Jurupa Valley

Jurupa Valley was an unincorporated area in Riverside County, California, until voters approved a ballot measure to incorporate the area and become a city. Jurupa Valley was formed  with an estimated population of 96,000 residents within a 45 square mile area. Jurupa Valley City Council members approved a two part contract with HR Green, Inc. (HR Green) to help transition services from the county to the city and then to operate the city's departments once the transition was completed. HR Green provides an Assistant City Manager and support staff to fulfill municipal functions in Jurupa Valley.

Russ Loebe ICMA - CM  - Vice President of Governmental Services

SPECIALTIES:  

Russ Loebe, an International City Management Association Credentialed City Manager, is Vice President of Governmental Services for HR Green. Before joining HR Green in 2011, Mr. Loebe spent 33 years in local government working for the Village of New Lenox, Illinois. During his career with New Lenox, he served 25 years as Village Administrator and eight years as the Director of Public Works. As Administrator in one of the fastest growing communities in the Chicago metro area (5-fold population increase in 30 years), Mr. Loebe has been responsible for the management of all aspects of municipal government, managing dozens of major capital projects, award winning budgets, CAFRs, labor contracts and scores of residential, commercial and industrial development projects. Active in professional management associations, he is a frequent speaker and presenter on professional City Management for both elected and appointed municipal officials.

 

In 2011, Mr. Loebe received the Illinois City Management Association's - Robert B. Morris Life Time Achievement Award. He has published numerous professional articles and has been a frequent instructor/presenter on local government issues for municipal employees and elected officials. Russ is a member of International City and County Managers Association, Illinois City and County Management Association, American Public Works Association, and the Government Finance Officers Association.
