Shepard Davern Task Force -Zoning Study
 

The Shepard Davern Task Force will be holding a series of 3 meetings for a zoning study in the Shepard Davern area.

These meetings will be held for both property owners and the community to give input into the proposed zoning for the area. Each meeting will start with a general review of the different types of zoning, and what uses are permitted in each.

 

Please attend, you do not have to be a knowledgeable in zoning, but rather just have an interest in your neighborhood.

 

Date and locations will be posted to the HDC calender, news, facebook and website as soon as they are available.

A task force has been appointed at the recommendation of the Planning Commission, to develop recommendations for the study area. The task force is comprised of residents, business owners, and non-profit representatives from the area, and will be meeting regularly through 2013. Meeting summaries and future meeting dates will be posted on this webpage.

Schuler Shoes will be attending the February 18, Community Development meeting to review their site plan for 2081 Ford Parkway, the old Snyder Drug location.  Schuler does not need any variances or permits for the building, but would like to open a dialogue with the neighborhood. The public is welcome to attend.

 
2014 Highland MacGroveland Home Improvement Fair
 

Thinking about remodeling your basement? Air conditioning your home through radiators? Replacing your windows? Building an aluminium fence?


Sponsored by the Highland District Council and Mac-Groveland Community Council, the annual Home Improvement Fair offers homeowners a great opportunity to hear presentations and speak with experts. 

This free event takes place Saturday, April 26th from 9 a.m. to 2 p.m. at Cretin-Derham Hall High School, 550 S. Albert St., St Paul. 

Please bring a non-perishable donation for the Francis Basket Food Shelf.

The Highland Business Association and the Highland District Council are excited to sponsor Tour de Highland - Bikes and Bites. It will be held Saturday, May 17th. Join us to showcase Highland as a great place to live, eat, shop and, of course, ride!

Movies in the Park Comes to Highland
New for 2014 - The HDC and Parks and Rec bring you movies in the park. The Lego Movie will be shown at Homecroft on August 7th at dusk. Frozen will be shown on August 26th at dusk at Hillcrest.
Bring your lawn chairs and blankets and enjoy a free outdoor movie on the big screen. The movie will begin at dusk. All children 10 & under must be accompanied by an adult.

Hillcrest Recreation Center - Open During the Renovation

Starting March 17th the only access to the rec center will be through the lower doors, or the side door of the Center.  Please watch for signs marking the entrance and parking.  The Hillcrest parking lot will now have the entrance and exit in the same spot (the old entrance only).  Please allow for extra time to park and enter, when visiting the Rec center.  Thank you for your patience.

The Hillcrest Recreation Center will be open during the renovation:

Highland Park Library Kicks Off Major Renovation Project

The Highland Park Library has closed its doors until fall of 2014 as it embarks on a major renovation project that will result in an additional 5,000 square feet of public space, expanded spaces for teens and children, additional computer stations, a large library community room, and many other updates. Site plans can be viewed at sppl.org/renovations.

Many programs and services will continue off-site while this library location is closed. Preschool storytimes, Mondays at 10:30 a.m., and book club meetings, one Wednesday a month at 6:45 p.m., will be held in the Hillcrest Rec Center; Amharic storytimes will move to Homecroft Early Learning Center; and job search assistance, Paw Pals, and Dr. Who group meetings will be held at the Merriam Park Library, 1831 Marshall Ave, 651-642-0385.

The St Paul Library has said they will increase hours at Merriam and Hayden Heights after Jan 1. They do not have a firm date yet, but it will be early January.

Highland Fest Has Made Some Changes!
 
The 31st year of Highland Fest will be July 18 - 20, 2014.
Ford Parkway will be closed only Saturday, July 18 and Sunday, July 19.

The fest favorites will be back this year; the Art Fair, Business Fair, Home Improvement Expo and Food vendors along with some new twists; on Friday we will have a Highland Village Community picnic to kick off the festival. We will have live music and fireworks at dusk. Bring the entire family for fun at Hillcrest Park. 

