Energy Infrastructure and Impact Office Now Accepting Applications for School Infrastructure Grants
| The Energy Impact Office is now accepting grant applications from North Dakota's public school districts in oil and gas producing counties experiencing direct impacts from oil and gas development. This grant program focuses on K-12 infrastructure needs to assist schools being impacted by that development.
Projects needing one-time funding to address the impacts, such as for developing affordable teacher housing, temporary portable classrooms to aid in dealing with expanding enrollment, impacted professional development training, technology needs, security improvements and other similar projects to address the impacts to school infrastructure are the focus for this grant round. Applications will be accepted through July 16, 2013. The State Land Board has set aside $12.5 million for this grant round.

Reminder: Western ND School District Funding Info Session to be Held Next Wednesday
|
A Western ND School District Funding Info Session will be held Wednesday, July 17, 2013 at the Comfort Inn (1030 E Interstate Ave.) in Bismarck, ND. The 63rd Legislative Session brought many changes to the way school districts in western North Dakota receive funding, both through state aid payments and through the Oil and Gas Gross Production Tax (GPT) distribution formula. In order to provide more information on those changes and allow questions to be answered by top state officials, the NDAOGPC is sponsoring this informational event.
The info session will begin at 1:00 pm CDT in Room C of the Comfort Inn (through the NW doors of the building), and all western area school administrators and the public are invited to attend and learn more about how their school districts can expect to be funded during the 2013-15 biennium. Featured speakers at the event will include a representative from the State Tax Commissioner's Office, who will give an overview of estimated GPT revenue for fiscal years 2014 and 2015, and Dept. of Public Instruction Director of School Finance Jerry Coleman, who will provide an explanation on the changes made by the legislature to the school district funding model.
Also providing information will be North Dakota's State Treasurer, who will speak about how GPT revenue will be distributed to school districts in oil producing counties. Rounding out the discussion will be a representative from the State Land Department, who will share on the Energy Impact Grant Program and how school districts impacted by oil and gas development will be able to gain financial assistance with K-12 infrastructure needs and improvements. Lastly will be a presentation from Housing Incentive Fund Program Administrator Bill Hourigan, who will share on ways the HIF may help school districts get out of the housing business.
School administrators will be offered the opportunity to have their questions answered by the group of state officials and hopefully gain an even greater understanding of how their districts will be financed during the biennium. Energy Impacts Discussed at Water Meeting

In his welcome to the ND Water Education Foundation, Dickinson City Commission President Dennis Johnson told the group that western oil cities are working on four major issues: housing, transportation congestion, water expansion, and staffing salaries. The water group has been meeting for three days, which includes a tour of the Target Logistics Dunn County crew camp. Both Johnson and Williston mayor Ward Koeser expressed frustration with the legislative session. Johnson said Dickinson went from zero debt in the last few years to an expected $100 million dollars of debt by 2015. The city will likely have to ration water as the city is nearing its 6 million gallons per day allocation from the SW Water Pipeline Authority. He praised the allocation of dollars for DOT and the new I-94 exit 59 west of the city as well as the grade separation on State Avenue, but stated "we have significant water issues in front of us."

Game and Fish Dept. Study Underway

Sixty ND female badlands mule deer with electronic collars send data back every day to researchers, according to Jesse Kolar. Kolar spoke to the ND Water Education Foundation's Executive Briefing on Southwest Oil Impacts. The four-year study will assist the ND Game and Fish Dept. along with the oil industry in understanding mule deer movements, breeding, and use of space in the Bakken oil field.
Preliminary data showed that an early, heavy snow winter creates poor health conditions for the animals. Of the 60 doe in the study, seven have died. One was killed by a mountain lion, one was killed by a vehicle, one was killed by an infection on the leg, and four died attributed to poor health. The necropsy revealed nasal bots, parasitic larvae that cause infection within a deer's nasal cavity. Twenty-one percent of the deer were migratory, traveling four to twenty miles. Sixty-five of the total animals in the study, beyond the doe, were non-migratory. Once the collar notifies that the animal hasn't moved for six hours, a signal gives researchers a chance to collect the body for further testing.
ND Game and Fish Dept. staff are also working on a study of mountain lions and the diet of the big cats.

Dakota Prairie Refining Update
|
 Construction on MDU's new diesel refinery, Dakota Prairie Refining, which is located six miles east of South Heart, ND, continues to move ahead on schedule. One hundred fifty workers from Westcon, a company located in Bismarck, ND, are currently preparing the site. Over a million yards of dirt have been removed since spring. John Stumpf, MDU Vice President of Strategic Planning, said the refinery will eventually supply 45 tankers of diesel to wholesalers within a 50 mile radius of the plant.Naptha, often used in the bitumen mining industry as a diluent, will also be produced and likely shipped to Canada.

New Energy Impact Coordinator Named
|
Gov. Jack Dalrymple today announced that Rory Nelson will serve as western North Dakota's energy impact coordinator. Nelson, a Williston resident, will work in the state's oil and gas region to help meet the challenges that come with rapid development. Nelson's new job is effective immediately. He replaces Wayne Biberdorf who is retiring.

"Rory's extensive experience in the petroleum industry and his lifelong roots in the Williston Basin will be a great asset as we continue our work with local officials to address the impacts associated with rapid growth in our oil and gas counties," Dalrymple said.
"Having a state representative in the region who is dedicated solely to helping address these impacts has proven to be very helpful," Dalrymple said. "We are grateful for Wayne Biberdorf's dedicated service to the region and I know that Rory will also bring to the job valuable expertise, dedication and strong ties to western North Dakota."
Nelson grew up ranching and farming on the north bank of the Missouri River near Bainville, Mont., about nine miles west of the North Dakota border. After earning a degree in petroleum engineering at Montana College of Mineral Science and Technology, he returned to the Williston Basin where he worked for Hess Corporation for 30 years. At Hess, Nelson held engineering and management positions until he retired in November 2012. Rory and his wife, Lisa, have lived in Williston for more than 30 years.
"I've spent 50 years in the Williston Basin and I have a good understanding of the challenges in the area," Nelson said. "I want to do everything I can to help."
The state's energy impact coordinator maintains an office at Williston State College.

The North Dakota Petroleum Coun cil is again hosting its 5th Annual Bakken Rocks CookFest this year on July 16 in Powers Lake and July 18 in Parshall. CookFest is a community outreach event that is held in two communities impacted by oil and gas development and is an opportunity for the industry to give back while residents learn more about the industry and the companies operating in their area. CookFest includes a Bakken Basics Education session from 2:30 pm to 4:30 pm and live entertainment and BBQ served by industry CookTeams begins at 5:00 pm (CDT). Powers Lake High School and Parshall High School will serve as the venues for each event.
