Through this newsletter we strive to provide accurate, up-to-date information surrounding the energy activities throughout the North Dakota energy producing counties.
2013 NDAOGPC Annual Meeting Audio Recordings and Resources Available on Web
Visitors to the North Dakota Association of Oil and Gas Producing Counties' website, www.ndenergy.org, will be able to access audio recordings made during the 28th Annual NDAOGPC Annual Meeting held Thursday, September 26 in Dickinson.

The recordings can be found in the Links and Resources section of the website. A playlist of the recordings can also be accessed through YouTube.

Presentations made by State Treasurer Kelly Schmidt on the 5% Oil and Gas Gross Production Tax Distribution and NDDOT representatives Wayde Swenson and Bryon Fuchs on a NDDOT Update can be viewed by clicking the links above.

A record number of attendees took part in this year's Annual Meeting, which showcased NDAOGPC projects and activities, gave an update on oil and gas industry development, and provided a networking opportunity for NDAOGPC members from throughout the nineteen western ND counties.
NDACo Annual Conference Held in Bismarck

Representatives of North Dakota's 53 counties met in Bismarck this week to discuss county issues, learn about new county developments, network with vendors, and celebrate the successes of the group. The ND Association of Counties held its 2013 Annual Conference and Expo October 6-8 at the Ramkota Hotel.

 

Among the many agenda items were a welcome message from Governor Jack Dalrymple, Member Association meetings, and a variety of workshops available for county elected officials and employees to expand their knowledge and better their services to the public. McKenzie County Commissioner Roger Chinn, who served the past year as President of the NDACo Board of Directors, and Divide County Commissioner Doug Graupe, who served as President of the ND County Commissioners Association Board of Directors, were honored for their years of service to the organization.

National Association of Counties President Linda Langston said the NDACO national board will not be issuing a blanket policy on hydraulic fracturing.  She said they provide information and the counties determine their own response to questions on it.  Langston, an Iowa native, said she understands that each state has its own geology and their own experience with the oil industry.  She spoke at the North Dakota Association of Counties annual conference in Bismarck earlier this week.

 

A workshop on road funding featured ND Senate Majority Leader Rich Wardner and NDDOT Director Grant Levi, who spoke about county roads and how they fit in to the overall state transportation system. Regarding county road funding, Wardner said, "We need to fund our priorities." The state, he said, has done a good job in finding ways to fund its own roads recently, without an over-reliance on federal funding. Transportation is essential to commerce and business attraction to the state will be helped by quality infrastructure and an active diversification of the workforce, he said. Warner closed by saying, "I see a light at the end of the tunnel," in reference to the financial strain being placed on local governments in funding infrastructure projects like roads.

 

Grant Levi also touched on the need to look at the entire state transportation system when forming priorities for road projects. He touched on what was appropriated in the last legislative session and how those funds are being used to get road construction projects finished on a large scale. Of the 65 oil-county projects submitted, he said, 44 are currently moving forward. Federal funding is in jeopardy, especially with the continuing delays on appropriations bills. Both Levi and Wardner talked about the Upper Great Plains Transportation Institute's needs study of county roads and bridges and how that study will provide information to legislators when it comes to future funding for local transportation projects.

 


County representatives from oil and gas shale states also met this week in New Mexico. Dunn County Commissioner Daryl Dukart represented North Dakota counties and gave input on how the state handles the issues of the Bakken play in western North Dakota. The North Dakota Association of Oil and Gas Producing Counties sponsored Dukart's trip to ensure that North Dakota's voice was at the table with the other oil and gas shale states.
Uniform County Truck Permit System Advisory Committee Meets

The Uniform County Truck Permit (UCTP) Advisory Committee, the oversight body of the NDAOGPC's Uniform County Truck Permit System, met on Monday, October 7 during the NDACo Annual Conference. Permit system operator Janet Sanford gave a truck permit financial report, which showed over $6.5 million in fees billed by counties for the fiscal year ending June 30, 2013.

