Happy July,

Welcome new State Council Director Maleka Clarke! Maleka is currently a Parent Outreach Specialist with the Vermont Federation of Families for Children's Mental Health. Most importantly, Maleka is a parent to her young son. Maleka will be instrumental as we endeavor to better support parent leadership, child welfare and families' strengthening in Vermont.

BBF is also pleased to announce 10 new full-time Regional Coordinators, with two more coming soon. They are:

Did you know these laws passed in 2014?
 
ACT 166 mandates universal access to public pre-kindergarten for all 3 & 4 year olds in Vermont. 
 
SB316, allows child care providers who serve state-subsidized children to unionize if they wish. 
 
ACT 168, calls the Secretary of Human Services, Commissioner of Corrections, and the Commissioner for Children and Families to study and develop recommendations, within the Integrated Family Services Initiative (IFS), on the following issues: 
(1) the capacity needed to identify and connect children and families of incarcerated individuals to appropriate services within the Integrated Family Services Initiative; 
(2) existing services available to children with incarcerated parents and the need for any additional services;
(3) appropriate settings for children to visit incarcerated parents and services while the parent is incarcerated;
(4) a mechanism to ensure that coordinated services are provided to children of incarcerated parents by the Department for Children and Families and the Department of Corrections;
(5) agency data systems to track and coordinate services for children of incarcerated parents; and
(6) the cost of services necessary to implement a comprehensive system of care addressing the unique needs of children of incarcerated parents.
 
S293, moves State government closer toward the use of results-based accountability in knowing how well it is achieving population-level outcomes and for the General Assembly in determining how best to invest taxpayer dollars.

H559, expands the private sector membership on the BBF State Council and allows designees for the Agency of Education, Commissioners of Health, Mental Health, and Children and Families.
 
And at long last, the 2014 Early Childhood Budget report is complete! Paul Cillo and Jack Hoffman with the Public Assets Institute will present their year long process & resulting data analysis at July's State Council: this report is the first phase of a 2-phased
Finance Plan for a Sustainable, Comprehensive System of Early Care, Health, and Education