Other new things happening will be the Sports Zone, kids/educational zone along with an interactive arts and craft zone. Stay tuned for more updates!

Highland Park's community members and business are what make the Village so special. Get involved by being a community liaison, a volunteer during the event and attending!

Neighborhood House operates two food shelves - one in the Wellstone Center on Saint Paul's West Side, and the second in Sibley Manor in Highland Park. Both locations provide food to those seeking assistance, and connect participants to critical community resources that help them move "from survive to thrive."

Individuals and families who visit either food shelf can be connected with a case worker, who helps them access Neighborhood House's comprehensive network of resources.

Neighborhood House serves primarily immigrant, refugee and low-income individuals, and the food shelves are stocked with healthy and culturally appropriate foods.

Food Shelf Facts

Francis Basket Food Shelf is the only food shelf in Highland Park, and it addresses a critical need in the community. 1,500 individuals use Francis Basket each year.
The need for emergency resources is on the rise, and our food shelves saw demand increase nearly 25% between 2011-2012.
50% of those served by both food shelves are children.
Together, the Neighborhood House food shelves distributed 652,663 pounds of food in 2012.

Going Out of Town?
Sign up for House Watch, A Crime Prevention Program of the St. Paul Western District Police Department
 

A reserve officer, as well as police officers, will patrol by the homes of residents who are on vacation. The program is free of charge and is available for either long or short-term absences. To participate in the program residents need to call the Western, Central, or Eastern District Office. Give the dates(s) of leaving and returning. If a neighbor or someone else will be entering your home while you are away to water plants, feed the cat, etc., have them come into your home at the same time each day. This program benefits not only the resident, but also the entire block because there will be an increase of police visibility. For the Western District, call (651)266-5485.

City and Local Government News
Recycling Changes Coming in April -Don't Get All Excited and Start Early!!  Week of April 7th is the Date.

 

Beginning the week of April 7, Residents will no longer need to sort their recycling and can combine all of the papers and cardboard with the cans and bottles. 

The blue recycling bins will continue to be used. Carts are not coming until 2015. 

Also on April 7, we will begin accepting most plastic food and beverage containers. The Guide to Recycling will be arriving in people's homes near the end of March and will have lots more details about the new materials.
 

 

The Recycling Drop off Center at 309 Como Ave. is now prepared to accept new plastics.  The new plastics will include #1, #2 and expand plastics recycling to include #4, #5 and #7 bottles and containers. There is a separate roll off with signage.  Folks are to deposit the new plastic containers into this roll off and all other mixed bottles/cans/plastic in other mixed container bins. 

 

Anyone interested in starting to recycle the other plastics before the City starts on April 7th, may drop off during regular hours:  M-F 8am - 4:30pm and Saturday 8am to noon.  

 

St Paul Citywide Spring Cleanup - Mark your calendar!

It may be hard to believe, but spring is just around the corner! Save the date for the 2014 Citywide Spring Cleanup, which will take place on Saturday, April 12, 2014. Join us for food and fun at one of our five kickoff locations, and join your community to help keep Saint Paul clean and beautiful. With the help of volunteers, we can remove the trash that accumulates in these natural areas harming wildlife, polluting lakes and rivers and detracting from the beauty of our community. This event is a fun and effective way to improve the natural environment in our local community. There will be kickoff celebrations at Harriet Island-Kelley's Landing Pavilion, Indian Mounds Shelter, Highland Park Pavilion, Como Lakeside Pavilion, and Phalen Picnic Pavilion.

City of St Paul Seeking applicants for 2014 Neighborhood STAR loans and grants

 

Over $1.7 million available for capital improvement projects

 

The City of Saint Paul's Neighborhood Sales Tax Revitalization (STAR) Program is seeking applicants for the 2014 loan and grant funding cycle.  The Neighborhood STAR Program awards loans and grants to projects requesting at least $5,000 in assistance through an annual competitive application process. Eligible proposals include capital (bricks and mortar) improvement projects in Saint Paul neighborhoods that further economic, commercial or residential development and must be matched dollar-for-dollar with private resources..

