Uniform County Truck Permit System
This is a county road permit system for over-weight or over-width vehicles on county roads. Since 1986, the NDAOGPC has operated the Uniform County Truck Permit program as a service to counties and the petroleum industry.

$12.2 Million Awarded to Public Safety Entities in the West
|
 Emergency medical service districts and fire protection districts in western North Dakota were awarded over $12.2 million in Energy Impact Grant dollars this week in an effort to curb the effects of the oil and gas industry on public safety in the region. A total of 87 grants were awarded to EMS and fire protection entities by the State Land Board, which met this week on November 13. A detailed list of the awards made is available by clicking here. ND Democratic Caucuses to Discuss Pipelines

The North Dakota Democratic House and Senate Caucuses will hold a field hearing this month to seek answers to questions about oil pipelines.
"The recent Tesoro pipeline spill near Tioga has raised many serious questions about the integrity and security of oil pipelines in western North Dakota," Rep. Kenton Onstad of Parshall said in a statement. "It is important that these questions are answered immediately."
The event will be from 2 to 4pm CST Nov. 20 at the Mountrail County South Complex in Stanley. Invitations have been sent to several officials and the public is invited to attend, Onstad said.

ND Oil Industry Water Use Featured in National Geographic

In a recent National Geographic article, journalist Patrick J. Kiger investigated the necessary use of water in producing oil in North Dakota. He shared in his article that water is not only used in the hydraulic fracturing process but also as "maintenance water" to keep oil flowing. Below is a quote from Kiger's article: "North Dakota DMR Director Lynn Helms addressed the maintenance water issue in a taped address earlier this fall at the annual meeting of the North Dakota Association of Oil and Gas Producing Counties. "What we're beginning to realize is that these . . . wells will need freshwater for maintenance over their life," Helms was quoted as saying in a report on the presentation in the local newspaper, the Dickinson Press." Sharing Info May Reduce Flaring

Continental could drive down the percentage of its North Dakota natural gas production it flares to about 3 percent from the current 10.2 percent if there were enough processing plants. Hess and Oneok, among others, are building new plants.By flaring 10.2 percent of its produced natural gas and natural gas liquids, Continental lost out on $1.3 million in potential third-quarter profit, according to quarterly results announced on Nov. 6.
By comparison, if it flared at the industry average of 29 percent, it would have lost out on $3.5 million. The company's openness helped save roughly $2.2 million in the third quarter. "By being transparent, we've allowed pipeline companies to get ahead of the game," said Jeff Hume, the Continental vice chairman.

Changes to the NDAOGPC Uniform County Truck Permit System
|
Effective November 15, 2013, the Uniform County Truck Permit System will implement the following changes:
|
XCESS LOAD PERMIT (Effective November 15, 2013)
 An Xcess Load Permit is required on any load with a gross vehicle weight over 150,000 lbs. being transported on a NDAOGPC-member county road. No self-issuing permits will be allowed to be used on Xcess Loads (except when part of a rig move permit group). ePermits (Trip Permits) will be required and may be applied for at www.ndenergy.org/permits. Xcess Load permits must be requested at least 2 business days before the tentative trip date. When the Xcess Load permit request is submitted, an automatic email will be sent to the county officials as well as the Uniform County Permit office. A county official will review the request and may Approve or Deny the request, or may ask for more information or a route change by emailing or calling the company contact listed on the permit request. An approval will trigger an approval email that will be sent to the permit office and the requestor. The requestor's email will include the approved ePermit .pdf as an attachment. If the permit is denied, the county will include the reason for denial in the comment field. The counties will have up to two business days to respond to the request, giving them time to check roads or take care of any other issues before responding, but we anticipate that most requests will be handled within a few hours of receiving the request.

OVER DIMENSION REQUIREMENTS (Effective November 15, 2013)
A Uniform County Permit is required on any load that is over-dimension. (See UniformCounty Permit Policies, Section II)
In addition, any load that exceeds 14'6" in width is required to be signed and flagged. And, any load exceeding 16' wide is additionally required to have an escort vehicle with flashers in front and back of the load while traveling on participating county roads. Multiple wide load vehicles may be grouped together with one escort vehicle with signs and flashers in front and back of group. Any load 16' or wider may not exceed a speed of 25 mph.

The agenda will feature a welcome from Watford City Mayor Brent Sanford as well as updates from Energy Impact Coordinator Rory Nelson and NDDOT Director Grant Levi. Also presenting at the update meeting will be representatives of economic development organizations and the Ports-to-Plains Alliance VP Joe Kiely. The agenda for the event is available here. The 22nd Annual Williston Basin Petroleum Conference will be held May 20-22, 2014 at the Bismarck Civic Center in Bismarck, ND.
