GA TCAP Revolving Loan Fund RFQ
|
DCA is issuing a Request for Qualifications (RFQ) to implement the Georgia TCAP Revolving Loan Fund (the Fund) pilot program. This RFQ will first qualify Community Development Financial Institutions (CDFIs) to be considered for the program. The RFQ will also select specific partners to help develop and undertake the Fund. Ultimately, the Fund will provide investments for the construction, rehabilitation, development and financing of affordable housing developments (single-family, multifamily, home-ownership or rental).
DCA currently has approximately $8 million of TCAP program income available to undertake the Revolving Loan Fund pilot program, with portions of funds set aside for both urban and rural communities. DCA intends to deploy at least 35% of these funds in rural areas. DCA seeks to make these funds available to qualified CDFIs to lend externally (no recapitalization of internal funds) through the fund. All proposed uses of the Fund's monies must work within DCA's guiding priorities outlined in the TCAP Statement of Values (available at the link below). While DCA will work with the selected CDFIs to develop the specific focus and structure of the Fund, the funds must ensure housing affordability for a minimum period of 15 years for households at or below 80 percent of area median income (AMI). Additional information regarding the purpose and goals for DCA TCAP funds and the RFQ are available at http://www.dca.ga.gov/housing/HousingDevelopment/programs/gatcap.asp.
