Michigan State Budget Progress

One of the questions in this year's budget process is a happy one: how to use surplus funds.  Representative Tim Kelly (94th District) has introduced one bill in a three bill package that would reduce the income tax rate and therefore provide immediate tax relief to taxpayers.  The legislative package reduces the state income tax rate from 4.25 percent to 4.05 percent over the next two years.

This legislative package also includes HB 5267, which would automatically decrease the income tax rate by 0.1 percent starting in October 2017 if state income tax revenue increases by $300 million or more the previous fiscal year.   That's a rate reduction that would continue to reduce taxes while still allowing the state to see some revenue increases .

Additionally, Representative Kelly has stated that road funding needs to be a priority this year because the winter has been extremely harsh on our roads.  Throughout the district, as he talks with residents, roads have become the top priority for use of surplus funds.  He notes, however, that temporary fund appropriations will not fix long-term problems with the method of distributing Michigan's road funds.
