The North Dakota Association of Oil and Gas Producing Counties (NDAOGPC) is the trusted and unified voice for the betterment of the citizens of North Dakota and the membership of the North Dakota Association of Oil and Gas Producing Counties. Through this newsletter we strive to provide accurate, up-to-date information surrounding the energy activities throughout the North Dakota energy producing counties.
NDAOGPC Annual Meeting Registration Now Open!
Registration for the ND Association of Oil and Gas Producing Counties' 2013 Annual Meeting is now available online at the Association website, http://www.ndenergy.org/AnnualMeeting.aspx.

This year's Annual Meeting will take place on Thursday, September 26, 2013 at the Ramada Grand Dakota Lodge in Dickinson, ND. A room block has been set up at the hotel.

Speaking this year will be State Treasurer Kelly Schmidt who will give an overview of oil and gas Gross Production Tax distributions and Joel Quanbeck who will share what was found in the NDAOGPC commissioned study of emergency service coverage in western North Dakota.

Additionally, we'll hear from Dept. of Mineral Resources Director Lynn Helms, and Jim Arthaud, owner and CEO of MBI Energy Services, will lead a panel of several oil and gas industry representatives in discussions on the current trends in oil and gas recovery. Terry Kovacevich, Marathon Oil; Jack Ekstrom, Whiting Petroleum; and Blu Hulsey, Continental Resources, have agreed to participate on the panel.

Members will also have the opportunity to elect county, city, and school district committee members as well as the representatives on the Executive Committee. Current Executive Committee members up for reelection are Mountrail County Commissioner Greg Boschee and City Engineer for the City of Bowman, Dan Brosz. Bowman County School District Superintendent Tony Duletski will be leaving the Executive Committee after nine years of service. Over his years with the Association, Tony has served as President, and we would like to thank him for his contribution to the members of the ND Association of Oil and Gas Producing Counties. His replacement will also be elected.

Secretary of the Interior Visits North Dakota

U.S. Secretary of the Interior Sally Jewell.
Sally Jewell, Secretary of the Interior, paid a visit to the oil patch of North Dakota this week to view how the state is dealing with the unprecedented amount of oil and gas activity. Citing North Dakota as a national leader in energy development, Secretary Jewell also cautioned that proper stewardship of the environment through appropriate regulation is necessary to protect other valuable resources like wildlife habitats and national parks.

ASAE Annual Meeting Offers Resources and Information
ASAE Annual Meeting 2013
NDAOGPC Deputy Executive Director Brady Pelton spent time this week at the 2013 American Society of Association Executives' (ASAE) Annual Meeting in Atlanta, GA. Providing informational resources and services for associations across the nation, ASAE holds a three day long annual meeting and exposition that is jam-packed with vendor exhibitions, networking opportunities, learning labs, and keynote speakers.

The opening session keynote speaker was Susan Cain, author of the book Quiet. Cain's research and publications focus on introversion and how it can be used as an asset rather than a liability. According to Cain, people often associate introverts as shy, quiet, and less ambitious than their counterparts, the extroverts. Extroverts are usually seen as outgoing and people who "get things done". Due to the negative aspects associated with introverts, many introverted people tend to act as extroverts. This can negatively affect group dynamics, self esteem, and productivity. Both introverts and extroverts, Cain said, have a lot to offer. Introverts take in details better, typically do better in school (though IQ itself is not related), and tend to work longer at problems than extroverts. Brainstorming for an introvert is like torture, and Cain recommended some simple solutions to make life within an association much more accommodating for "intros". First, do away with brainstorming groups. Instead of gathering and bouncing ideas off of each other, Cain recommends first putting each individual's ideas on paper before such a meeting. That way, an introvert will not feel such pressure when it comes to sharing their ideas in front of the group. Cain said this is because the "personal brainstorming" allows for introverts to think things through in the process that suits them best.

North Dakota Oil Play in the News
In Time magazine's issue, August 12, 2013, North Dakota's Bakken oil play is part of an article "Why the Economy Could...Pop!".

Author Roger Altman writes "Consider North Dakota: this quiet and often ignored state has seen its oil production skyrocket....the result is that North Dakota now has the lowest unemployment rate in the nation (3.2%) and a $1.7 billion surplus."  The article says that the national implications are significant because the gas shale plays are "pushing down the price Americans pay for energy to among the lowest in the world.  Cheap natural gas is a big stimulus.... Be sure to mark your calendars for the NDAOGPC 2013 Annual Meeting set for Thursday, September 26, 2013 at the Ramada Grand Dakota in Dickinson, ND. Online registration is now available at http://www.ndenergy.org/AnnualMeeting.aspx.

October 6-8, 2013
Online registration is now open for the ND Association of Counties Annual Conference, scheduled for October 6-8 at the Ramkota Hotel in Bismarck. Visit the NDACo website at www.ndaco.org for more information and to register.

May 20-22, 2014 
The 22nd Annual Williston Basin Petroleum Conference will be held May 20-22, 2014 at the Bismarck Civic Center in Bismarck, ND. There have already been over 200 hotel rooms reserved for this conference. We recommend booking the hotel rooms that you need now. Conference registration opens on January 29, 2014.
