Several Bills Impacting Sporting Arms and Munitions Set for Hearing the Week of April 15
A number of gun control measures opposed by California Waterfowl will soon be heard at the state capitol. Due to their negative impact on the possession, sale or use of firearms and ammunition used for hunting and other sporting purposes (the sale of which also generates important federal tax revenues for wildlife conservation purposes, including the operations and maintenance of state Wildlife Areas), California Waterfowl strongly urges its members to contact their State Senator and Assembly Member, as well as members of the respective Committees hearing these bills, to express their concerns.
On Monday, April 15, the Assembly Revenue and Taxation Committee http://arev.assembly.ca.gov/ will consider AB 760 (Dickinson), which would place a .05 cent tax on each piece of ammunition sold in California to fund mental health services.
*SB 53 (De Leon) to 1) require all ammunition purchasers to annually register and pay a permit fee; and, 2) ban mail order or internet purchases of shotgun and rifle ammunition.
*SB 108 (Yee) to require that all firearms be locked up while the homeowner is away.
*SB 299 (DeSaulnier) to impose criminal penalties on any firearm owner who fails to report the theft or loss of a firearm within 48 hours.
*SB 374 (Steinberg) to impose a $19 fee on all shotguns and rifles purchased after January 1, 2014.
Also on April 16, the Assembly Public Safety Committee http://apsf.assembly.ca.gov/will hear AB 231 (Ting), which would make every firearm owner strictly liable for the accidental injury or misuse of his or her gun.

Fremont Student Wins CA Junior Duck Stamp Contest
With over 4,000 pieces of artwork (the most EVER received), The California Junior Duck Stamp Art Competition was going to be tougher to judge than ever. Last week, judges from all across the state, including California Waterfowl's John Carlson, Jr., had the difficult task of narrowing down the entries to one Best in Show. Ariana Chen's entry "Just Passing Through" depicting red-breasted mergansers, emerged as Best in Show and will represent California in the Federal Junior Duck Stamp Competition. Ariana attends Peng Art Studio in Fremont.
