Tracking the Capitols is a weekly source of legislation currently being tracked by the Congressional Sportsmen's Foundation state policy team to keep you informed of the most pertinent and timely state legislation affecting hunting, recreational fishing and shooting and trapping and other conservation issues. Inclusion in Tracking the Capitols does not necessarily constitute support or opposition to legislation by CSF and/or the CSF States Program. The bills noted in this email represent only a fraction of the legislation that CSF's States Program is monitoring on a day-to-day basis.

Issue Brief: Wildlife Violators Compact

Summary: Concerns the interstate wildlife violator compact; enacts the Wildlife Violator Compact and repeal the Northeast Conservation Law Enforcement Compact that is no longer required.

Status: Eligible for Governor's desk on June 5.

Issue Brief: Wildlife Violators Compact 

Summary: The Interstate Wildlife Violator Compact (IWVC) is a nationwide law enforcement network aimed at preventing lawbreakers who have lost their hunting, fishing, and/or trapping privileges in one state due to egregious crimes, such as poaching against wildlife or fisheries resources, from carrying out those activities in other states.

Status: To Senate Committee on Natural Resources and Environmental Control on June 6.

Issue Brief: Lead Ban
Summary: Makes it illegal to sell or use lead sinkers and jigs weighing one ounce or less and measuring 2 1/2 inches or less in length.
Status: In House. Passed to be enacted on June 11.

Issue Brief: Recruitment
Summary: Allows the holder of a valid junior hunting license to take one antlerless deer without an antlerless deer permit. In subsequent years, that person must obtain an antlerless deer permit to take an antlerless deer.

Issue Brief: Crossbows
Summary: Allows a person to hunt any wild bird or animal with a crossbow during any open season on that bird or animal and removes the restriction against using a crossbow within 100 feet of a building.

Summary: Permits hunting with crossbows in certain circumstances; makes permanent certain provisions permitting hunting with crossbows.

Issue Brief: Seniors, Veterans, and Active Duty Military Hunting and Angling Privileges

Summary: Provides that members of the Armed Forces who are serving on active military duty in the Armed Forces of the United States outside the State of North Carolina shall be considered residents for purposes of obtaining certain hunting, fishing, trapping, and special activity licenses.

Status: In House. Placed on Calendar for June 17.

Summary: Relates to hunting and fishing licenses; defines license sales vendor and license year; relates to the duration of hunting and fishing licenses; provides for the duration of licenses for recreational and commercial use, and permits the department to issue a license that expires on the day before the anniversary of its issuance; relates to residency requirements for licenses; revises the requirements; relates to apprentice hunting licenses.
