Uniform County Truck Permit System
This is a county road permit system for over-weight or over-width vehicles on county roads. Since 1986, the NDAOGPC has operated the Uniform County Truck Permit program as a service to counties and the petroleum industry.

Blizzard Warning in Effect for North Dakota
|
Blizzard Warning western and central North Dakota this afternoon through Saturday morning.
Blizzard conditions will develop across the U. S. Highway 2 and 85 corridors this afternoon, and across the remainder of western and central North Dakota this evening. Northwest winds to 50 mph combined with snow currently on the ground and one to two inches of new snow will cause near zero visibilities. Conditions will improve Saturday afternoon.
Travel will be extremely hazardous, if not impossible. If you absolutely must travel, take a winter survival kit, inform others of your travel plans, and be ready for the challenges you could face if stranded. Dress for the outside weather, not the inside car temperature.
Blizzard Warning remains in effect from 6 pm CST /5 pm MST/ this evening to noon CST /11 am MST/ Saturday.

Energy Infrastructure and Impact Office Now Accepting Energy Impact Grant Applications
|
The Energy Infrastructure and Impact Office (EIIO) is accepting grant applications from eligible political subdivisions for funds from the Energy Impact Grant program.
Applications for specific improvements and needs supporting infrastructure will be accepted until February 28, 2014 by the EIIO.
Political subdivisions, including counties, park districts, water resource districts, townships and other eligible public entities impacted by oil and gas development are welcome to apply for grant funds available to address infrastructure impacts resulting from energy activity. The Land Board has established specific grant rounds for cities, airports, K-12 schools, higher education, sheriff's departments and emergency response services. This grant round will focus on those other eligible political subdivisions not given consideration by their own specific grant round.
Projects that demonstrate cooperative efforts between multiple entities and requests for one-time projects related to advancing or improving physical assets will receive priority consideration. An advisory committee made up of city, county and other officials will make recommendations to the Land Board for the allocation of grant funds.
The Land Board has allocated $4 million in energy impact money for this grant round.
The application form and list of required supporting documentation are available on the North Dakota Energy Impact Grant web page www.nd.gov/energyimpact. This internet site contains a PDF form that can be filled in and printed; or a MS Word version of the application form that can be completed on-screen. Please be sure to note in the narrative description area how your political subdivision qualifies based on each of the requirements noted.
Grant applications will be reviewed by the EIIO and an advisory committee upon receipt. The Land Board will determine the successful applicants as soon as possible.

Vision West ND Update
|
 The Administrative Team for the Vision West ND project met via conference call this week, January 2. Discussion centered on the development of the Vision West ND Regional Plan draft. Over the course of this week and next, Administrative Team members will be reviewing the draft and recommending changes to it. After recommendations are received by Vision West ND's planning facilitator, Building Communities, the Admin Team will hold a face to face meeting in Dickinson to further review the document. After the Regional Plan draft has been reviewed by the Admin Team, the Vision West ND Consortium will also be asked to review it. The Consortium is made up of representatives from each of the nineteen counties involved with the project.

Ross Oilfield Waste Pit Shut Down

Officials in Mountrail County say state regulators "dropped the ball" when a field inspector approved an oilfield waste pit too close to the water well for the city of Ross.
The pit is no longer in use, but the situation is prompting local officials to meet with Department of Mineral Resources Director Lynn Helms next week to discuss preventing similar cases from occurring again.
"You wouldn't think that that big of a mistake could be overlooked, but apparently it can," Ross Mayor Wyatt Seibel said.
Oasis Petroleum is permitted to drill 11 oil wells in a 1,280-acre area near Ross. The location of the disposal pit for dry drill cuttings - a waste product of oil drilling - was approved by a field inspector of the Department of Mineral Resources Oil and Gas Division, said Alison Ritter, spokeswoman for the Department of Mineral Resources.
The pit was about 700 yards from the city's water well and within a buffer area known as the Wellhead Protection Area, Ritter said.
Local officials noticed dump trucks hauling material to that site and called state officials because they recognized it was too close to the water well, Seibel said.
"It's too close for comfort, that's for sure," Seibel said. "It's pretty much our only water source."

Governor, delegation seek improved rail safety
North Dakota's congressional delegation and the governor Thursday came out in favor of expediting improvements to rail tanker car standards and bringing improved cars into the nation's tanker car fleet.
They agreed that Monday's fiery derailment near Casselton was an example of the need to review and improve railway communication and safety.

Warning issued about oil shipped from ND, Mont.
Following a string of explosive accidents, federal officials said Thursday that crude oil being shipped by rail from the Northern Plains across the U.S. and Canada may be more flammable than traditional forms of oil. A safety alert issued by the U.S. Department of Transportation warns the public, emergency responders and shippers about the potential high volatility of crude from the Bakken oil patch.
