Speaker Tobin Drops Bill to Restore HURF for Two Years
Andy Tobin (R) District 1 has introduced HB692 DPS; operating expenses; appropriation; intent. The bill seeks a general fund appropriation to fund the department of public safety. The bill has 55 additional co-sponsors including House Transportation Chair Representative Karen Fann and Senate Transportation Chair Judy Burges. The bill in its entirety reads as follows:
A. The sum of $119,247,100 and 1041.7 FTE positions are appropriated from the state general fund in fiscal year 2014-2015 and the sum of $119,247,100 and 1041.7 FTE positions are appropriated from the state general fund in fiscal year 2015-2016 to the department of public safety for operating expenses.
B. It is the intent of the legislature that the appropriations made in subsection A of this section are in lieu of any appropriations made from the highway user revenue fund for operating expenses of the department of public safety in fiscal years 2014-2015 and 2015-2016.

Gas Tax Replacement Task Force
Representative Ethan Orr (R) District 9 would like to create the highway user fee replacement task force to develop a design for revenue collection for the state's transportation system that will replace motor fuel and use fuel taxes. Bill Seeks Reimbursement of Business Losses for Public Construction Activities
Representative John Allen (R) District 15 has introduced HB2594. The bill will require public entities to reimburse businesses that can demonstrate their losses were attributable to the project. It states "An owner may recover damages of up to three years of losses as compensation."

ACEC Seeks Legislation on Payment to Engineers
HB2360 design professionals; payments has been introduced by Representative Karen Fann (R) District 1. The bill will add engineers and architects under the prompt pay statute. As of publication, It is not schedule to be heard during the week of February 17th which is the last week to hear bills in committee.

Governor Names Appointment to State Transportation Board
Governor Jan Brewer has announced the appointment and successful confirmation of Jack Sellers as the newest member of the Arizona State Transportation Board. Mr. Sellers will represent the Maricopa County region in the planning and development of Arizona's transportation network. His appointment was confirmed Tuesday by the Arizona State Senate.
