Austin, Texas 78758 Every TCSA Member charter or organization is invited to join us for the first Member Council Meeting of the year. We will provide litigation, legislative and regulatory updates. We will also conduct committee meetings on Advocacy, Quality Framework, Member Services and Annual Conference. Every TCSA Member charter or organization is entitled to 1-one free registration for the meeting. Each additional attendee may register for $125.00. If you have never submitted a Quality Framework Self-Assessment for your charter, you must do so before you can renew membership in TCSA. The membership deadline is currently January 31, 2013.  February 1, 2013 Deadline for Expansion Amendment Requests for the 2013-2014 School Year For the 2013-2014 school year, requests to expand grade levels, increase maximum enrollment, add a site, and/or expand a charter's geographic boundary must be received by the Charter School Unit on or before Friday, February 1, 2013. Expansion amendment requests must be received by the agency no later than the first day of February preceding the school year in which the proposed expansion will be effective. Forms that are specific to each type of request are required when submitting an amendment request. A checklist is included at the bottom of each form that clearly states which documents must be included and the proper order for including them. Carefully and completely following these directions will help expedite the amendment process.

* Charter Amendment Request Form - ADDITIONAL SITE EXPANSION; * Charter Amendment Request Form - GEOGRAPHIC BOUNDARY EXPANSION; * Charter Amendment Request Form - MAXIMUM ENROLLMENT INCREASE; and * Charter Amendment Request Form - ADDITIONAL GRADE LEVELS EXPANSION.
Commissioner of education rules for all amendments, including expansion amendments, can be found in 19 Texas Administrative Code (TAC) §100.1033(c). See amendment here. Please be advised that, before an expansion amendment decision is made by the commissioner, the charter and charter holder must receive clearance from the following areas: Performance Reporting, Charter School Administration, Child Nutrition, Financial Audits, Grants Administration, Legal Services, PEIMS Data Reporting, Program Monitoring and Interventions, NCLB and IDEA Programs, Student Assessment, Governance and Waivers, General Inquiries, and Complaints. The charter must also have a status of Accredited as defined in 19 TAC §97.1055.

UPDATE: TEA Special Education Policy Deadline Extended
The Texas Education Agency (TEA) has extended the deadline for updating special education policies in the IDEA 2004 Legal Framework system maintained by the Region 18 ESC (Midland). Previously, TEA required that each LEA update its special education policies on that site by November 30, 2012. The new deadline is March 15, 2013. In collaboration with a Special Education Working Group at the Region 13 ESC (Austin), TCSA has prepared a set of compliant special education policies that is now available to all charter schools free of charge, regardless of the school's status as a TCSA member. As a reminder, charter governing boards must approve these policies before they are uploaded onto ESC Region 18's Legal Framework for the Child-Centered Special Education Process. Note that Region 18 deleted all current policies from the system on Monday, November 19th. Every school should ensure that it has a copy of its current policies for its records.   Awards for Henry Ford Academy: Alameda School for Art + Design On January 12th, The Texas Charter School Academic & Athletic League hosted the State Arts Competition. Schools from throughout Texas were present and competed in visual arts, theater, and choir. The Henry Ford Academy: Alameda School for Art + Design placed in 21 out of 24 places. HFA: Alameda swept all visual art awards, 4 out of 6 in choir, and 5 out of 6 in theater.
HFA: Alameda are State Champions in Painting, Senior Portfolio, Drawing (Color), Drawing (Black and White), Choir (Solo), Choir (Duet) and Monologue.

