American Community Survey 2013 Data Releases
American Community Survey (ACS) 1-Year Data were released in September. ACS 3-Year Data were released October 23. ACS 5-Year Data will be released in December. What does it all mean?
The American Community Survey allows communities to have local annual data on a variety of social, demographic, economic and housing topics that were previously only available every 10 years via the Decennial Census. The data are released on a flow basis throughout the year based on the size of the geography. The 1-Year ACS release includes only those geographies with at least 65,000 people. For Tennessee, this includes 20 counties and 9 cities. With the 3-year data release, we get data for all geographies with at least 20,000 people. This adds an additional 44 Tennessee counties and 22 Tennessee cities for which data are available. With the 5-year data release, scheduled for December, we will have data available for all geographies down to the block group level.
The ACS provides annual statistics on topics such as income, poverty, health insurance, educational attainment, the commute to work, the foreign-born population, language spoken at home, ancestry, occupation, number of vehicles available and housing costs. And while this rich source of descriptive statistics are now available on an annual basis it is important for data users to understand how to correctly use and interpret these data, particularly when comparing across years.
Because the data are collected across multi-years for statistical reliability of small geographies, there are a number of things to consider when comparing time series data, including changes in geographic boundaries, changes in population controls, and changes in questions. One rule of thumb is to never cross-compare data between multi-year periods. For instance, always compare 5-year data to 5-year data.
It is important to remember, the ACS is designed to measure the characteristics of the population over a period of time, not counts of the population. The ACS estimates describe characteristics of a population over a period of time and is better used for estimating percents, rates, and means, than for reporting totals.
For more information on ACS data guidance, go to the ACS Guidance for Data Users web page. Or as always, the Tennessee State Data Center is available to help answer any questions you may have regarding the use or interpretation of data.
