Texas House OKs much-watched charter school bill By WILL WEISSERT, Associated Press | May 16, 2013 The House's approval of the bill as a whole broke with tradition. The Senate passed charter school bills during each of the last two legislative sessions in 2009 and 2011, but both failed to clear the House. Democrats in the lower chamber opposed charters in defense of traditional public schools, while Republicans from rural areas are wary since their districts often aren't large enough to support charters. "We're not an experiment anymore," said David Dunn, executive director of the Texas Charter Schools Association. "We're an integral part of the public education system in Texas, and the Legislature realizes that." Read the article.
Charter School Caps Looking for Big Lift in Texas, Massachusetts By Andrew Ujifusa; May 9, 2013 Sen. Dan Patrick, a Republican who leads the Senate Education Committee and failed in his tax-credit push, is also behind the legislative effort to lift the charter cap. Patrick's bill, which passed the Senate April 11, would raise the cap from 215 up to 305 by Sept. 1, 2019. If the current proportion of charters granted to charter schools opened is maintained, 305 charters would lead to about 718 charter schools in the state, although that number could change wildly especially if a big charter-school management group opens shop in Texas. Earlier this month, the Texas Senate passed its version of House Bill 5, the major reform bill on public education curriculum and testing. In both the House and the Senate, vigorous debate shaped the two versions of the bill. As HB 5 heads to conference committee to iron out the differences, more debate will ensue.

TEA Releases RFQ for Charter Application Reviewers
Texas Education Agency (TEA) is seeking qualified applicants to serve as independent reviewers of the Subchapter D open-enrolment charter applications. The intent of this RFQ is to establish a pool of pre-qualified reviewers. Pursuant to the Texas Administrative Code (TAC)§100.1(d-e), Subchapter D open-enrollment charter applications shall be reviewed and scored by an external application review panel selected by the commissioner of education from a pool of qualified candidates identified through a request for qualification (RFQ) process. The panel shall review and score applications in accordance with the procedures and criteria established in the application form. Read the RFQ.