ASPIRING TO BE AN EMS? 

Applications are now being accepted for the next EMS Academy at stpaul.gov/jobs . Information sessions will be held 3/10 and 3/19 from 6:00 - 7:30 p.m at Fire Station 51, 296 7th Street West.

Saint Paul EMS Academy
The EMS Academy offers free Emergency Medical Technician traing to low-income, minority, and women youth of the Saint Paul area. The goal is to create a pipeline of diverse and qualified EMTs and Paramedics and in turn create a medical workforce reflective of the community it serves.

Friends of the Parks Tree Sale
 Please Consider Giving A Tree This Year
Looking for a lasting way to show that special someone you care?
The Friends of the Parks and Trails of St. Paul and Ramsey County are again
promoting Valentine gifts of trees in the parks for your special friend or
loved one.
For $100.00 per tree, or three trees for $250.00, Friends of the Parks and
Trails will see that the trees are planted in the park of your choosing in the
municipalities of Arden Hills, Blaine, Brooklyn Park, Lauderdale, Little
Canada, Maplewood, Mendota Heights, New Brighton, North St. Paul,
Roseville, Saint Paul, Saint Louis Park, Shoreview, Vadnais Heights, White
Bear Lake, White Bear Township, Woodbury or in a Ramsey County Park.
Park staff will plant the tree. A Valentine will be sent to your special person
receiving the gift, and next summer that person will receive a map showing
the location of the tree.

ensuring that the libraries are responsive to the needs of the community; ensuring financial

Volunteer at St Paul Public Schools

Volunteer tutors are the backbone of our Tutoring Partnership. We rely on the commitment of quality volunteer tutors to support students in Saint Paul. Half of the 38,000 Saint Paul Public Schools students are not proficient in math and reading. Tutoring is one of the ways that our community can help students reach their potential. Student achievement results show that tutoring works! Our results show that 3rd graders tutored through the Tutoring Partnership made significantly greater gains than those who were not tutored.

Adopt -a -River Program 

ok forward to welcoming you to our friendly group.In the land of 10,000 lakes (actually, it's 22,000) it's easy to understand why it is that the iconic image of canoeing in Minnesota is the picturesque silhouette of a canoe on a lake with two passengers fishing along a rocky shoreline covered with towering pines. Yet, it's Minnesota's rivers that caught the canoeing spotlight in 1963 and, 50 years later, are again taking center stage.

2013 marked the 50th anniversary of the State Water Trails system, the first and largest in the nation. Started as "canoe and boating routes", the system began with just four rivers: the Minnesota, St. Croix, Big Fork, and Little Fork. At the time this river legislation was passed, people were beginning to enjoy more leisure time, more mobility, and more expendable income than before, creating a societal shift towards recreation. Attendance at state and national parks skyrocketed, purchases of hunting and fishing licenses continued to rise, and records of travel and leisure expenses showed considerable growth. As Minnesota's lakes were becoming more crowded, attention shifted to the rivers that had seemingly been forgotten.

Citizens passionate about canoeing and the rivers set about clearing snags and fostering public interest in using rivers for something other than dump sites. When the 1963 Legislature authorized the Canoe and Boating Routes program, they did so to promote the rivers for recreational use, as well as to spur economic development in river towns and heighten public interest in appreciating and protecting the rivers. The idea caught on quickly and, by 1967, over half of the current system was in place. Today, we have 33 State Water Trails on 32 rivers and Lake Superior and a State Water Trail within an hour of just about anywhere in Minnesota.

While Adopt-a-River volunteers can clean any shoreline in the state, the program started in part to make the State Water Trails more palatable, and they still need help from volunteers to help ensure that these quality routes remain clean and beautiful.