 

The UCTP Advisory Committee also voted unanimously to give the oil industry more time for an implementation of:  

  1. an increase in the permit cost for extremely heavy loads only - over 150,000 lbs.
  2. requiring state law on county roads for pilot cars with flashers on moves greater than 14.6 feet, not 14 feet.

The extension recommended by the Advisory Committee extended the implementation date to November 15, 2013. These changes had been discussed last spring and the deadline had been set for October 15, 2013. Through an email vote, the NDAOGPC Executive Committee approved the implementation extension and the 14.6 width change. The NDAOGPC website will reflect the new changes on the November 15th deadline. Billings County Sheriff Dave Jurgens is the chairman of the UCTP Advisory Committee. 

Interim Economic Impact Committee Meets in Williston
State legislators met in Williston this week Tuesday, October 8 to discuss economic impact issues affecting the Williston Basin and the state. Williston City Mayor Ward Koeser gave legislators on the Economic Impact Committee a bus tour of the city, allowing them to see firsthand the changes taking place. The city, Koeser said, is facing the possibility of having to deal with a budget shortfall of $45 million, despite the state legislature's appropriation of $60 million in energy impact dollars.

Also presenting at the interim committee meeting was Upper Great Plains Transportation Institute Director Denver Tolliver, who gave an update on the local road and bridge needs study currently being conducted throughout the state. The needs study, which will forecast investment needs for county and township roads and bridges over the next 20 years and quantify the investments needed for efficient year-round freight transportation while providing travelers with acceptable roadway service, is expected to be completed by June 2014. Northwest Territories Delegation Visits Bakken Region
A Canadian delegation visited the Bakken region last week to help prepare for oil development in the Northwest Territories.

David Ramsay, minister of industry, tourism and investment and minister of transportation for the government of the Northwest Territories, toured multiple Bakken sites in an effort to see what the Northwest Territories need to prepare for with its projected oil play.

 

Williston City Mayor Ward Koeser, Williston City Commissioner Brad Bekkedahl, and NDAOGPC Deputy Executive Director Brady Pelton presented on the impacts being faced in the hub city of Williston and the region as a whole.

 

The delegation also met with representatives of the Three Affiliated Tribes and ND District 2 Representative Bob Skarphol, gaining additional insight into what they may expect in terms of their own oil development.

State Freight Plan Underway

During the last decade, North Dakota's highways, pipelines, railroads and airports have experienced significant increases in the movement of freight due to the state's rapidly growing oil and gas industry, expanded manufacturing, and a robust agricultural sector.  To meet these challenges and be prepared for the future, the North Dakota Department of Transportation (NDDOT) has begun the development of a state freight plan.  The plan, which is scheduled to be completed next summer, will identify North Dakota's:

  • Primary Freight System
  • Freight System Trends, Issues, and Needs
  • Major Freight Generators
  • Freight Goals, Performance Measures and Investment Strategies

The plan will be used to guide the investment of transportation funding and also make North Dakota eligible for a higher percentage of federal funding for approved freight-related projects.

 

Stakeholder input is critical to the success of this effort.  Over the next few months, NDDOT will be surveying stakeholders to identify freight trends and issues, freight system needs, and the identification of freight bottlenecks and impediments.  If you would like to participate in the development of this plan or want additional information please contact Jack Olson at 701-328-1029, or email him at: jolson@nd.gov.

The Energy Development and Transmission Interim Committee will meet at 1:00pm on October 14 in the Roughrider Room of the ND State Capitol. Scheduled to give updates to the committee are Public Service Commissioner Brian Kalk, ND Dept. of Health Environmental Section Chief Dave Glatt, ND Pipeline Authority Director Justin Kringstad, and ND Dept. of Mineral Resources Director Lynn Helms. The 22nd Annual Williston Basin Petroleum Conference will be held May 20-22, 2014 at the Bismarck Civic Center in Bismarck, ND. There have already been over 200 hotel rooms reserved for this conference. We recommend booking the hotel rooms that you need now. Conference registration opens on January 29, 2014.
