State Capitol Swamped With Gun Control Proposals
State Legislators attempting to capitalize on the recent mass shootings across the country have introduced at least a dozen anti-firearms bills since December, many of which wrongly target sporting arms and munitions. Proposals would:
- Require all ammunition purchasers to annually register and pay a permit fee
- Effectively ban mail order or internet purchases of shotgun and rifle ammunition
- Tax all ammunition to raise money for crime prevention purposes
- Ban the sale of semi-automatic rifles that accept detachable magazines
- Require all firearm owners to purchase liability insurance
- Require all guns at a residence to be locked up while the owner is away
- Require anyone transferring any ammunition to another person to be an authorized firearms dealer and report the transfer to the Department of Justice
Senate President Pro Tem Darrell Steinberg has publicly pledged to "once again make California's gun laws the very toughest in the nation."
With only a handful of State Legislators left after the 2012 elections who hunt or target shoot, defeating or even amending these bills will require considerable lobbying and educational outreach.
Committee hearings will begin as early as March in what promises to be a very busy year at our State Capitol.

Late Season Goose Hunts, 2/16-2/20
Late White-Fronted and White Goose Seasons in Balance of State Zone
For the second year in a row, hunters will be allowed to shoot white-fronted and white geese after the regular season has ended in the Balance of State zone. The late season is February 16th through February 20th and regular season bag limits and restrictions apply including the Sacramento Valley Special Management Area where the white-fronted goose season is closed.
While this five day season provides additional hunting opportunity, another purpose of the late season goose hunt is to lessen potential goose crop depredation on private lands. Providing hunting opportunities in the late season will help shift geese onto public areas and may also reduce goose population levels. Most goose populations that winter in California are at or above population goals and remain in California through late spring.
Type A and B wildlife areas will not be open to hunting. However, Type C areas in the Department of Fish and Wildlife's North Central Region, as well as some other public lands and waters throughout the Balance of the State Zone that allow waterfowl hunting, may be open. Hunters are advised to check with the land managing agency first.

CWA Urges Participation in Regional Planning Meetings for Central Valley Flood Projects
The Department of Water Resources (DWR) continues its regional planning process http://www.water.ca.gov/cvfmp/regionalplan/ to gather information and solicit local input on flood-related projects that help implement the Central Valley Flood Protection Plan http://www.cvfpb.ca.gov/CVFPP/.
The projects are intended to improve flood safety in the Central Valley while also incorporating other public benefits, such as ecosystem restoration. This includes wetland and riparian habitat restoration and enhancement efforts that would benefit waterfowl and other wildlife species.
Because some projects would enlarge floodways through setback levees or expanded bypasses, there are also implications for private lands currently managed as wetlands or waterfowl-friendly agriculture. It is critical that local landowners review and provide comment on proposed projects to help ensure that they support waterfowl habitat values.