The National Title I Association is pleased to announce that Houston Heights Learning Academy from Houston, Texas has been named a National Title I Distinguished School by the Texas state department of education. Houston Heights Learning Academy is one of 67 schools throughout the country that is being nationally recognized for exceptional student achievement in 2012. A project of the National Title I Association, the National Title I Distinguished Schools Program publicly recognizes qualifying Title I schools for the outstanding academic achievements of their students. It highlights the efforts of schools across the country making significant improvements for their students. The program has been in place since 1996, highlighting the success of hundreds of schools in one of two categories: * Category 1: Exceptional student performance for two or more consecutive years * Category 2: Closing the achievement gap between students The National Title I Association implemented the National Title I Distinguished Schools Program to highlight selected schools that have sucessfully used their Title I federal funds to improve the education for economically disadvantaged students.  Lawmakers say they aim to ensure quality, increase access to charter schools Recommendation: Clear up process to revoke charters of low-performing schools By Kate Alexander; January 12, 2013 Some of the worst performing charter schools in Texas have been allowed to languish for years, failing both the students and state taxpayers. The laggards have been abetted by a state law that has made it legally difficult for the Texas Education Agency to revoke a charter, which allows a private, nonprofit entity to run a public school. But charter schools could soon be getting some tough love as state education leaders aim to root out those that are failing to serve students while opening the doors for more high-performing operators. "Back in the '90s, the Legislature didn't get it right. We need to get it right," said newly ensconced state Senate Education Committee Chairman Dan Patrick, R-Houston, who has long been a charter school advocate and is now in a position to put some muscle behind the issue. Read the article.Mackowiak: Give students and their parents education choices By Matt Mackowiak; January 13, 2013 One of the bright line differences between the Republican and Democratic parties is that fundamentally, Republicans believe that competition is fundamentally good in every circumstance. Competition brings improvement, efficiency, and gives consumers choices. It is telling that the only choice Democrats support is defending the right of a woman to terminate an unwanted pregnancy. As the Legislature begins its new biennial session in Austin, a new battle for competition will be waged through an increased demand for school reform. Gov. Rick Perry is a strong public supporter of school reform. Republicans, led by Senate Education Committee chairman Dan Patrick, R-Houston, and Lt. Gov. David Dewhurst, believe that rather than ZIP codes determining education options, instead parents know what is best for their children, and as such, should be able to choose which school their children attend.  New school rating system not yet test-ready January 12, 2013 A system that measures whether public schools are properly educating kids should be straightforward. It should be credible, accurate and easy to understand. If only. Texas' accountability system, designed to ensure that schools got better, that poor performance had consequences and that struggling students didn't get hidden, became so punitive, burdensome, misleading and test-obsessed that lawmakers demanded something different. With the State of Texas Assessments of Academic Readiness being phased in to evaluate how well students are learning, education officials still must devise a method of using those scores to evaluate how well schools are performing. It's complicated. Read the article.Texas schools aren't among the odds-on budget favorites By Mike Norman; January 11, 2013 Comments from Gov. Rick Perry and Lt. Gov. David Dewhurst say a lot about what's likely to be in the budget the Legislature will produce come late May. What's in: money for infrastructure needs, like water and transportation. Maybe tax cuts. What's out: Maybe the idea of restoring $5.4 billion in public school funding trimmed from the budget two years ago. Nothing's certain yet. A whole session of haggling is ahead, wrapping up May 27. Perry's pushing for tax cuts, saying "the best use for the people's money is to give it back to them in some form or fashion." Conversation centers on reducing or even eliminating the franchise tax. The tax is expected to produce $9.5 billion during the 2013-14 budget cycle. A business tax cut like that might be a form of giving tax money back to the people, but it's a roundabout one at best. Read the editorial.Expert: More money doesn't mean better schools The Associated Press; January 15, 2013 AUSTIN, Texas - An expert witness in the lawsuit over funding for Texas public schools testified Wednesday that more spending does not necessarily lead to better student performance. Eric Hanushek, an education expert at Stanford University, said he does not see a correlation between per student spending and test results. He said he believes the real problem with public schools is a lack of efficiency. "If we simply put more resources into schools and use it the way districts have been using it ... we should not expect higher achievement from students on average," Hanushek said. "We are wasting resources to the extent that we are spending on things that don't matter." Read the article.
 Waco charter school to expand programs, enrollment with federal award By Wendy Gragg; January 14, 2013 Harmony Science Academy-Waco is poised to grow in programs and enrollment because of a federal award and general support from the community. Harmony Public Schools, a public charter school system that operates the Waco campus and 37 additional schools in Texas, recently received the U.S. Department of Education's Race to the Top-District award from a pool of 372 applicants. Harmony Public Schools will get about $30 million across four years and that money will be doled out to its campuses. Harmony Science Academy-Waco, which serves 720 students in kindergarten through 12th grade, will get about $190,000 a year for four years, said Lindy Ermoian, elementary principal at the school. Ermoian said the money, which is earmarked for the middle and high school levels, will be used to offer more program options to students. Read the article.
 Public Charter Schools Reach New Milestone: Record 6,000 Schools Are Serving 2.3 Million Students Data from Current School Year Shows 80% Growth in Enrollment Over Five Years Washington, D.C. - The number of public charter schools operating in the United States has surpassed 6,000 for the first time in the 20-year effort to provide innovative alternatives to traditional public schools, the National Alliance for Public Charter Schools announced today. These new figures are based on estimates from the 2012-13 school year. The 6,000 public charter schools are now educating more than 2.3 million students - also a record number - in the current school year. The public charter school movement had a net gain of 381 schools for the 2012-13 school year. Charter schools are enrolling 275,000 more students this year than in 2011-12 - the largest single-year increase since the movement's inception. Read the press release.

Change to Automobile Mileage Reimbursement Rate

Applicable to State and Federal Grants from the Texas Education Agency The Texas Comptroller of Public Accounts has changed the automobile mileage reimbursement rate. On January 1, 2013, the rate increased from 55.5 to 56.5 cents per mile. Travel and lodging reimbursement rates have not changed. The standard rates, effective until August 31, 2013, are up to $77 per night for lodging and up to $46 per day for meals, unless a higher rate for the travel destination is specified. Read more.
