Republicans removed the portion that would have created a Detroit Education Commission (DEC), which would have had the power to deny charter schools in Detroit. That could have become a model for the rest of the state, so this can be seen as a statewide victory.
Tim Kelly, who chairs the House School Aid Appropriations Subcommittee, said, "There was no way we were going to trade parental choice for somebody's version of choice. It was never a consideration for me or several of my colleagues. We were not ever going to placate the desires of the traditional school community to corral kids or end choice for charter schools. Passage of the Detroit Public Schools rescue package without the DEC is a victory for freedom and parental choice."
And, after months of debate on how to address the fiscal calamity within Detroit Public Schools, the Senate also passed this plan, though with no Democrat support. The basic plan is to split the district into two entities, creating an "old" district that exists only to pay off debt through levied millages and a "new" district that focuses on educating children. The final plan also saw the House decrease the Senate-proposed $200 million in start-up costs for the new district to $150 million.
