Leftover paint makes up about 50% by volume of all materials collected at household hazardous waste (HHW) events. Four New England states are implementing industry-financed paint collection programs for residents.  In Connecticut, the PaintCare program (launched July 2013) is expected to save municipalities $700,000 on HHW disposal in the first year.  Learn more about this paint stewardship program, the convenience of retailer-based paint drop-off locations for ALL paints and stains, including latex and oil, and how municipalities can reduce HHW and solid waste disposal costs as a result.  Then, hear about MassDEP's revised solid waste regulations and how they affect municipalities! 
Massachusetts Regulatory Updates

Organics Waste Ban - The Patrick Administration has announced final statewide commercial food waste disposal ban regulations to take effect on October 1, 2014. The ban will require any entity that disposes of at least one ton of organic material per week to donate or re-purpose the useable food. Any remaining food waste will be shipped to an anaerobic digestion (AD) facility, where it will be converted to clean energy, or sent to composting and animal-feed operations.

Final Solid Waste Regulation Reform Amendments - MassDEP has announced that final Solid Waste Regulation Reform amendments (revisions to 310 CMR 19.000) were published on February 14, 2014.  These regulations were proposed and public hearings held in 2013.  The regulations have been revised and will affect four major areas of the solid waste regulations:
  • Streamline the permitting process for transfer stations that do not handle C&D waste
  •  Streamline permitting for post-closure uses at landfills but not on the capped portion of a site
  •  Streamline special waste permits
  •  Increase oversight of solid waste facilities by expanding the use of third-party inspections conducted by qualified third-party inspectors

If you have not already done so, please fill out the survey with solid waste and recycling data from CY2013. Data from this municipal survey provides useful public information about state-wide trends and the effectiveness of municipal recycling programs. The survey is also required to be eligible for MassDEP grants.

China's Green Fence is Cleaning up America's Dirty Recycling

Last year, China decided it had enough of being the world's trash dump. They enacted a new policy called the "Green Fence." Although this action has caused significant volatility in recycling markets, it may help to improve options for processing material domestically.

Regional Bid for MSW Hauling and C&D Disposal

Barnstable County's Procurement Office is issuing two joint bids related to solid waste management.  If any town is interested, please contact Elaine Davis at edavis@barnstablecounty.org 
  1. Transportation of Municipal Solid Waste - The service to be provided involves the hauling of municipal solid waste from the Town Transfer Stations to the SEMASS facility in Rochester, MA or the Yarmouth/Barnstable Regional Transfer Station located in South Yarmouth, MA
  2. C&D Disposal  - Bid from qualified vendors to provide Disposal of Construction, Demolition, and SEMASS (of Rochester, Massachusetts) unacceptable Wastes, from the Towns in Barnstable County to a DEP approved site.
