A View From the Edge of the Cliff 

 

As we kick off the New Year, it's a good time to assess the business climate we'll be operating in over the next few months.  So here are a few specific items to keep an eye on as we all navigate the perishable supply chain throughout 2013.  The folks in Washington pulled right up to the edge of the fiscal cliff, rather than jumping off completely.  So here we are, where exactly that is will vary dramatically on whom you ask.  But the reality is we will all be moving forward from here.  

 

There were some industry specific casualties incurred as a an outcome of the fiscal cliff's resulting fiscal package, to which we, as industry participants, will want to pay close attention to.  For one, efforts were made to roll a new 5 year Farm Bill into the legislative fiscal package, which was denied in favor of a nine-month extension of the 2008 law.  However, the extension does not include funding for specific programs that are soon to expire, such as the Specialty Crop Research Initiative and the Clean Plant Network.  This will require that the Farm Bill be re-drafted and considered by both chambers by September 30, 2013.   

 

Another item that will warrant following this year is the FDA's introduction to the first two rules pertaining to federal food safety laws.  These stem from the Food Modernization Act, signed into law by President Obama two years ago, and consist of the produce safety for growers rule and the food facility rules designed to prevent outbreaks, both of which are available for public comment to the FDA for the next 120 days.     

 

This is only a small representation of the many significant steps taken every day with the potential to impact us individually and as an industry.  There are 12 fresh months ahead to stay informed, be engaged and participate in the topics that affect our lives.  Following the on-going tumult of Washington can be everything from maddening and frustrating to joyful and rewarding, but it is important and usually pretty darn entertaining.  So be in the know and enjoy the show!
